งานวิจัยเรื่องแนวทางการลดหนี้สาธารณะ โดยการเพิ่มรายได้ใหม่ของประเทศจากการลงทุน
ภาครัฐจัดทำวิจัยขึ้นเพื่อโดยมีวัตถุประสงค์ในการทำวิจัยคือ 1) เพื่อศึกษาแนวทางการบริหารหนี้
สาธารณะที่เหมาะสมด้วยปัจจัยการเพิ่มรายได้ของภาครัฐ 2) เพื่อวิเคราะห์เปรียบเทียบแนวทางของ
การจัดหารายได้แหล่งใหม่ของภาครัฐ จากการลงทุนในรูปแบบต่าง ๆ ที่ประสบความสำเร็จ โดย
เปรียบเทียบลักษณะการดำเนินงานต่าง ๆ การลงทุนภาครัฐ ของประเทศไทยและต่างประเทศ และ
3) เพื่อนำเสนอข้อเสนอเชิงนโยบายเกี่ยวกับการลงทุนในลักษณะกองทุนแห่งชาติ พร้อมทั้งวิเคราะห์
ข้อดี ข้อเสีย รวมทั้งประเมินความเหมาะสมในการเพิ่มความมั่นคงของประเทศนอกเหนือจากความมั่ง
คั่ง โดยดำเนินการวิจัยโดยการใช้ การดำเนินการวิจัยเชิงพรรณนา (Descriptive Research) โดยการ
รวบรวมข้อมูล การประมวลผลข้อมูล การวิเคราะห์ข้อมูล และการนำเสนอข้อมูลจากการศึกษา โดย
ผลการวิจัยครั้งนี้แสดงให้เห็นว่าปัจจัยที่ช่วยส่งเสริมการสร้างการรักษาและเสริมสร้างเสถียรภาพทาง
เศรษฐกิจโดยการแก้ไขปัญหาหนี้สาธารณะภายในประเทศ กล่าวคือการเพิ่มวิธีการหารายได้ของ
ภาครัฐในระดับมหภาคเพื่อเสริมสร้างความมั่นคงทางเศรษฐกิจ จากการศึกษาความเป็นไปได้ของการ
จัดตั้งกองทุนความมั่งคั่งแห่งชาติโดยพิจารณาจากข้อดีและข้อเสียต่าง ๆ จากกรณีที่ดำเนินการที่ผ่าน
มาของต่างประเทศ แนวทางการจัดตั้งกองทุนความมั่งคั่งแห่งชาติ(SWF) ที่เหมาะสมกับประเทศไทย
คือ การจัดตั้งเป็นหน่วยงานอิสระโดยมีการตรากฎหมายขึ้นเพื่อรองรับการจัดตั้งโดยเฉพาะ เนื่องจาก
การดำเนินการของ กองทุนความมั่งคั่งแห่งชาติ(SWF) เป็นการนำทรัพย์สินของรัฐมาบริหาร จัดการ
ซึ่งควรได้รับการพิจารณาอย่างรอบคอบ และมีการกำหนดหลักเกณฑ์ในการดำเนินงานที่ชัดเจน เพื่อ
ป้องกันการแทรกแซงจากผู้ที่ไม่เกี่ยวข้องจากภายนอก

from public investment, research was conducted for the purpose of doing this researchis1) to
study the appropriate public debt management approach with the government's

characteristics of various operations, public investment of Thailand and foreign
countries and 3 ) to present policy proposals on investments in the form of national

analysis and presenting data from the study The results of this research show that the
factors that contribute to building, maintaining and enhancing economic stability by
solving the problem of public debt within the country. That is to say, increasing the
means of earning government revenue at the macro level to strengthen economic
stability. From the study of the feasibility of establishing a sovereign wealth fund,
considering the advantages and disadvantages of past cases in foreign countries The
