เรื่อง การพัฒนาการบริหารจัดการขยะมูลฝอยชุมชนแบบบูรณาการอย่างยั่งยืน
เพื่อรองรับการเพิ่มปริมาณขยะมูลฝอยชุมชนในจังหวัดภูเก็ต

งานวิจัย เรื่อง “การพัฒนาการบริหารจัดการขยะมูลฝอยชุมชนแบบบูรณาการ
อย่างยั่งยืน เพื่อรองรับการเพิ่มปริมาณขยะมูลฝอยชุมชนในจังหวัดภูเก็ต” มีวัตถุประสงค์
๑. เพื่อศึกษา วิเคราะห์การบริหารจัดการขยะชุมชน รวมถึงเทคโนโลยีการบริหารจัดการขยะชุมชน
แบบใหม่หรือแบบบูรณาการ เพื่อบริหารและรองรับการเพิ่มปริมาณขยะมูลฝอยชุมชนในจังหวัดภูเก็ต
อย่างเหมาะสมและมีประสิทธิภาพ ๒. เพื่อศึกษาการสร้างความเข้าใจภาคประชาชน สร้างการยอมรับ
เรื่องการลดผลกระทบต่อสิ่งแวดล้อมและให้ประชาชนมีส่วนร่วมในการบริหารจัดการขยะมูลฝอย
ชุมชนโดยนำไปใช้ให้เกิดประโยชน์สูงสุด ๓. เพื่อศึกษาแนวทางการพัฒนาการบริหารการจัดการ
ขยะมูลฝอยชุมชนแบบบูรณาการอย่างยั่งยืนเพื่อรองรับการเพิ่มปริมาณขยะมูลฝอยชุมชนของ
จังหวัดภูเก็ตในอนาคต ใช้วิธีวิจัยเชิงคุณภาพ (Qualitative Research) ร่วมกับการวิจัยเชิงพรรณนา
(Descriptive Research)
จังหวัดภูเก็ตเป็นจังหวัดเดียวที่มีลักษณะเป็นเกาะได้ขึ้นชื่อว่า “ไข่มุกอันดามัน” เป็น
แหล่งท่องเที่ยวทางทะเลที่มีชื่อเสียงระดับโลก จึงเป็นเขตเศรษฐกิจที่ถูกเชื่อมโยงกับการเจริญเติบโต
ของการท่องเที่ยว ทำให้มีนักท่องเที่ยวหรือประชากรแฝงสูงขึ้นอย่างต่อเนื่อง ๆ ทุกปี ส่งผลให้อัตรา
การเกิดขยะสูงตามไปด้วย เมื่อพิจารณาสถานการณ์ขยะในจังหวัดภูเก็ตมีการคาดการณ์ว่าปริมาณขยะ
ชุมชนจะมีถึง ๓,๐๐๐ ตัน/วันในอนาคต จึงมีความจำเป็นอย่างยิ่งที่ต้องศึกษาแนวทางการจัดการขยะ
อย่างยั่งยืนเพื่อรับมือกับปัญหาดังกล่าว การจัดการขยะของจังหวัดภูเก็ตเป็นสิ่งสำคัญและมีการดำเนิน
มาอย่างยาวนานแต่ยังไม่บรรลุผลอย่างเต็มประสิทธิภาพ เนื่องจากยังไม่ได้รับความร่วมมือจากทุกภาค
ส่วนอย่างเต็มที่
ปัจจุบันจังหวัดภูเก็ตมีการจัดการแบบรวมศูนย์ โดยองค์กรปกครองส่วนท้องถิ่น
ทั้ง ๑๙ แห่งจะรวบรวมและเก็บขนด้วยรถเก็บขยะส่งสู่ศูนย์กำจัดมูลฝอยรวม โดยใช้เทคโนโลยีเตาเผา
ขยะเพื่อผลิตกระแสไฟฟ้าและระบบหลุมฝังกลบ เห็นว่าการจัดการที่ใช้อยู่ถูกต้องและเหมาะสมกับ
พื้นที่จังหวัดภูเก็ต แต่ควรเพิ่มหรือบูรณาการระบบ เทคโนโลยี หลักการบริหารให้มีความหลากหลาย
เข้มข้นและดำเนินการให้เป็นรูปธรรมมากขึ้นข
ระบบหลักการบริหารจัดการมูลฝอยชุมชนสามารถแบ่งเป็นลำดับขั้น ดังต่อไปนี้
การจัดการต้นทาง การจัดการกลางทาง และการจัดการปลายทาง กล่าวคือการจัดการต้นทาง คือ
การบริหารจัดการโดยใช้หลัก 3 R : Reduce Reuse Recycle (ลดการใช้ การใช้ซ้ำ นำกลับมาใช้ใหม่)
รวมถึงการคัดแยกขยะจากต้นทาง โดยรณรงค์สร้างแรงจูงใจด้วยค่าตอบแทน แพลตฟอร์มที่มี
ประสิทธิภาพและเป็นที่ยอมรับ การจัดการกลางทาง หมายถึงการเก็บขนอย่างชาญฉลาด ประหยัด
พลังงาน ทรัพยากร และการคัดแยกปลายทางที่มีประสิทธิภาพ ส่วนการจัดการปลายทางหมายถึง
การบำบัด กู้คืนพลังงาน และกำจัดขยะมูลฝอยเพื่อให้ได้ประโยชน์สูงสุด
หลักการพิจารณาคัดเลือกแนวทางหรือเทคโนโลยีการบริหารจัดการที่เหมาะสมนั้น
ควรมีการรวบรวมข้อมูล สำรวจพื้นที่ ศึกษาความคุ้มค่าทางเศรษฐศาสตร์ ความเสี่ยง เทคโนโลยี
วิเคราะห์ผลกระทบ ประเมินความสำคัญ ประเมินความยั่งยืน รับฟังความคิดเห็นประชาชน
ประเมินผล การสาธิต ทดลอง นำเสนอ จัดทำแผนการดำเนินโครงการอย่างมีประสิทธิภาพได้ โดยต้อง
อาศัยความร่วมมือจากทุกภาคส่วน ดำเนินการอย่างรอบคอบถี่ถ้วน มีความเหมาะสมกับกลุ่มพื้นที่
ชุมชนสิ่งแวดล้อม และเกิดประโยชน์สูงสุดในทุกด้าน

