รัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช ๒๕๖๐ หมวด ๕ กำหนดหน้าที่ของรัฐ
ให้บุคคลมีสิทธิเสมอกันในการรับการศึกษา ซึ่งการจัดการศึกษาโดยครอบครัว (Home School)
เป็นการศึกษาทางเลือก แต่ปัจจุบันยังขาดโอกาสการแลกเปลี่ยนเรียนรู้ร่วมกันทั้งในหมู่ครอบครัวและ
ภาครัฐ ขาดการสร้างเครือข่าย และขาดคุณภาพทางการศึกษา ดังนั้น งานวิจัยฉบับนี้จึงมี
วัตถุประสงค์เพื่อศึกษาบริบทของครอบครัวไทยในปัจจุบันเพื่อรองรับการจัดการศึกษาขั้นพื้นฐาน
โดยครอบครัวอย่างยั่งยืน เพื่อวิเคราะห์ ปัญหา อุปสรรค และปัจจัยที่เกี่ยวข้องต่อการจัดการศึกษา
ขั้นพื้นฐานโดยครอบครัวอย่างยั่งยืน และเพื่อเสนอแนวทางให้รัฐได้ปฏิบัติหน้าที่ให้ถูกต้อง
ตามรัฐธรรมนูญแห่งราชอาณาจักรไทยพุทธศักราช ๒๕๖๐ โดยเน้นการศึกษาเพื่อเสนอให้หน่วยงาน
ของรัฐได้ปฏิบัติหน้าที่ให้ถูกต้องครบถ้วนตามหมวด ๕ หน้าที่ของรัฐ กรณีการจัดการศึกษาขั้นพื้นฐาน
โดยครอบครัว โดยกลุ่มเป้าหมาย ได้แก่ กลุ่มครอบครัวที่จัดการศึกษาขั้นพื้นฐาน จำนวน ๑๒
ครอบครัว และกลุ่มผู้บริหารระดับสูงในภาครัฐหรือนักวิชาการที่มีบทบาทในการกำหนดนโยบาย
ระดับประเทศ ทั้งนี้ ผลการวิจัยพบว่าครอบครัวหรือผู้จัดการศึกษาจัดทำแผนการจัดการศึกษา
ด้วยตนเอง หรือจัดร่วมกับหน่วยงานที่เกี่ยวข้อง พร้อมทั้งดำเนินกระบวนการจัดการเรียนรู้
จัดกิจกรรมพัฒนาผู้เรียน การวัดและประเมินผล ที่หลากหลาย จากผลการวิจัยดังกล่าว ผู้วิจัยจึง
มีข้อเสนอให้ภาครัฐประชาสัมพันธ์การจัดการศึกษา ทั้งในบทบาทองค์รวมอย่างเป็นรูปธรรมเพื่อให้
ประชาชนมีความเข้าใจถูกต้อง ควรจัดสรรให้มีเจ้าหน้าที่ที่มีความรู้ความเข้าใจและสื่อสารแนะนำ
ให้กับพ่อแม่ที่เข้ามาติดต่อขอจดทะเบียนการศึกษาและให้คำปรึกษาได้ถูกต้อง ซึ่งจะเป็นประโยชน์
อย่างมากต่อการพัฒนาระบบการศึกษาไทยในอนาคต รวมถึงควรให้การสนับสนุนการเปิดศูนย์
การเรียนรู้เพิ่มขึ้น เพื่อให้ประชาชนเข้าถึงง่ายและสะดวกแก่ครอบครัวที่จัดการศึกษา ออกกฎหมาย
ที่เอื้อต่อการส่งเสริมการศึกษา ควรกำหนดกรอบการวัดและประเมินผลการศึกษาของนักเรียนที่มีการ
จัดการเรียนการสอนขั้นพื้นฐานโดยครอบครัว กำหนดกรอบระยะเวลาในการประเมินผล และเพิ่ม
มาตรการการเทียบโอนผลการศึกษาข

Constitution of the Kingdom of Thailand, Buddhist era 2560, Section 5: Responsibilities of
the State: The Constitution guarantees equal rights for individuals to receive education. Home schooling is
considered an alternative form of education. However, currently, there is a lack of opportunities for
collaborative learning and networking within families and the public sector. There is also a lack of
educational quality. Therefore, the objective of this research is to study the current context of Thai families
to support sustainable basic family education management. This includes analyzing problems, obstacles,
and relevant factors related to sustainable basic family education management, as well as presenting
guidelines for the state to fulfill its responsibilities in accordance with the Constitution of the Kingdom of
Thailand, with a focus on education. The aim is to ensure that government agencies fulfill their duties
correctly and completely, as outlined in Section 5 Responsibilities of the State, in the case of basic family
education management. The target groups for this research include 12 families involved in basic family
education management and high-level government administrators or academics with roles in national
policy-making. The research findings indicate that families or education managers create their own
education management plans or collaborate with relevant agencies, while also implementing learning
processes, developing student activities, and conducting various types of assessment. Based on these
research findings, the researchers propose that the government promotes education management
through comprehensive public relations efforts to ensure accurate understanding. It is suggested that
qualified personnel be allocated to provide guidance and accurate advice to parents who seek to register
for education and require appropriate counseling. This would greatly benefit the development
of Thailand's education system in the future. Additionally, support should be provided to increase
the number of learning centers, making them easily accessible and convenient for families involved in
education management. Furthermore, legislation should be enacted to support the promotion
of education, including the establishment of frameworks for assessing and evaluating the educational
outcomes of students involved in basic family education. This should include setting timeframes
for evaluation and increasing measures for credit transferability.ค
