เรื่อง แนวทางการพัฒนาอสังหาริมทรัพย์เพื่อรองรับการกระจายตัว
ของชุมชนเมืองสู่ภูมิภาคของประเทศ

การเปลี่ยนแปลงของกระแสความเจริญจากกรุงเทพมหานครและปริมณฑลไปสู่เมืองใหญ่
ในส่วนภูมิภาค และการลดลงของความเป็นชนบทในต่างจังหวัดนั้น มีส่วนท าให้เมืองในส่วนภูมิภาค
มีความเจริญอย่างรวดเร็ว ท าให้กระแสความเจริญของเมืองใหญ่ในส่วนภูมิภาคมีอัตราการเติบโต
อย่างก้าวกระโดดและมีแนวโน้มที่จะเติบโตอย่างต่อเนื่อง ในขณะที่กรุงเทพมหานครและปริมณฑลมี
อัตราการเติบโตที่ชะลอตัวลง โดยปัจจัยที่สนับสนุนให้เกิดการเติบโตของเมืองในส่วนภูมิภาคนั้นมี
หลายปัจจัย จากการวิเคราะห์ผลกระทบในแนวทางการพัฒนาอสังหาริมทรัพย์เพื่อการกระจายตัว
ของชุมชนเมืองไปสู่ภูมิภาค โดยสรุปได้ว่านโยบายที่รัฐบาลได้วางไว้ให้ปฏิบัตินั้นมีผลต่อการเศรษฐกิจ
และทิศทางในการพัฒนาเป็นอย่างมาก ซึ่งจากการที่ภาครัฐได้วางแผนยุทธศาสตร์ ก าหนดนโยบาย
และริเริ่มจัดท าโครงการต่าง ๆ เพื่อการพัฒนาพื้นที่เศรษฐกิจพิเศษภาคตะวันออก ตลอดจนด าเนินการ
พัฒนาโครงสร้างพื้นฐาน การคมนาคมขนส่ง และสาธารณูปโภคในพื้นที่ดังกล่าว จึงเอื้ออ านวยต่อการ
รองรับการกระจายตัวของชุมชนเมืองไปสู่พื้นที่พัฒนาเศรษฐกิจภาคตะวันออก ซึ่งจะช่วยลดความแออัด
ของกรุงเทพมหานครและปริมณฑล อย่างไรก็ดี ภาครัฐควรจะต้องมีการวางผังเมืองให้เกิดประสิทธิภาพ
และสอดคล้องกับความต้องการของประชาชนในพื้นที่ มีการจัดท าผังเมืองเฉพาะเพื่อไม่ให้เมืองเติบโต
แบบไร้ทิศทาง ป้องกันการขยายตัวของเมืองเกินกว่าบริการโครงสร้างพื้นฐาน ท าให้การก่อสร้างนิคม
อุตสาหกรรมเป็นไปตามที่ก าหนดไว้ในผังเมืองรวม ไม่ก่อให้เกิดปัญหาด้านสิ่งแวดล้อม และวิถีชุมชน
ไม่ถูกท าลาย รวมทั้งสนับสนุนให้เกิดเมืองใหม่ที่เป็นเมืองอัจฉริยะ โดยการวางผังเมืองและการสร้าง
เมืองใหม่จะต้องสอดคล้องกับยุทธศาสตร์ชาติเพื่อให้ประเทศมีการพัฒนาที่มั่นคงและยั่งยืนต่อไป

The transition of civilization from Bangkok and its vicinity to big towns in
the other regions and the decline in rural areas in other provinces has caused the
rapid growth of different towns in the provinces, the rapid growth of major cities in
the regions and they are likely to continue to grow while Bangkok and its vicinity had
a slower growth rate.
There are several factors supporting the growth of regional cities.
According to the analysis of the impacts of real estate development guidelines for
the distribution of urban communities to regions, the conclusion is that the policies
by the government have a tremendous impact on the economy and its development
direction.
With the strategies the government has planned and formulated and also
the various initiated projects for the development of the Eastern Economic Area as
well as developing the infrastructure, transportation and utilities in the area, there
have been facilitating support for the distribution of urban communities to the
eastern economic development areas. This can reduce the congestion in Bangkok
and its vicinity. However, the government sector should have an efficient urban
planning and meet the needs of the people in the areas, and a specific town plan to
prevent the city from growing in a directionless way. This will prevent urban
expansion beyond infrastructure services.
This can make the construction of industrial estates in line with the
overall town plan and will not cause environmental problems and destruction of the
path of the community including supporting the creation of a new smart city. The
urban planning and urbanization must be in line with the national strategy to create
the stable and sustainable development for the country.
