เรื่อง แนวทางการพัฒนาอนุสรณ์สถานแห่งชาติ เพื่อสนับสนุนยุทธศาสตร์ชาติ

อนุสรณ์สถานแห่งชาติเป็นสถานที่ที่ถูกจัดสร้างขึ้น โดยมีวัตถุประสงค์หลักคือ เป็นแหล่ง
รวบรวมคุณงามความดีของบุคคลแห่งแผ่นดิน เพื่อให้เกียรติประวัติเหล่านั้น เป็นที่ประจักษ์
สถิตสถาพรสืบไป และเป็นแหล่งรวบรวมข้อมูลความรู้ประวัติศาสตร์ด้านการทหารของประเทศไทย
โดยพระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร
ทรงพระราชทานนามว่า “อนุสรณ์สถานแห่งชาติ” ทรงประกอบพิธีวางศิลาฤกษ์และได้เสด็จพระราช
ดำเนินมาทรงประกอบพิธีเปิด เมื่อ ๒ กรกฎาคม ๒๕๓๗ ปัจจุบันได้เปิดดำเนินการมาแล้วรวม ๒๘ ปี
โดยได้มีการพัฒนาในด้านองค์ประกอบ อาคารสถานที่ และการจัดแสดงต่าง ๆ อย่างต่อเนื่อง รวมทั้ง
เริ่มพัฒนาในการสร้างงานสำคัญในด้านต่าง ๆ เช่น การพัฒนาสู่การเป็นแหล่งรวบรวมข้อมูล
ประวัติศาสตร์ด้านการทหาร การปลูกฝังอุดมการณ์ความรักชาติผ่านช่องทางการจัดแสดงและ
การบรรยายความรู้ให้แก่เยาวชน การพัฒนาเข้าสู่การเป็นศูนย์รวมจิตใจของประชาชนในเชิง
สัญลักษณ์ปัจจุบันการพัฒนายังดำเนินการอย่างต่อเนื่องแต่ยังมีปัญหา อุปสรรค ข้อจำกัดต่าง ๆ
ในด้านต่าง ๆ ซึ่งเป็นสิ่งที่จะต้องนำมาสู่การแก้ปัญหาต่อไป การวิจัยฯ ในครั้งนี้ มุ่งประสงค์
ในการศึกษาถึง ปัญหา อุปสรรค ในการดำเนินงานของอนุสรณ์สถานแห่งชาติ รวมถึงแนวทาง
ในการแก้ปัญหา เพื่อทำให้อนุสรณ์สถานแห่งชาติสามารถดำเนินงานจนสร้างผลสัมฤทธิ์เป็นรูปธรรม
ในการสนับสนุนยุทธศาสตร์ชาติด้านความมั่นคง ต่อไป
จากการวิจัยพบว่า การดำเนินการของอนุสรณ์สถานแห่งชาติในปัจจุบันยังไม่สามารถ
ดำเนินการได้เต็มประสิทธิภาพ จนเกิดผลสัมฤทธิ์ตอบสนองต่อ ยุทธศาสตร์ชาติด้านความมั่นคง
อย่างมีนัยยะสำคัญ ทั้งนี้เนื่องจากโครงสร้างการจัดการบรรจุกำลังพล ยังไม่มีหน่วยที่รับผิดชอบ
ในงานที่มีความเฉพาะทางในแต่ละด้าน เช่น งานประวัติศาสตร์ งานประชาสัมพันธ์ การปลูกฝัง
อุดมการณ์การเมือง ฯลฯ ประกอบกับกำลังพล ที่ได้รับการบรรจุในปัจจุบัน มีจำนวนน้อย
จากการวิเคราะห์ ยังพบอีกว่าการทำแผนแม่บทโดยความร่วมมือของหน่วยงาน
ที่รับผิดชอบต่าง ๆ ยังไม่สามารถทำได้เนื่องจากหน่วยต่าง ๆ ไม่ได้ให้ความสำคัญในงาน
ด้านประวัติศาสตร์ประกอบกับงบประมาณที่ได้รับ ไม่เพียงพอ โดยผู้วิจัยได้เสนอแนะถึงแนวความคิด
ในการก่อตั้งศูนย์ศึกษาประวัติศาสตร์ทหาร เพื่อบูรณาการงานประวัติศาสตร์ด้านการทหาร
ในภาพรวม การสร้างหน่วยงานที่รับผิดชอบในเรื่องการวิจัย พัฒนาเกี่ยวกับประวัติศาสตร์ทหาร
รวมถึงการทำแพลตฟอร์ม ระบบออนไลน์ ที่สามารถ เข้าถึงข้อมูลด้านประวัติศาสตร์ได้อย่างง่ายและ
มีประสิทธิภาพ อันจะส่งเสริมให้เกิดความรู้ความเข้าใจในประวัติศาสตร์ ความรู้สึกร่วมกับบรรพบุรุษ
ในอดีตที่หวงแหน เสียสละเพื่อให้ได้มาซึ่งความมั่นคงของประเทศชาติ จนสร้างจิตสำนึกความศรัทธา
ความรักชาติ รักสถาบันแก่ผู้ที่เข้าเยี่ยมชม อนุสรณ์สถานแห่งชาติ ต่อไป

Abstract
Title The Developmental Guideline of the Thai National Memorial for
Supporting the National Strategic Security Plan

The Thai National Memorial was established to be honorable and
representative of the virtues of the Thai significant people and heroes in Thailand. As
the source of various Thai military information, knowledge, and history were found by
His Royal Highness, His Majesty the King Maha Bhumibol Adulyadej the Great, and did
a royal opening and bestowed the name "National Monument" on July 2, 1994.
Nowadays, the Thai National Memorial has been in active operation for 28 years through
continuous development in many parts consisting of infrastructure, buildings, and the
main exhibition hall. the Thai National Memorial has initiated various contemporary
creative missions including sources of military history and information, cultivating
patriotic ideals through exhibition events, and participatory active lectures about Thai
military history and information in Thai youth. Developing into an excellent and
symbolic center for Thai's soul and spirit. The Developmental Guideline of the Thai
National Memorial for Supporting the National Strategic Security Plan has been still
ongoing. However, many issues, obstacles, and limitations were found in various
dimensions which need to improve in further study. Therefore, this research aimed to
explore issues, obstacles, and opportunities for the development of the guideline of
the Thai National Memorial for supporting the National Strategic Security Plan until met
the concrete achievement in supporting the national security strategy.
From the research results, it revealed that The Thai National Memorial has
been not yet fully effective functioning and need to meet the objectives in particularly
of the National Strategy on Security aspect as well. Because of the manpower
management structure is still staff shortage and need to delegated in each more
specialty area including military history, public relationship, cultivation of political
ideology, etc.
From the results analysis, it was also found that the master plan has been
still impractical plan because of no focusing on the authentic history. In addition, the
budget received was insufficient and limited. The researcher suggested the idea of
establishing an excellence center of military history study to integrate and utilized
military history. Overall, the creation of an agency responsible for research
development. The development on military history Including the creation of an online
system platform that can easily access to historical big data and effective which will
promote a better understanding of history perception with cherished past ancestor’s
sacrifice to gain the security of the nation. Until creating a consciousness of faith,
patriotism, love the institution for those who visit next national monument.
