เรื่อง แนวทางการเข้าถึงการรักษาภาวะหย่อนสมรรถภาพทางเพศชาย

ตามที่รัฐบาลได้มีการระบุใน ยุทธศาสตร์ชาติ พ.ศ. 2561 – 2580 ปัจจุบันระบบสุขภาพไทย
กำลังเผชิญกับสิ่งที่ท้าทายจากรอบด้าน อาทิ การเข้าสู่สังคมผู้สูงอายุ การเปลี่ยนจากสังคมชนบทสู่สังคมเมือง
การเชื่อมต่อการค้าการลงทุนทั่วโลก ตลอดจนความก้าวหน้า ทางเทคโนโลยี ประชาชนมีความคาดหวังต่อ
คุณภาพของระบบบริการมากขึ้น ขณะที่งบประมาณภาครัฐเริ่มมีจำกัด ไม่เพียงพอต่อการเพิ่มขึ้นของ
ค่าใช้จ่ายด้านสาธารณสุข ทำให้ระบบสุขภาพไทยต้องเตรียม เพื่อรับมือกับสิ่งต่าง ๆ เหล่านี้ กระทรวง
สาธารณสุขได้ทบทวนจุดยืน วิสัยทัศน์ พันธกิจ เป้าหมาย ค่านิยม และ ยุทธศาสตร์ขึ้น เพื่อเป็นกรอบและ
ทิศทางการทำงานของกระทรวงสาธารณสุขในอนาคต โดยมีเป้าหมาย “ประชาชนสุขภาพดี เจ้าหน้าที่มี
ความสุข และระบบสุขภาพยั่งยืน” โดยมีประเด็นการเสริมสร้างให้คนไทยมีสุขภาวะที่ดี ครอบคลุมทั้งด้าน
กาย ใจ สติปัญญาและสังคม ดังนั้นเมื่อทำให้การรับรู้ถึงสาเหตุที่แท้จริงของภาวะหย่อนสมรรถภาพทางเพศ
ชายว่าเกิดจากการเสื่อมของหลอดเลือดแดงในอวัยวะเพศเพราะมีการทำลายผนังหลอดเลือดเหล่านั้นด้วย
โรคที่ไม่ติดต่อจะนำผู้ป่วยและครอบครัวเข้าสู่กระบวนการรักษาและฟื้นฟูทั้งในเรื่องของภาวะหย่อน
สมรรถภาพทางเพศชายและโรคความดันโลหิตสูงเบาหวาน ไขมันในเส้นเลือดสูงด้วย หรือกล่าวได้ว่าการ
ดูแลสุขภาพชายที่เหมาะสมจะทำให้ชายไทยแข็งแรงและมีคุณภาพชีวิตที่ดีขึ้นสถาบันครอบครัวจะเข้มแข็ง
อีกทั้งได้รับการดูแลและเป็นพลังขับเคลื่อนประเทศต่อไป
รูปแบบเป็นการการวิจัยเชิงพรรณนา (Descriptive Research) โดยใช้การศึกษาจากเอกสาร
ทางวิชาการที่เกี่ยวข้อง ข้อมูลจากสถาบัน องค์กร ทั้งภายใน และภายนอกประเทศ และใช้แบบสัมภาษณ์
เชิงลึก (In-depth Interview) เป็นเครื่องมือในการเก็บรวบรวมแล้วนำมาเข้ากระบวนการวิเคราะห์ข้อมูล
โดยใช้การวิเคราะห์เนื้อหา สังเคราะห์ข้อมูลทฤษฎีและหลักการต่าง ๆ โดยเป็นการนำเสนอข้อมูลแบบ
รายงานวิจัยเชิงพรรณนา วิเคราะห์และนำเสนอแนวคิดใหม่จากการวิจัย
ผลของการวิจัยแสดงให้เห็นถึงแนวทางการเข้าถึงการรักษาภาวะหย่อนสมรรถภาพทางเพศชาย
ที่ประสบกับปัญหาและอุปสรรคที่สำคัญ ได้แก่สิทธิการรักษาขั้นพื้นฐานของประเทศไทย และการเข้าถึงองค์ความรู้
ทั้งนี้ ข้อมูลจากการศึกษาและข้อคิดเห็นจากผู้ทรงคุณวุฒิเห็นตรงกันว่าควรผลักดันนโยบาย
การเบิกจ่ายค่ารักษาพยาบาลด้านภาวะหย่อนสมรรถภาพทางเพศชายผ่านทางสมาคมศัลยแพทย์ทางเดิน
ปัสสาวะแห่งประเทศไทยในพระบรมราชูปถัมภ์ให้กับสำนักงานหลักประกันสุขภาพแห่งชาติ (สปสช.)

Title Approaches to Accessing Treatment for Male Sexual Dysfunction

As stated by the government in the National Strategy for the years 2018-2037,
the current Thai healthcare system is facing challenges from various fronts, such as the
aging population, transitioning from rural to urban societies, global trade and investment
integration, as well as technological advancements. Citizens are expecting an improved
quality of services while the public budget is becoming limited, insufficient to keep up
with the increasing healthcare expenses. Therefore, the Ministry of Public Health has
reviewed its stance, vision, mission, goals, values, and strategies to serve as a framework
and direction for its future work. The overarching goal is to achieve "Healthy citizens,
Happy staff, and Sustainable healthcare systems." The focus is on enhancing the wellbeing of Thai people, encompassing physical, mental, intellectual, and social aspects.
Consequently, raising awareness about the true causes of male sexual dysfunction, which
is primarily due to damage to the blood vessels in the male sexual organs caused by noncommunicable diseases, will lead patients and their families into treatment and recovery
processes. This applies to both sexual dysfunction and conditions like high blood pressure,
diabetes, and elevated blood lipid levels. In essence, appropriate healthcare for men will
lead to improved strength and quality of life, strengthening families and acting as a driving
force for the continued progress of the nation.
This is a form of Descriptive Research, utilizing academic literature, data from
institutions and organizations both domestically and internationally, and employing Indepth Interviews as a tool for data collection. The collected data is then subjected to
analysis processes, utilizing content analysis, synthesizing various theories and principles.
The outcome involves presenting the research findings in a descriptive report format,
analyzing the data, and presenting novel insights derived from the research.
The research results reveal insights into the approach to addressing male
sexual dysfunction, highlighting significant issues and challenges, including basic healthcare
access rights in Thailand and the accessibility of knowledge.
In this regard, data from the study and opinions from qualified individuals
concur that there should be an advocacy for a policy to facilitate the provision of
healthcare expenses related to male sexual dysfunction through the Society of Urological
Surgeons of Thailand under the Royal Patronage, in collaboration with the National Health
Security Office. This should involve supporting the development of public relations and
communication efforts to disseminate knowledge and provide the general public with
access to approaches for treatment, care, and preventative measures for future instances
of sexual dysfunction.ค
