การพัฒนาประเทศไทย ผานความสามารถของผูประกอบการดานการพัฒนา
อสังหาริมทรัพยไทย เพื่อที่จะนำไปสูแนวทางการพัฒนาอสังหาริมทรัพยสำหรับผูมีรายไดนอย
บนพื้นฐานและขีดความสามารถของผูประกอบการยุคใหม Thailand 4.0 เปนการวิจัยเชิงคุณภาพ
ในลักษณะผสานวิธีใชขอมูลจากแหลงขอมูลทุติยภูมิสวนแหลงขอมูลปฐมภูมิ เปนตัวแทนจาก
๗ บริษัทที่รวมทุนกับตางประเทศ ใหขอมูลผานเทคนิคการสัมภาษณกลุม และการสนทนากลุม
วิเคราะห ขอมูลวิเคราะหดวยเทคนิคการวิเคราะหเนื้อหา ผลการวิจัยพบวา ความเปนไปไดและ
ความสามารถในการแขงขันทั้งภายในและภายนอกประเทศ ในการพัฒนาอสังหาริมทรัพย
ที่ตอบสนองตอประชาชนที่มีรายไดนอยทั้งที่ดำเนินการโดยภาครัฐและภาคเอกชน ขึ้นอยูกับ
๑. หนวยงานภาครัฐที่สนองนโยบายและยุทธศาสตรชาติเกี่ยวกับที่อยูอาศัยสำหรับผูมีรายไดนอย
ในฐานะเปนผูสนับสนุนและเปดโอกาสผาน “กฎหมาย/ระเบียบ/ขอบังคับใหมที่เหมาสมกับ
สภาพแวดลอมที่เปลี่ยนไปของโลก ๒. กลยุทธ ทั้งผลักดันและขับเคลื่อน กลยุทธการสรางโอกาส
ในการมีที่อยูอาศัย และกลยุทธการเสริมสรางและพัฒนาระบบขอมูลสารสนเทศที่อยูอาศัยของ
กระทรวงการคลัง ทุกกลยุทธเอื้อใหเกิดความเปนไปไดและความสามารถในการแขงขัน เมื่อรัฐเปด
โอกาสใหผูประกอบการเอกชนเขามามีสวนรวมในกลยุทธ อยางไรก็ตามปญหาและอุปสรรคที่
ผูประกอบการเอกชนไทยตองพิจารณา ไดแก แนวคิดการพัฒนาโครงการ นวัตกรรม/เทคโนโลยีที่ใช
และองคประกอบการพัฒนาโครงการ ทั้งที่เกี่ยวกับพฤติกรรมผูบริโภค ตนทุนการกอสราง และ
มาตรฐานที่อยูอาศัย ซึ่งสิ่งเหลานี้นำมาสูแนวทางการพัฒนาอสังหาริมทรัพยสำหรับผูมีรายไดนอย

Real Estate Development Guideline for Low Income on the
Fundamentals and Capabilities of the New Entrepreneurs, Thailand 4.0 using mixedmethods in qualitative research approach can be used for Thailand development.
This research collected data from both secondary and primary sources. The primary
source’s representatives were seven entrepreneurs’ joint ventures companies with
foreign countries. Group interviews and focus group were used for gathering data and
content analysis technique was used for data analysis. The research findings were as
follows: In the analysis of the feasibility and competitiveness of both within and
outside the country of Thai new Entrepreneurs who response to low-income was up
to 1 . Government agencies that respond to national policies and strategies on
housing for low-income people should support by adapting the new one in laws or
regulations that fit with the changing environment of the world. 2. Both push and
drive strategies for housing opportunity building and for enhancing and developing a
systematic residential information system by the Ministry of Finance, every strategy
will enable possibilities and competitiveness if the government allows private
entrepreneurs to take part in those strategies. However, related problems and
obstacles that Thai private entrepreneurs have to consider are ideas for developing
housing projects, innovation/ technology, and elements for project development
with respect to consumer behavior, construction cost and housing standards. All lead
to real estate development guidelines for low-income people in a manner of 4
coordination with 6 project development processes
