โรคติดเชื้อไวรัสโคโรนา 2019 หรือโรคโควิด 19 (Coronavirus Disease 2019 (COVID-19))
เกิดการระบาดไปทั่วโลก (Pandemic) และมีอัตราที่สูงขึ้นอย่างต่อเนื่องและไม่สามารถควบคุมได้และ
โอกาสที่จะเกิดการระบาดอย่างรุนแรงภายในประเทศมีแนวโน้มเพิ่มมากขึ้นจากการเดินทางมาจาก
ต่างประเทศของผู้โดยสารผ่านทางอากาศยาน การจัดตั้งศูนย์ปฏิบัติการแก้ไขสถานการณ์ฉุกเฉิน
ประจ าท่าอากาศยาน (ศปม.ทย.) มีความส าคัญต่อการควบคุมการแพร่ระบาดที่อาจจะเกิดขึ้นได้ใน
ประเทศ การวิจัยครั้งนี้ ศึกษาการปฏิบัติงานของส่วนราชการในศูนย์ปฏิบัติการฯ, ปัญหาและอุปสรรค
ในการปฏิบัติงาน และเสนอแนะแนวทางการบูรณาการของส่วนราชการในสถานการณ์ฉุกเฉิน
ณ ท่าอากาศยานสุวรรณภูมิเป็นการวิจัยเชิงคุณภาพ กลุ่มประชากรที่ใช้ในการศึกษาครั้งนี้ ได้แก่
ส่วนราชการที่ปฏิบัติงานร่วมกัน ณ ท่าอากาศยานนานาชาติสุวรรณภูมิ ผู้โดยสารชาวไทย และ
ชาวต่างชาติ ที่เดินทางเข้ามายังประเทศไทย ผ่านทางท่าอากาศยานนานาชาติสุวรรณภูมิระหว่าง
1 มี.ค.62-30 ก.ย.63 เครื่องมือที่ใช้ในการวิจัย ได้แก่ การด าเนินการตามแนวทางการวิจัยเชิงคุณภาพ
และน าเสนอผลการวิจัยด้วยวิธีการเชิงบรรยาย โดยท าการรวบรวมข้อมูลโดยการศึกษาจากต าราและ
เอกสารต่าง ๆ และสัมภาษณ์เชิงลึกส่วนราชการที่เกี่ยวข้อง ผู้โดยสารชาวไทยและชาวต่างชาติ
ด าเนินการโดยใช้การวิเคราะห์เนื้อหา การวิเคราะห์เปรียบเทียบและการสังเคราะห์ข้อมูลทฤษฎี
หลักการต่างๆ
ผลการวิจัยพบว่า การจัดตั้ง ศปม.ทย. ท าให้เกิดหน่วยงานกลางส าหรับการบูรณาการ
การท างานของทุกภาคส่วน สามารถแก้ไขปัญหาและหาทางออกด้านข้อกฎหมายที่เป็นอุปสรรค
ต่อการปฏิบัติงาน การท างานเกิดการเชื่อมโยงและเป็นขั้นตอนอย่างมีระเบียบ รวดเร็ว และมีความ
ปลอดภัยมากขึ้น นอกจากนั้น ผลการวิจัยยังยืนยันแนวคิดว่า ยังมีความจ าเป็นที่ต้องมีการปรับปรุง
พ.ร.บ. โรคติดต่อ พ.ศ.2558 ด้วยการปรับแก้ไขอ านาจบังคับบัญชาสูงสุดของ พ.ร.บ. โรคติดต่อ
ให้มีเอกภาพในการบังคับบัญชาที่ตรงกับการจัดการวิกฤติ สามารถเกณฑ์ทรัพยากรที่จ าเป็นต่อการ
แก้ไขปัญหาได้อย่างเบ็ดเสร็จ และสามารถก ากับการบริหารจัดการร่วมกันระหว่างหน่วยงานได้
รวมทั้งให้สามารถรองรับกับการแก้ปัญหาในการปฏิบัติงานการเฝ้าระวังและควบคุมโรคให้ได้อย่างมี
ประสิทธิภาพและมีเสถียรภาพต่อไป

Title Guideline for the Governmental Organizations Integration in Crisis
Situations at Suvarnabhumi Airport

Coronavirus Disease 2019 (COVID-19)has become pandemic and the number
of infected people has increased uncontrollably. One of the main causes of such
inland increase comes from the cases travelled from abroad through international
flights. The establishment of Emergency Centers at the Airports, thus, plays an important
role in the control of the possible infected cases in the country. This research aims to
study the operations of different governmental organizations at the Emergency Centre at
Suvarnabhumi Airport as well as their problems and obstacles encountered in order to
come up with a guideline for the integration of governmental organizations in crisis
situations at Suvarnabhumi Airport. This is a qualitative research with the participants
from governmental organizations working at Suvarnabhumi Airport as well as Thai and
foreign passengers coming into Thailand with different international flights from 1 March
2019 – 30 September 2020. A research tool, i.e., conducting qualitative research, and the
research is presented through the descriptive method. The data were collected from
literature and documents as well as in-depth interviews of participants from
governmental organizations dealing with both Thai and foreign passengers. The
research is conducted through content analysis, comparative analysis, and synthesis
of different data, theories, and principles.
Results found that the establishment of Emergency Centers at Airports
helps set up the central unit to integrate the operations of different sectors which
contributes to effective problem solving, especially for the problems related with
laws which are obstacles for the operations. The center also helps link the work of
different organizations and creates a faster, safer, more systematic process. The
results also found that there is a need to improve the Communicable Disease Act
B.E. 2558 (2015) by centralizing the command in crisis situations to be able to
accumulate all the necessary resources and manage the operations of different
organizations as well as to effectively and stably monitor and control the disease.