Title Development of Municipal Solid Waste Management Sustainably for
supporting the Increasing of Municipal Solid Waste in Phuket
Field Science and Technology

This research titled “Development of Municipal Solid Waste Management
Sustainably for supporting management of Municipal Solid Waste increasing in Phuket”
has objectives 1.to study, analyze the Municipal solid waste management including
technology, new or integrated management for supporting the management of waste
increasing in Phuket 2. to study how to create public understanding and acceptance
about reducing environmental impact and allow people to participate in municipal
waste management by using it as the most advantage 3. to study municipal solid waste
management sustainably for supporting management of Phuket Municipal Solid Waste
increasing in the future. The paper utilized the methodology of qualitative research
as well as descriptive.
Phuket is the only province that has the characteristics of an island in
the name of "Pearl of the Andaman" as a world-renowned marine tourism destination,
so it becomes an economic zone that is linked to tourism growth. There are tourists
and non-registered population steadily increases every year, this is affect to the amount
of waste that going to be higher as well. When we consider the situation of waste in
Phuket, the waste can be reached to 3,000 tons/day in the future. Therefore, it is very
necessary to study the guidelines for sustainable waste management to deal with this
problem. Phuket waste management is important and has been done for a long time
but it has not yet fully achieved. Since, there are still not get fully received cooperation
from all sectors.ง
Currently, Phuket has centralized management, it means there are 19 local
government organizations that going to collect and transport mix waste by garbage
collection truck to the Central Waste Disposal Center. Their technologies are
incineration plant for electricity generation and secured landfill. As we can see, these
technology are great and suitable with Phuket area, but we should add or integrate
more technology or system to be various and strong.
The principle of municipal solid waste management system can be divided
into the following stages: Source management, Midway management and Destination
management. Source management are management by using the 3 R principle: Reduce
Reuse Recycle including the separation of waste from the source by creating incentive
campaigns with compensation, the effective and established platform. Midway
management are waste smart collection, save energy, and destination separate waste
effectively. Destination management means treatment, recover energy and waste
disposal to get the most benefit.
The appropriate principles for the selection of guidelines or appropriate
management technology, you have to study and collect data, survey the area; study
economic worthiness, risk, technology, impact analysis, importance assess,
sustainability assess; listen to public opinions, including evaluating, demonstration and
proposing effective project implementation plans which requires cooperation from all
sectors with accuracy to suit for the area, community environment; and maximize
benefits in all aspects.
