อันเนื่องมาจากพระราชด าริ เพื่อเสริมสร้างความมั่นคง มั่งคั่ง และยั่งยืน
ของประเทศ

การวิจัยเรื่องแนวทางการเพิ่มประสิทธิภาพการขับเคลื่อนศูนย์ศึกษาการพัฒนา
อันเนื่องมาจากพระราชด าริมีวัตถุประสงค์เพื่อ ศึกษาวิเคราะห์สภาพแวดล้อมทางยุทธศาสตร์และ
บริบทที่เกี่ยวกับศูนย์ศึกษาการพัฒนาฯ และผลการด าเนินงานที่ผ่านมา เพื่อศึกษาวิเคราะห์ปัญหา
และอุปสรรค และปัจจัยอื่นๆ ที่เกี่ยวกับการขับเคลื่อนศูนย์ศึกษาการพัฒนาฯ และเพื่อเสนอแนวทาง
ในการเพิ่มประสิทธิภาพการขับเคลื่อนศูนย์ศึกษาการพัฒนาฯ เพื่อเสริมสร้างความมั่นคง มั่งคั่ง และ
ยั่งยืนของประเทศ โดยเป็นการวิจัยเชิงคุณภาพที่ใช้แบบสอบถามและการสัมภาษณ์เชิงลึก
เพื่อรวบรวมข้อมูลจากผู้บริหารและเจ้าหน้าที่ส านักงาน กปร. จ านวน 6 คน ผู้อ านวยการและ
เจ้าหน้าที่ศูนย์ศึกษาการพัฒนาฯ จ านวนศูนย์ละ 3 คน รวมเป็น 18 คน ประชาชนที่เป็นเกษตรกร
ตัวอย่างหรือศูนย์เรียนรู้ของศูนย์ศึกษาการพัฒนาฯ จ านวนศูนย์ละ 2 คน รวมเป็น 12 คน รวมถึง
ผู้บริหารขององค์กรที่เป็นกรณีศึกษาต้นแบบความเป็นเลิศ และผู้บริหารขององค์กรที่เกี่ยวข้อง
ผลการวิจัยพบว่า ศูนย์ศึกษาการพัฒนาฯ มีความเชื่อมโยงอย่างแนบแน่นกับปรัชญา
ของเศรษฐกิจพอเพียง ซึ่งเป็นการพัฒนาที่ยั่งยืนที่จะน าไปสู่ความมั่นคง มั่งคั่งและยั่งยืนของประเทศ
อย่างไรก็ดี ตลอด 4 ทศวรรษของการจัดตั้ง ศูนย์ศึกษาการพัฒนาฯ ได้ด าเนินงานสนองพระราชด าริ
ท าประโยชน์หลายประการให้แก่ประชาชนและประเทศชาติ แต่กระนั้นการด าเนินงานของศูนย์ศึกษา
การพัฒนาฯ ก็ยังคงมีปัญหาและอุปสรรคด้านต่างๆ อาทิ ด้านองค์ความรู้ ขาดแคลนงานศึกษา
วิจัยใหม่ๆ ที่น่าสนใจ ท้าทาย เป็นนวัตกรรม และไม่สอดคล้องกับสถานการณ์ที่เปลี่ยนไป ซึ่งมีผล
ต่องานขยายผล ท าให้ไม่ตอบสนองต่อความต้องการชองประชาชนและไม่เกิดผลที่เป็นรูปธรรมชัดเจน
ด้านข้อมูล ขาดระบบข้อมูลที่มีประสิทธิภาพ ขาดการเก็บข้อมูลที่ครบถ้วนสมบูรณ์เพื่อน าไปสู่
การขยายผลที่ครอบคลุม ขาดการใช้ประโยชน์ข้อมูลที่มีอยู่ ด้านบุคลากร เจ้าหน้าที่ขาดทักษะ
ที่จ าเป็น เช่น ทักษะด้านการศึกษาวิจัย และขาดผู้ช่วยในการปฏิบัติงาน ด้านเทคโนโลยี ขาดการ
ประยุกต์ใช้เทคโนโลยีดิจิทัลทั้งกับงานศึกษาวิจัย งานขยายผล และการบริหารจัดการทั่วไป ด้านการ
สร้างการรับรู้ ขาดการประชาสัมพันธ์เกี่ยวกับองค์ความรู้และการด าเนินงานของศูนย์ศึกษาการ
พัฒนาฯ ไปสู่ประชาชนในวงกว้าง ขาดการจัดท าสื่อที่น่าสนใจและสอดรับกับสถานการณ์ปัจจุบัน
โดยเฉพาะกับคนรุ่นใหม่ และด้านผู้รับการขยายผล เกษตรกรและประชาชนขาดทักษะด้านเทคโนโลยี
ดิจิทัล ขาดความรู้ด้านการตลาด ขาดแรงจูงใจในการท าการเกษตร ข
เพื่อขับเคลื่อนศูนย์ศึกษาการพัฒนาฯ ไปสู่เป้าหมาย ต้องมีแนวทางในการเพิ่ม
ประสิทธิภาพในเรื่อง 1. การศึกษา ทดลอง วิจัยและพัฒนา ได้แก่ การส่งเสริมให้เกิดงานศึกษาวิจัย
มากขึ้น เป็นเรื่องใหม่ๆ ที่น่าสนใจ ตอบสนองต่อความเปลี่ยนแปลงและความต้องการของประชาชน
ในพื้นที่ โดยน าไปสู่ผลที่เป็นรูปธรรมมากขึ้น โดยเฉพาะการลดรายจ่ายเพิ่มรายได้ น าผลจากการ
ศึกษาวิจัยไปขยายผลอย่างมีประสิทธิภาพ เพิ่มความร่วมมือกับส่วนราชการ สถาบันและองค์กรอื่นๆ
2. ด้านขยายผลการพัฒนาและถ่ายทอดองค์ความรู้ ได้แก่ การรวบรวมข้อมูลที่เกี่ยวข้องกับงานขยาย
ผลอย่างเป็นระบบ จัดเก็บข้อมูลที่ครบถ้วนสมบูรณ์ให้สามารถน าไปวิเคราะห์เพื่อวางแผนและ
