เรื่อง กระบวนการกำหนดนโยบายด้านความมั่นคงของไทยรองรับยุทธศาสตร์ชาติ ๒๐ ปี
(พ.ศ.๒๕๖๑ – ๒๕๘๐) และแผนแม่บทภายใต้ยุทธศาสตร์ชาติ กรณีศึกษา :
กระบวนการกำหนดนโยบายความมั่นคงทางทะเลของไทย

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาทิศทางการพัฒนาประเทศตามยุทธศาสตร์ชาติและ
แผนแม่บทภายใต้ยุทธศาสตร์ชาติที่เกี่ยวข้องในมิติด้านความมั่นคงทางทะเลของไทย และศึกษา
กระบวนการกำหนดนโยบายด้านความมั่นคงทางทะเลของไทยที่ผ่านมา ตลอดจนผลกระทบที่เกิดขึ้น
จากการกำหนดยุทธศาสตร์ชาติและแผนแม่บทภายใต้ยุทธศาสตร์ชาติ รวมทั้งศึกษาทฤษฎีและตัวแบบ
(Model)ของการกำหนดนโยบาย กรอบแนวคิดในการกำหนดนโยบาย และวิสัยทัศน์ และกระบวนการ
ในการกำหนดนโยบายของหน่วยงานของประเทศไทยและต่างประเทศ เพื่อเสนอกระบวนการกำหนด
นโยบายด้านความมั่นคงทางทะเลของไทยที่สนับสนุนให้กระบวนการนำยุทธศาสตร์ชาติและแผน
แม่บทภายใต้ยุทธศาสตร์ชาติไปสู่การปฏิบัติเป็นไปอย่างมีประสิทธิภาพ การวิจัยนี้เป็นการวิจัยเชิง
คุณภาพร่วมกับการวิจัยเชิงพรรณา โดยเก็บข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึก นักวิชาการและ
ผู้บริหารที่เกี่ยวข้องกับการกำหนดนโยบายด้านความมั่นคงทางทะเล และเก็บข้อมูลทุติยภูมิจาก
การศึกษาจากตำราและเอกสารต่าง ๆ จากนั้นจึงวิเคราะห์ข้อมูล โดยการวิเคราะห์เนื้อหา (Context
Analysis) และการวิเคราะห์เปรียบเทียบ และสังเคราะห์ข้อมูลทฤษฎี หลักการ แนวคิด และตัวแบบ
(Model) ต่าง ๆ
จากการศึกษาพบว่า การกำหนดนโยบายที่ผ่านมา ไม่ได้มีมาตรฐานของกรอบแนวคิด
และกระบวนการกำหนดนโยบาย ขาดการพิจารณาปัจจัยและองค์ประกอบที่สำคัญอย่างครบถ้วน
นโยบายที่กำหนดออกมาจึงมีทิศทางที่ไม่ชัดเจน ส่งผลให้เกิดปัญหาในการนำนโยบายไปปฏิบัติและ
การประเมินผลนโยบาย เมื่อวิเคราะห์บริบทของนโยบายความมั่นคง ร่วมกับจุดเด่นต่างๆ ของทฤษฎี
ตัวแบบและขั้นตอนการกำหนดนโยบาย กรอบแนวคิดในการกำหนดยุทธศาสตร์และกำลังรบ รวมทั้ง
จุดเด่นต่างๆ ของกระบวนการกำหนดนโยบายปราบปรามยาเสพติดของพรรคไทยรักไทย และ
นโยบายป้องกันประเทศของสาธารณรัฐประชาชนจีน สามารถนำผลจากการวิเคราะห์มาประยุกต์ใช้
จนได้กรอบแนวคิดและกระบวนการกำหนดนโยบายความมั่นคงทางทะเลที่มีขั้นตอนที่เข้าใจง่าย
ละเอียดครบถ้วน เห็นความเชื่อมโยง และมีเหตุมีผล สามารถแก้ปัญหาที่เกิดขึ้นได้ในทุกประเด็น และ
สามารถรองรับยุทธศาสตร์ชาติ ยุทธศาสตร์ชาติด้านความมั่นคง และแผนแม่บทภายใต้ยุทธศาสตร์
ชาติได้เป็นอย่างดีข้อเสนอแนะคือควรจะขยายโอกาสให้ประชาชนเข้ามามีส่วนร่วมในขั้นตอนการดำเนินการ
จัดทำยุทธศาสตร์ชาติให้มากยิ่งขึ้น และควรทบทวนยุทธศาสตร์ชาติทุก ๑ ปี หรือในกรณีที่สถานการณ์
ของโลกหรือสถานการณ์ของประเทศเปลี่ยนแปลงไปจนไม่สามารถหรือไม่เหมาะสมที่จะดำเนินการ
ตามเป้าหมายหรือยุทธศาสตร์ด้านหนึ่งด้านใด และควรกำหนดกระบวนการมาตรฐานในลักษณะที่เป็น
คู่มือหรือเอกสารแนวทางที่สามารถในไปใช้อ้างอิงในการดำเนินการกำหนดนโยบายได้

Title Thailand's Security Policy Formulation Process to Support the 20-year
National Strategy (2018-2037) and Its Master Plans: Thailand's Maritime

This research aims to study the direction of national development
according to the national strategy and its master plans related to the dimension of
maritime security in Thailand, the process of formulating Thai maritime security policies
in the past, as well as the impacts of the formulation of the national strategy and its
master plans. This study also looks at the theory and model of policy formulation,
conceptual framework for policy making as well as visions and the policy formulation
processof Thai and foreign agencies.This is to propose a process forThai maritime security
policy formulation that supports an effective implementation of the national strategy
and its master plans. This research is a descriptive, qualitative research. The primary
data was collected from in-depth interviews of scholars and executives involved in
maritime security policy formulation. Secondary data was collected from related
literatures and documents, and then analyze the data which were analyzed using
context analysis and comparative analysis. Various theories, principles, concepts and
models were also synthesized.
The study found that past policy making has had no conceptual framework
standard. There has also been a lack of a holistic consideration of important factors
and elements the policy making process, resulting in unclear policies which have
caused problems in policy implementation and evaluation. The context of security
policy together with the strengths of the theory, model and policy-making process,
conceptual framework for defining strategy and combat forces, including various
highlights of the Thai Rak Thai Party's anti-narcotics policy formulation process and
national defense policy of the People's Republic of China were analyzed. The results
of the analysis were applied in order to come up with the conceptual framework and
process of maritime security policy formulation that are easy to understand, complete,
relevant, and rational, and able to solve problems that arise in every issue as well as
being able to support the National Strategy on Security and its master plans.It is recommended that is people should be given more opportunities to
participate in the process of formulating the national strategy. In addition, the national
strategy should be reviewed every year or when the world or the national situation has
changed to the extent that it is unable or unsuitable to be implemented. The standard
should also be set and defined in the form of a manual or a guideline that can be
referenced in policy-making.
