เรื่อง แนวทางการบริหารจัดการการแก้ไขปัญหาการแพร่ระบาดของโรคโควิด –
๑๙ ของประเทศไทย

การวิจัยนี้มีวัตถุประสงค์ ประการแรกเพื่อศึกษาวิธีการบริหารจัดการ ตลอดจนปัญหา
และอุปสรรคในการแก้ไขปัญหาการแพร่ระบาดของโรคโควิด – ๑๙ ของประเทศไทย ประการที่สอง
เพื่อเสนอแนวทางการบริหารจัดการการแก้ไขปัญหาการแพร่ระบาดของโรคโควิด – ๑๙ ของประเทศ
ไทยให้มีประสิทธิภาพมากยิ่งขึ้น โดยมีขอบเขตการวิจัย ด้านเนื้อหามุ่งเน้นการวิเคราะห์ ศึกษา วิจัย
เชิงนโยบายและหลักการไม่ลงลึกในรายละเอียดของการปฏิบัติ ด้านประชากรเฉพาะผู้มีส่วนเกี่ยวข้อง
ในศูนย์บริหารสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา ๒๐๑๙ (โควิด – ๑๙) หรือ
ศบค. ด้านระยะเวลาศึกษา ระหว่างเดือนมกราคม ๒๕๖๓ ถึง กรกฎาคม ๒๕๖๔ วิธีการดำเนินการ
วิจัย เป็นการวิจัยเชิงคุณภาพ โดยวิเคราะห์เนื้อหาและข้อมูลปฐมภูมิ ซึ่งได้จากการสัมภาษณ์เชิงลึก
ผู้รับผิดชอบนโยบายของ ศบค. และข้อมูลทุติยภูมิได้แก่ กฎหมาย นโยบาย คำสั่ง เกี่ยวกับ ศบค.
จำนวนมาก ผลการวิจัยพบว่า การบริหารจัดการแก้ไขปัญหาการแพร่ระบาดของโรคโควิด – ๑๙ ของ
ประเทศไทย เป็นการบริหารจัดการในสถานการณ์วิกฤตร้ายแรงระดับโลก และอาจจะต้องใช้
ระยะเวลาอีกนาน ทั้งนี้รัฐบาลได้ใช้กฎหมายพิเศษจัดตั้ง ศบค. ทำหน้าที่บูรณาการหน่วยงาน
กฎหมาย ยุทธศาสตร์ นโยบาย แผน และทรัพยากรทั้งปวง เพื่อแก้ไขปัญหาดังกล่าวได้อย่างมีเอกภาพ
และรวดเร็ว ทันต่อสถานการณ์ ผู้วิจัยได้วิเคราะห์ปัญหาและอุปสรรคในการบริหารจัดการแก้ไข
ปัญหาดังกล่าว และข้อเสนอแนวทางการบริหารจัดการแก้ไขปัญหาโรคโควิด – ๑๙ และโรคอุบัติใหม่
ในอนาคต ในเชิงหลักการ สรุปเป็น โมเดล 5P กล่าวคือ P1 Prime mover ผู้ขับเคลื่อนหลักทุกระดับ
จะต้องกำหนดเป้าหมายของตน (P2 Purpose) และมอบหมายหน่วยงาน/กลไก ในความรับผิดชอบ
จัดทำกระบวนการ/ขั้นตอนการปฏิบัติ (P3 Process) รองรับเป้าหมายดังกล่าว โดยผู้ขับเคลื่อนหลัก
ควรจะต้องบังคับบัญชา อำนวยการ กำกับดูแล และบูรณาการขับเคลื่อนให้บรรลุเป้าหมายในการ
แก้ไขปัญหาอย่างมีประสิทธิภาพและมีประสิทธิผล ทั้งนี้ควรจะต้องมีกระบวนการสร้างการรับรู้และ
ความเข้าใจแก่ทุกภาคส่วน (P4 Publication) ที่มีประสิทธิภาพเพื่อสร้างความเชื่อมั่นและ
ความไว้วางใจอันจะเป็นการกระตุ้นให้เกิดการเข้ามามีส่วนร่วมของทุกภาคส่วน (P5 Participating)
เกิดความสามัคคีอันเป็นพลังอำนาจแห่งชาติที่สำคัญในการต่อสู้กับโรคโควิด – ๑๙ หรือโรคอุบัติใหม่

Abstract
Title Management guidelines to problem solving the epidemic of
COVID – 19 in Thailand

The objective of Research are 1) to study the ways of COVID - 19
management problems and threats into the solutions on the problem solving the
epidemic of COVID – 19 in Thailand. 2) To show the ways of increasing efficiency of
guidelines to problem solving the epidemic of COVID – 19 in Thailand. This Research
have the scope of study is emphasize in analyzing and study of policy research it is
not deep in practice level. The population in this research is the stakeholder are set
to the epidemic of COVID – 19 policy. And the scope of time is January 2020 – July
2021.
This research is the Qualitative research. Analyzing in primary data is the
policy maker in-depth interview and the secondary data is the laws policy etc.
The results showed that Thailand's management of the COVID-19
epidemic is the management of severe global crisis situations. and may take a long
time In this regard, the government has applied a special law to establish the CCA to
integrate all agencies, laws, strategies, policies, plans and resources. To resolve such
problems in a unified and rapid manner keep up with the situation the researcher
analyzed the problems and obstacles in the management to solve such problems.
And proposals for management guidelines for solving the problems of COVID-19 and
emerging diseases in the future In principle, the summary is the 5P model, that is, the
P1 Prime mover, the main driver at all levels. Must set their own goals (P2 Purpose)
and assign agencies / mechanisms. In the responsibility of establishing processes /
procedures (P3 Process) to support such goals. The main drivers should be able to
command, direct, supervise and integrate the drive to achieve the goal of effective
and effective problem solving. In this regard, there should be an effective P4
Publication process to build confidence and trust that will encourage participation
from all sectors. P5 Participating Unity is an important national power in the fight
against COVID-19 or emerging diseases in all dimensions and forms.
