เรื่อง ผลกระทบของมาตรการการบริหารสถานการณ์โรคโควิด-๑๙ ของประเทศไทย
ต่อความสัมพันธ์ระหว่างประเทศ

การวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาความสัมพันธ์ระหว่างประเทศของไทยที่ได้รับ
ผลกระทบจากการด าเนินมาตรการบริหารสถานการณ์โควิด-๑๙ ของรัฐบาลไทย และศึกษาปัญหา
เพื่อเสนอแนะส าหรับการปรับการบริหารจัดการกับการด าเนินความสัมพันธ์ระหว่างประเทศให้มีความ
เหมาะสมกับบริบทของประเทศไทย ในการวิจัยได้ใช้วิธีด าเนินการวิจัยเชิงคุณภาพโดยเก็บข้อมูล
ปฐมภูมิจากการสัมภาษณ์เชิงลึกกับผู้เชี่ยวชาญในสาขาการสาธารณสุข การปกครอง และการทูต รวมทั้ง
นักศึกษาจากมิตรประเทศ วปอ. รุ่นที่ ๖๓ นอกจากนี้ ยังเก็บข้อมูลทุติยภูมิจากการทบทวนวรรณกรรม
จากบทความทางวิชาการ หลักคิดและทฤษฎีเกี่ยวข้องกับรัฐศาสตร์ในมิติความสัมพันธ์ระหว่างประเทศ
เพื่อน าบทวิเคราะห์ไปสู่การจัดท าข้อเสนอแนะให้เป็นบทสรุปของงานวิจัย
ส าหรับสารัตถะของการศึกษาประมวลได้ ดังนี้๑) การบริหารสถานการณ์ฉุกเฉินของ
รัฐบาลเพื่อรับมือกับสถานการณ์โควิด-๑๙ มีความสัมพันธ์เชื่อมโยงกับความส าคัญของยุทธศาสตร์ชาติ
แผนแม่บทประเด็นการต่างประเทศ และนโยบายความมั่นคงแห่งชาติตลอดจนแผนปฏิบัติการ และ ๒)
รัฐบาลได้ใช้ศูนย์บริหารสถานการณ์โควิด –๑๙ (ศบค.) เป็นศูนย์กลางของการบูรณาการกับศูนย์
ปฏิบัติการต่างๆ และส่วนราชการ ดังเช่นกระทรวงการต่างประเทศ ในส่วนของมาตรการบริหาร
สถานการณ์โควิด-๑๙ ทั้งมิติภายในประเทศและระหว่างประเทศกับผลกระทบต่อความสัมพันธ์ระหว่าง
ประเทศของไทยปรากฏว่า มีทั้งผลในเชิงบวกและเชิงลบ เช่นเดียวกันในกรณีศึกษาของความสัมพันธ์
ไทย-เดนมาร์กพบว่า มีทั้งประเด็นปัญหาและโอกาสของความร่วมมือในเวทีระหว่างประเทศ
ผลการศึกษาสรุปได้ว่า มาตรการด้านสาธารณสุขในการคัดกรองโรคส าหรับผู้เดินทาง
ระหว่างประเทศเป็นการด าเนินการของรัฐบาลที่มีผลสัมฤทธิ์มากที่สุด ขณะเดียวกัน รัฐบาลต้อง
เตรียมพร้อมรับมือกับปรากฏการณ์ใหม่ๆ และสภาพแวดล้อมของโลกที่เปลี่ยนแปลงภายใต้ VUCA
World โดยเฉพาะอย่างยิ่งวิถีการเดินทางระหว่างประเทศในรูปแบบใหม่และการเสริมสร้างความ
มั่นคงในระบบสาธารณสุขในบริบทมาตรการควบคุมโรคติดต่อและความมั่นคงทางวัคซีน ทั้งนี้ การใช้
กุศโลบายการทูตเชิงสาธารณสุขจะเป็นกลยุทธ์หนึ่งในการเสริมสร้างพลังอ านาจแห่งชาติให้แข็งแกร่ง
และการรักษาผลประโยชน์แห่งชาติให้มีประสิทธิภาพดียิ่งขึ้นในบริบทปกติวิถีใหม่ปัจจัยส าคัญน าไปสู่ความส าเร็จ คือ การสร้างพลังอ านาจแห่งชาติในรูปแบบการท างานทีม
ประเทศไทยควบคู่กับการผนึกก าลังและทรัพยากรของประเทศด้วยวิถีประชารัฐ เพื่อให้ประเทศสามารถ
รับมือกับภัยคุกคามในรูปแบบใหม่ในอนาคตทั้งโรคอุบัติใหม่และโรคอุบัติซ้ าอย่างมีประสิทธิภาพ

Abstract
Title The Impact of Measures of Thailand in Dealing with the COVID-19
Situation on International Relations

The objectives of this research are to study the impact of measures of
the Thai Government in dealing with the COVID-19 Situation on the international
relations of Thailand and to examine the problems, resulted by the measures. The
researcher also proposes the modernization of the Government’s management in
relation to the conduct of international relations in the proper context of Thailand.
The methodoly is conducted by the qualitative method by collecting primary data
from in-depth interviews with experts in the fields of public health, governance and
diplomacy and with the NDC international student class 63. The secondary data is
collected from the literatures review in form of academic articles, principles and the
theories of Political Science in the area of international relations studies. Finally, the
analysis of studies will lead to the executive summary of recommendation.
The content of studies can be summed up as follows: 1) the linkage
between the Governments’ emergency administration in dealing with the COVID-19
Situation and the importance of the National Strategy along with the Master Plan of
Foreign Affairs, the Policy of National Security and Action Plan and 2) the set up of
Center of COVID-19 Situation Administration (CCSA)) by the Government as a central
command unit for integrating works among various Operation Centers such as the
Ministry of Foreign Affairs. In addition, the study of linkage between the
Government’s emergency administration of domestic and international affairs
measures and its impact on international relations found that there are both positive
and negative ones, just the same as the study case of relations between Thailand
and Denmark, resulting in both problems and opportunities to enhance cooperation
in international fore.
The result of this research can be summarized that the Government’s
measure of public health safety through screening for disease of international arrivals
is the most effective procedure. Meanwhile, the Government must prepare its
readiness in dealing with a very unusual phenomenon emerge and the changing
environment in the VUCA World, particularly a new form of international travelling
and the reinforcement of public health system in the context of the epidemic
control measure and vaccine security. To this end, the introduction of the public
health diplomacy could be one of the national strategies to strengthen its national
power and protect its national interest more efficiently in the era of new normal.
In this regard, a key success factor could be the strengthening of the
national power in the smart way of working collectively by Team Thailand. The
synergy of pulling all national strength and resources through the spirit of Civil State
could be also applied to deal with the non-traditional threats, either by cases of
emerging disease or recurrent disease in the future more efficiently.
