เรื อง การพัฒนาระบบเครือข่ายการสื อสารของกระทรวงกลาโหมเพื อความมั นคง
ลักษณะวิชา วิทยาศาสตร์และเทคโนโลยี
ผ้วิจัย พลอากาศโท ชัยย์ณรงค์ โพธิ*น้อย หลักส ู ูตร วปอ. ร่นที 56 ุ
การวิจัยนี มีวัตถุประสงค์เพือศึกษาแนวทางในการบูรณาการระบบเครือข่ายการสือสาร
ทุกส่วนราชการในสังกดกระทรวงกลาโหมให้เป็ นระบบเครือข ั ่ายการสือสารของกระทรวงกลาโหม
เพือความมันคงซึ งมีระบบเครือข ่ายการสือสารหลัก (Backbone) เป็ นแกนหลักในการดําเนินการ
รวมทั งจัดทําเครือข่ายสํารอง (Back up Network) โดยความร่วมมือในการเชือมโยงกบเครือข ั ่ายการ
สือสารของหน่วยงานภาครัฐอืนๆ นอกจากนี ยังศึกษาแนวทางในการพัฒนาและขยายผลระบบ
เครือข่ายการสือสารหลัก (Backbone) ให้เชือมโยงลงไปถึงหน่วยงานในระดับรองจากกองพลหรือ
เทียบเท่าและกองกาลัง อีกทั ํ ง การพัฒนาต่อยอดระบบเชือมโยงข้อมูลทางยุทธวิธีสําหรับการ
ปฏิบัติการทีมีเครือข่ายเป็ นศูนย์กลาง(Network Centric Operation : NCO) ของกองทัพดิจิตอลให้
เป็ นรูปธรรมในอนาคต

กระทรวงกลาโหมเพือความมันคง จะต้องบูรณาการทั งด้านระบบโทรคมนาคม โครงข่ายเส้นใยแกว้
นําแสง เครือข่ายระบบเทคโนโลยีสารสนเทศและการสือสารเพือการบริหารราชการทัวไป และ
เครือข่ายระบบควบคุมบังคับบัญชา โดยมีการเชือมโยงกบเครือข ั ่ายการสือสารอืนๆของภาครัฐ
สําหรับจัดทําเส้นทางสํารองเพือให้มีความเสถียรและสามารถเชือถือได้ พร้อมกบพัฒนาเพิ ั มเติม
ด้วยเทคโนโลยีทีเหมาะสมและมีประสิทธิภาพสูงในการเชือมต่อขยายไปยังหน่วยรอง รวมทั งมี
การบูรณาการระบบเชือมโยงข้อมูลทางยุทธวิธีของแต่ละกองทัพให้สามารถใช้งานร่วมกนได้อย ั างมี ่
ประสิทธิภาพ
ทั งนี ผู้วิจัยได้จัดทําข้อเสนอแนะซึ งสามารถนํามาพิจารณาใช้กบการบริหารจัดการ ั
ระบบเครือข่ายการสือสารขนาดใหญ่ รวมทั งเสนอให้มีการวิจัยเกี
ยวกบการพัฒนาระบบสือสาร ั
ดาวเทียมเพือความมันคงสําหรับยกระดับการใช้งานให้ครอบคลุมทุกหน ่วยงานด้านความมันคงและ
หน่วยงานอืนทีเกียวข้องด้วย

Research Title: The development of the Communication Network System of the
Ministry of Defence for Security

This research aims to study the integration of communication network
systems of all agencies within ministry of defence, equipment utilizing as backbone
system for ministry of defence’s national security, which interconnected to the
structuralized backup network provided by other government agencies collaborations.
The research paper explores further developments and stretch its backbone
communication network system to subordinate division (or equivalent) or forces. Also,
a further development in strategic data sharing network, to enhance Network Centric
Operation (NCO) for effective digital force in the near future.
The research concludes that the ministry of defence’s communication
network system development for national security, shall incorporate the systems of
telecommunication, fiber optic network, information system and intergovernmental
management, and C4I (Command, Control, Communications, Computers, Intelligence)
that attached to other governmental agencies as to simulation of backups and
restoration its stabilities through appropriate technologies that close to subordinate
agencies. The capabilities of NCO than reinforces into the forces for most effective
uses.
In accordance to this research, the researcher compiles recommendations
for managing large communication system network and to encourage for further
researches in regarding to satellite communication system for national security that
allows all the accesses by related national agencies.
