เรื่อง แนวทางการวิเคราะห์ความคุ้มค่ายุทโธปกรณ์ทางทหารของกระทรวงกลาโหม

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการจัดหายุทโธปกรณ์ทางทหารไว้ใช้ในราชการ
ของกระทรวงกลาโหมทั้งชนิดที่สามารถนำไปใช้ในการช่วยเหลือประชาชนได้โดยตรง และชนิดที่ใช้ใน
ภารกิจการรบ เพื่อศึกษาวิธีการวิเคราะห์ความคุ้มค่าของยุทโธปกรณ์ทางทหารที่มีมาตรฐาน และเพื่อหา
แนวทางการใช้งานยุทโธปกรณ์ทางทหารที่กระทรวงกลาโหมได้จัดหาไว้และนำไปใช้ในการช่วยเหลือ
ประชาชนให้มีความคุ้มค่า ขอบเขตของการวิจัยด้านเนื้อหา การวิจัยนี้จะศึกษาการวิเคราะห์ความคุ้มค่า
ยุทโธปกรณ์ทางทหารของกระทรวงกลาโหม ขอบเขตของการวิจัยด้านระยะเวลา ทำการเก็บรวบรวม
ข้อมูลทั้ง ปฐมภูมิ และทุติยภูมิในห้วงเวลาตั้งแต่ ต.ค.62 - พ.ค.63 เป็นการวิจัยเชิงคุณภาพร่วมกับใช้
การวิจัยเชิงพรรณนา โดยทำการรวบรวมข้อมูลปฐมภูมิ ได้แก่ สัมภาษณ์ผู้ทรงคุณวุฒิที่มีประสบการณ์
และปฏิบัติงานในการจัดหา การใช้ยุทโธปกรณ์ทางทหาร จำนวน 33 ท่าน และรวบรวมข้อมูลทุติยภูมิ
โดยการศึกษาจากตำรา แนวคิด ทฤษฎี เอกสารต่าง ๆ และงานวิจัยที่เกี่ยวข้อง
ผลการวิจัยพบว่าผลการวิเคราะห์ความคุ้มค่ายุทโธปกรณ์ทางทหารของกระทรวงกลาโหม
โดยวิธีการหามูลค่าปัจจุบันของผลตอบแทนสุทธิ, วิธีการหาอัตราผลตอบแทนภายใน และวิธีการหา
ระยะเวลาคืนทุนแสดงให้เห็นว่ามีความคุ้มค่าในการลงทุน ผลลัพธ์จากแบบสอบถามโดยผู้ทรงคุณวุฒิ
จำนวน 33 ท่าน มีความคิดเห็นว่า เครื่องมือทางเศรษฐศาสตร์สามารถนำมาใช้ในการพัฒนาหลักเกณฑ์
และวิธีการวิเคราะห์ความคุ้มค่ายุทโธปกรณ์ทางทหารของกระทรวงกลาโหมที่มีมาตรฐานได้
จากผลการวิจัยดังกล่าวมีข้อเสนอแนะดังนี้ เชิงปฏิบัติการ กองทัพควรพิจารณาสร้าง
ฐานข้อมูลเกี่ยวกับการนำยุทโธปกรณ์ทางทหารไปใช้ในการช่วยเหลือประชาชนเมื่อมีเหตุการณ์สาธารณภัย
เกิดขึ้นและกองทัพได้รับคำสั่งให้ออกไปช่วยเหลือประชาชน เชิงนโยบาย กองทัพควรพิจารณานำเครื่องมือ
ทางเศรษฐศาสตร์มาเป็นส่วนประกอบหลักเกณฑ์การพิจารณาจัดซื้อยุทโธปกรณ์ของกองทัพเพื่อให้
สามารถตอบคำถามด้านความคุ้มค่าของการจัดซื้อยุทโธปกรณ์ที่ถูกสังคมและฝ่ายการเมืองตั้งคำถาม
ได้อย่างมีหลักการ มีความเป็นสากล และประชาชนเข้าใจได้ง่าย สำหรับข้อเสนอแนะในการทำการวิจัย
ในอนาคต ได้แก่ การพัฒนาโปรแกรมจำลองสถานการณ์รบขึ้นใช้เองเพื่อเป็นการพึ่งพาตนเอง
จึงควรศึกษาแนวทางและวิธีการที่ใช้ในการสร้างโปรแกรมจำลองสถานการณ์รบของหลาย ๆ ประเทศ
เพื่อนำมาศึกษาถึงข้อดีข้อเสียของแต่ละระบบและเลือกระบบที่เหมาะสมกับยุทโธปกรณ์ที่กองทัพ
มีใช้งาน รวมถึงความเหมาะสมของสภาพภูมิประเทศของประเทศไทย เพื่อพัฒนาโปรแกรมจำลอง
สถานการณ์รบที่มีความเหมาะสมสำหรับกองทัพไทยโดยเฉพาะ

Topic Guidelines for cost-effectiveness analysis of military equipment of
the Ministry of Defense

The objective of this research is to study the effective approaches to
procurement of military equipment for the Ministry of Defense, which can be directly
used to serve the general public as well as deployment in combat missions. The scope
of this research will be to study methods for cost-effectiveness analysis of appropriate
military equipment procurement. The duration of this research to collect both primary
and secondary data is between October 2019 - May 2020. This research utilize qualitative
research in conjunction with descriptive research by collecting primary data that includes
interviews with 33 qualified persons. The research also collects secondary information
by studying conceptual textbooks, theories, various documents and related research.
The research applies appropriate capital budgeting techniques, the net
present value (NPV), the internal rate of return (IRR) and the discounted payback period
to evaluate the military equipment procurement. Results indicate that the investment
made by the Ministry of Defense is worthwhile. Moreover, results from the questionnaire
by 33 persons reinforced that Economic tools can be used to develop a standardized
criteria and methods for cost-effectiveness analysis of military equipment for the
Ministry of Defense.
Recommendation from the implication of this research can be made as
follows; Operation-based, the military should consider building a database on the use
of military equipment used to help people when disaster strikes. Policy-based, the
military should consider incorporating economic tools into the military's criteria for
considering equipment purchases so that it can use globally accepted principles and
standards to clearly answer questions about the cost-effectiveness of equipment
procurement. Suggestions for future research include developing a self-reliant combat
simulation program. Therefore, it is important to study the guidelines and methods
used to create a combat simulation program by many countries in order to study the
advantages and disadvantages of each system and select the one that is most suitable
for the military equipment used by the military. Hence, special consideration should
include the terrain of Thailand when developing a combat simulation program that is
tailor for the Thai military.
