เพื่อรองรับเขตพัฒนาพิเศษภาคตะวันออก (Eastern Economic Corridor
: EEC)

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบที่เหมาะสมในการพัฒนาศักยภาพ
การบริหารจัดการท่าเรือพาณิชย์สัตหีบ – กองทัพเรือ เพื่อรองรับเขตพัฒนาพิเศษภาคตะวันออก
ซึ่งเป็นงานวิจัยเชิงคุณภาพในรูปแบบการวิจัยเอกสารและการสัมภาษณ์ โดยทำการวิเคราะห์ข้อมูล
ประกอบด้วยการวิเคราะห์สภาพแวดล้อม ใช้แนวคิด SWOT Analysis การวิเคราะห์ปัจจัยภายใน
ใช้แนวคิดทฤษฎีการจัดการ POCCC แนวคิดทฤษฎีการจัดการ 4 M’s และ McKinsey 7-S
Framework การวิเคราะห์ปัจจัยภายนอก ใช้ทฤษฎี PESTEL และโมเดลแรงดัน ๕ ประการ Five
Force Model การวิเคราะห์ปัญหา ด้วยแผนภูมิก้างปลา (Fish Bone Diagram) สามารถกำหนด
รูปแบบกลยุทธ์ ใช้ทฤษฎี TOWS Matrix ได้ ๔ ยุทธศาสตร์ ได้แก่ ยุทธศาสตร์ที่ ๑ การพัฒนา
ทรัพยากรมนุษย์ มีกลยุทธ์ประกอบด้วย กลยุทธ์การสรรหาบุคลากรที่มีคุณภาพ, กลยุทธ์การพัฒนา
ความรู้และทักษะกำลังพล และกลยุทธ์การจัดการความรู้ที่เป็นระบบ ยุทธศาสตร์ที่ ๒ การพัฒนา
ด้านการเงิน มีกลยุทธ์ประกอบด้วย กลยุทธ์การลดค่าใช้จ่าย และกลยุทธ์การเพิ่มรายได้ยุทธศาสตร์ที่ ๓

ประจำท่าเรือ, กลยุทธ์การปรับปรุง/จัดหาสิ่งอำนวยความสะดวกประจำท่าเรือ และกลยุทธ์การนำ
นวัตกรรมและเทคโนโลยีสารสนเทศมาใช้ในการสนับสนุนด้านโครงสร้างพื้นฐาน ยุทธศาสตร์ที่ ๔
การพัฒนาด้านการบริหารจัดการ มีกลยุทธ์ประกอบด้วย กลยุทธ์การปฏิบัติตามมาตรฐานสากล,
กลยุทธ์การนำเทคโนโลยีสารสนเทศมาใช้ในการบริหารจัดการอย่างเป็นระบบ, กลยุทธ์การนำ
มาตรการด้านการตลาดและประชาสัมพันธ์มาใช้และกลยุทธ์การปรับแก้กฎระเบียบที่เกี่ยวข้อง

The purpose of this research was to study the appropriate model for
developing the management potential of the Sattahip - Navy Commercial Port
to support the Eastern Economic Corridor (EEC), which is a qualitative research in
the form of Research papers and interviews. by analyzing the data It consists of an
analysis of the environment using the concept of SWOT Analysis, internal factor
analysis. POCCC management theory concepts, 4 M's management theory concepts
and McKinsey 7-S Framework were used to analyze external factors. PESTEL theory
and five force models were used to analyze problems. With the Fish Bone Diagram,
four strategies can be formulated using the TOWS Matrix Theory, namely Strategy
1 Human Resource Development. Contains strategies strategy for recruiting qualified
personnel, strategy for developing personnel knowledge and skills and systematic
knowledge management strategies Strategy 2 Financial development Contains
strategies cost reduction strategy and strategies to increase revenue Strategy
3 Infrastructure Development Contains strategies port improvement strategy and port
equipment, port facility improvement/provision strategy and strategies for using
innovation and information technology to support infrastructure Strategy
4 Management Development Contains strategies strategies for implementing
international standards, strategies for implementing information technology in
systematic management, strategies for implementing marketing and public relations
measures, and strategies for amending related regulations. All strategies and strategies
mentioned above lead to the development of the management potential of the
Sattahip - Navy Commercial Port to support the Eastern Economic Corridor (EEC)