แก้ปัญหาได้ตรงจุด เน้นการขยายผลเชิงรุกด้วยรูปแบบใหม่ๆ ที่หลากหลายน่าสนใจและมีเนื้อหา
ที่สื่อชัดเจน มีการประยุกต์ใช้สื่อเทคโนโลยีที่ทันสมัยและสอดคล้องกับกลุ่มคนรุ่นใหม่ ส่งเสริมให้เป็น
แหล่งท่องเที่ยวเชิงอนุรักษ์ ถอดต้นแบบความส าเร็จและปัจจัยความส าเร็จ สนับสนุนให้เจ้าหน้าที่
มีองค์ความรู้ที่รอบด้าน ส่งเสริมให้ประชาชนในพื้นที่มีส่วนร่วมมากขึ้น มุ่งส่งเสริมการผลิตเพื่อสร้าง
รายได้ เช่น การแปรรูปผลผลิต ช่วยเกษตรกรหาตลาดหรือมีมาตรการช่วยจ าหน่ายผลผลิตของ
และ 3. ด้านการบริหารจัดการองค์กร มีกรอบอัตราก าลังที่เหมาะสม ก าหนดการปฏิบัติงานของ

รอบด้านของเจ้าหน้าที่ พัฒนาทักษะการประยุกต์ใช้เทคโนโลยีเพื่อให้ก้าวทันโลก ขยายการรับรู้
เกี่ยวกับศูนย์ศึกษาการพัฒนาฯ ในวงกว้างยิ่งขึ้น โดยผ่านช่องทางการสื่อสารที่ทันสมัย หลากหลาย
เหมาะสมกับกลุ่มเป้าหมาย พร้อมด้วยเนื้อหาที่เหมาะสมน่าสนใจ ปรับเป็นองค์กรแห่งการเรียนรู้
ส่งเสริมการมีส่วนร่วมของภาคประชาชน ภาคเอกชน ฯลฯ สร้างและเพิ่มขยายเครือข่ายความร่วมมือ
ทั้งนี้ผู้วิจัยได้เสนอข้อเสนอแนะทั้งที่เป็นข้อเสนอแนะเชิงนโยบายและข้อเสนอแนะเชิงปฏิบัติ

Title Guidelines to Increase the Efficiency in Mobilizing the Royal
Development Study Centres towards the Security, Prosperity and
Sustainability of the Nation

The study on the Guidelines to Increase the Efficiency in Mobilizing the
Royal Development Study Centres (RDSCs) towards the Security, Prosperity and
Sustainability of the Nation has the objectives to analyze strategic environment and
contexts evolving around the RDSCs, to determine problems, obstacle and factors
related with the RDSCs as well as to propose guidelines for increasing the efficiency
in mobilizing the RDSCs towards the security, prosperity and sustainability of the
nation. The study is a qualitative study in which questionnaires and in-depth
interviews are conducted to collect data from executives and officials at the Office of
the Royal Development Projects Board (ORDPB), directors and staff of the RDSCs,
model farmers and learning centres of the RDSCs as well as executives of the model
of excellence organizations.
From the study, the findings reveal that the RDSCs have a strong linkage
with the Philosophy of Sufficiency Economy which follows the sustainable development
path spearheading towards the security, prosperity and sustainability of the nation.
However, although the operations of the RDSCs through the course of 4 decades of
establishment have projected numerous benefits to the people and the nation
according to the royal initiatives, the centres continue to face with problems and
obstacles. In terms of knowledge, they lack new researches and studies which offer
interesting, challenging, innovative and up-to-date results. Many of the present
research and study topics discourage the extension work since they no longer
respond to the needs of the people and do not promise concrete outcome. As for
data, the centres lack an effective database, collection of complete data that
