ในปัจจุบันสภาพสังคมไทยเริ่มก้าวเข้าสู่สังคมสูงวัยอย่างสมบูรณ์ นั่นคือจะมีประชากร
ผู้สูงอายุมากขึ้น ท าให้เกิดปัญหาทางสังคมต่างๆ ไม่ว่าจะเป็นปัญหาทางด้านเศรษฐกิจ สังคม รวมไป
ถึงปัญหาด้านสุขภาพ โดยพบว่าผู้สูงอายุมักมีอุปสรรคในการคัดกรองสุขภาพจากหลายสาเหตุหลาย
ปัจจัย ในการศึกษาวิจัยครั้งนี้ผู้วิจัยมีจุดมุ่งหมายที่จะศึกษาและวิเคราะห์ถึงงบประมาณของภาครัฐที่มี
ส่วนเกี่ยวข้องในการคัดกรองสุขภาพผู้สูงอายุ พร้อมกับค้นหาปัญหาและอุปสรรค เพื่อน าไปหา
แนวทางการเตรียมความพร้อมในการคัดกรองสุขภาพผู้สูงอายุ โดยวิธีการสัมภาษณ์เชิงลึกกับผู้สูงอายุ
และผู้ที่มีความเกี่ยวข้องกับผู้สูงอายุ นอกจากนี้ยังท าแบบสอบถามเชิงปริมาณเพื่อให้ข้อมูลมีน้ าหนัก
มากยิ่งขึ้น จากการวิจัยพบว่า งบประมาณของภาครัฐยังไม่มีความชัดเจนในเรื่องงบประมาณเฉพาะ
กลุ่ม มีเพียงงบประมาณเหมารวมทั้งกลุ่มประชากรไทยในแผนยุทธศาสตร์ชาติ นโยบายรัฐบาล หรือ
แม้กระทั่งในงบประมาณของ สปสช. ถึงแม้ว่าจะมีการให้บริการพิเศษส าหรับผู้สูงอายุ ปัจจัยที่เป็น
ปัญหาและอุปสรรคในการคัดกรองสุขภาพของผู้สูงอายุจากการสัมภาษณ์เป็นเรื่องการเดินทาง สภาพ
ร่างกายของผู้สูงอายุที่ไม่เอื้ออ านวย และการรอรับบริการที่นาน ดังนั้นแนวทางที่จะท าให้เกิดความ
พร้อมในการคัดกรองสุขภาพผู้สูงอายุก็คือ การใช้หน่วยตรวจสุขภาพเคลื่อนที่เข้าไปบริการตรวจคัด
กรองสุขภาพผู้สูงอายุในชุมชนเพื่อให้ผู้สูงอายุได้รับบริการอย่างทั่วถึงโดยที่ไม่ต้องเดินทาง ไม่ต้องรอ
คิวนาน หากภาครัฐยังไม่มีความพร้อม สามารถดึงหน่วยงานที่เป็นสถานพยาบาลเอกชนหรือ ศูนย์
ตรวจวิเคราะห์ทางห้องปฏิบัติการที่มีมาตรฐานมาร่วมมือได้โดยมีการสนับสนุนจากภาครัฐเพื่อเป็น
การลดต้นทุน และลดภาระที่จะเกิดกับกลุ่มผู้สูงอายุดังนั้นเพื่อเตรียมความพร้อมในการคัดกรอง
สุขภาพผู้สูงอายุอย่างยั่งยืน ทางภาครัฐควรมีนโยบายและงบประมาณที่ชัดเจนในการดูแลสุขภาพ
ผู้สูงอายุ สถานพยาบาลต่างๆ ก็ควรมีความพร้อมทั้งในด้านคุณภาพและความสามารถในการรองรับ
ผู้ป่วยควรมีการออกตรวจเชิงรุกตามชุมชนและให้ค าแนะน าในด้านการป้องกันโรค เพราะต้นทุนของ
การป้องกันโรคนั้นถูกกว่าการรักษาโรค

the elderly often has obstacles in screening health for many reasons and many

budget that is involved in screening the health of the elderly. While also finding
problems and obstacles to find ways to prepare for screening for the health of

the research found that the government budget is not clear about the specific
budget. There is only a budget including the Thai population in the national
strategy, government policy or even the NHSO budget, although there are
special services for the elderly. The factors that are the problems and obstacles
in screening the health of the elderly from the interview are travel. Unfavorable
physical condition of the elderly and the long service wait. Therefore, the way
to make the readiness for screening the health of the elderly is using “a mobile
health service unit” to provide health screening services for the elderly in the
community so that the elderly can receive thorough services without having to
travel. Do not wait in long queues. If the government is not yet ready Can pull
the department that is a private hospital or Standardized laboratory analysis
center that can cooperate with government support to reduce costs. And
reduce the burden on the elderly Therefore, to prepare the screening for
sustainable elderly health. The government should have a clear policy and
budget for health care for the elderly. Healthcare facilities should be wellequipped in terms of quality and capacity to support patients, should have
proactive examinations in the community, and advice on disease prevention
because the cost of disease prevention is cheaper than treatment.
