เรื่อง แนวทางการแก้ไขปัญหาการเข้าเป็นสมาชิกเปอมูดอของขบวนการบีอาร์เอ็น

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาวิธีการคัดเลือก บ่มเพาะ และวิธีการ
ด าเนินงานของสมาชิกเปอมูดอในขบวนการบีอาร์เอ็นในการก่อเหตุรุนแรงในพื้นที่จังหวัดชายแดน
ภาคใต้ และเพื่อหาแนวทางการแก้ไขปัญหาการเข้าเป็นสมาชิกเปอมูดอของขบวนการบีอาร์เอ็น
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ด้วยการรวบรวมข้อมูลจากเอกสาร
วิจัยต่าง ๆ ที่เกี่ยวข้อง และท าการสัมภาษณ์อย่างเป็นทางการเชิงลึก (In-depth interview) โดยใช้
การสัมภาษณ์ที่มีโครงสร้าง (Structured Interview) และการสัมภาษณ์แบบไม่มีโครงสร้าง
(Unstructured Interview) กับกลุ่มผู้ทรงคุณวุฒิและท าการวิเคราะห์ข้อมูลเชิงเนื้อหา (Content
Analysis) น าเสนอผลการวิเคราะห์ข้อมูลแบบรายงานวิจัยเชิงพรรณนาความ
ผลการศึกษา พบว่า วิธีการคัดเลือก บ่มเพาะ และวิธีการด าเนินงานของสมาชิกเปอมูดอ
ในขบวนการบีอาร์เอ็นในการก่อเหตุรุนแรงในพื้นที่จังหวัดชายแดนภาคใต้ ขบวนการบีอาร์เอ็น
ได้ด าเนินการกล่อมเกลาจิตใจตั้งแต่ระดับครอบครัว และสังคมโดยไม่ได้เป็นไปตามธรรมชาติ แต่เป็น
การสร้างขึ้นอย่างเป็นระบบ เพื่อเข้าร่วมขบวนการตั้งแต่เด็กโดยด าเนินการในศูนย์อบรมจริยธรรม
ประจ ามัสยิด หรือที่เรียกว่าตาดีกา และเมื่อเติบโตขึ้นจะเรียนต่อที่โรงเรียนเอกชนสอนศาสนา หรือปอเนาะ
จากนั้นบ่มเพาะ หลังจากผ่านการชักชวน และเข้าพิธีสาบานตนหรือซูมเปาะห์ เข้ามาเป็นสมาชิกของ
ขบวนการโดยขบวนการใช้เงื่อนไขเชื้อชาติ อัตลักษณ์ ศาสนา มาตุภูมิ ด้วยการบิดเบือนหลักศาสนา
และประวัติศาสตร์ เพื่อสนับสนุนแนวทางการท าญีฮาดที่ใช้เป็นเงื่อนไขหลัก และความไม่เป็นธรรม
ด้านการเมือง การปกครอง เศรษฐกิจและสังคม ใช้เงื่อนไขสนับสนุน อีกทั้งน าข้อผิดพลาดในอดีต
และการประพฤติผิดของรัฐ มาเป็นเงื่อนไขสร้างอุดมการณ์ขั้นต้น และหล่อหลอมให้เกิดความรู้สึกไม่
เป็นธรรมต่อชาวมุสลิม เพื่อการจัดตั้งสมาชิก และเปอมูดอ หลังจากนั้นได้รับการคัดเลือกไปเป็น
ฝ่ายเปอมูดอ จะไปท าหน้าที่พี่เลี้ยงในการสร้างเปอมูดอ หรือที่เรียกว่า เปอกาเดส
แนวการแก้ไขปัญหาการเข้าเป็นสมาชิกเปอมูดอของขบวนการบีอาร์เอ็น มี ๔ แนวทาง
ได้แก่ ๑) แนวทางการแก้ปัญหาต่อฝ่ายรัฐ ๒) แนวทางการแก้ปัญหาต่อฝ่ายขบวนการบีอาร์เอ็น
๓) แนวทางการแก้ปัญหาด้านการศึกษา ๔) แนวทางการแก้ปัญหาด้านกฎหมาย
ข้อเสนอแนะจากการศึกษา คือ ควรมีนโยบายจัดการฝึกอบรมให้เจ้าหน้าที่ทุกกระทรวง
ทบวง กรม ที่ปฏิบัติงานในพื้นที่จังหวัดชายแดนภาคใต้มีความรู้เกี่ยวกับขบวนการบีอาร์เอ็น และการ
ด าเนินงานของสมาชิกเปอมูดอ เพื่อสร้างความเข้าใจ และไม่สร้างเงื่อนไขในพื้นที่ และการศึกษาต้อง
อยู่ภายใต้การควบคุมดูแลของหน่วยงานความมั่นคงอย่างเข้มงวด มีหน่วยงานความมั่นคง และ
กระทรวงศึกษาธิการ ที่รับผิดชอบโดยตรง ร่วมกันตรวจสอบ และประเมินผลได้พร้อมทั้งน ากฎหมาย
มาใช้ให้เกิดประโยชน์สูงสุด

a descriptive research report.
From the research, Revealed that the selection, incubation and action methods
of the Pemuda members in the BRN in the southern border provinces were as follows : BRN
Has taken care of the mind from the family level And society without being natural But it is
a systematic build To join the movement from childhood, operated in the mosque ethics
training center. Also known as Tadika And when he grows up, he will continue to study at
a private religious school or pondok and then cultivate. After persuasion And entered the
swearing ceremony or sumpah Become a member of the movement by the movement of
terms, race, identity, religion, motherland by distorting religious principles. And history To
support the jihadist approach used as a primary condition And injustice in politics, governance,

Came as a condition to create the primary ideology And fostering a feeling of injustice towards
Muslims For the formation of members, and Pemuda was later chosen to be the division of

There are 4 approaches to solving the problem of being a member of the
Pemuda movement of BRN as follows: 1) a solution to a problem with the government;
2) a solution to a problem with the BRN department; 3) Guidelines for solving
educational problems 4) Guidelines for solving legal problems
The suggestion from the study is that there should be a policy to organize
training for all ministries, bureaus and departments operating in the southern border
provinces to have knowledge about the BRN movement. And the operations of the
Pemuda members To build understanding And does not create local conditions And
education must be under the strict supervision of the security agency. There is