can lead to comprehensive extension work and utilization of the data in hand.
Concerning personnel, the centre staff lack the necessary skills, particularly in
conducting researches and studies, and work assistants. On technology, the centres
lack a strenuous application of digital technology in all their major tasks involving the
research and study, the extension work and general administration. In terms of
acknowledgement, the centres lack a strong public relations to extend the ง
knowledge and achievements among the wide range of people. They are short
of interesting media consistent with the present situations, especially those that
can attract the younger generations. As for the beneficiaries of the extension work,
the farmers and the general people lack digital technology skills to keep them in
track with the modern world. They also lack knowledge on marketing and incemtives
on farming.
To drive the RDSCs towards the goal, guidelines to increase their
efficiency are required. In the study and research work; the centres need to promote
more new study and research topics which are attractive, responsive to the changes
and needs of the local people and offer concrete results such as effectively
decreasing the expenses and increasing the income. Besides, collaboration with other
organizations must be greater. On the extension work, data must be systematically
and comprehensively collected that can be used for effective planning and problem
solving. Interesting and diverse extension techniques must be proposed with more
attractive content. Modern technology should be applied to attract new generations.
The centres must be promoted to be conservation tourism sites. Models of success
and success factors must be highlighted. Staff must have all-rounded knowledge.
People should be encouraged to participate more in the centres’ activities. Farmers
must be assisted with marketing and selling skills to generate more income. As for
the administrative work, the centres must have appropriate personnel framework.
Staff must be urged to perform with effective goals following the Master Plan. Staff
at all levels must have better knowledge and understanding of the royal initiatives.
Work performance must be closely monitored. Teamwork must be emphasized.
Skills and potentials of the staff must be developed, particularly pertaining to digital
technology to follow the modern trends. The achievements of the centres must be
widely promoted and they must become the centre of learning with more extensive
networking. In support of these practices, the researcher proposes recommendations
both for the policy making level and the operating level so as to enable the increase
of efficiency in mobilizing the Royal Development Study Centres towards the highest
outcome. จ
