การวิจัยเรื่องนี้มีวัตถุประสงค์ เพื่อศึกษากระบวนการและเกณฑ์การพิจารณาในการจัดหา
ยุทโธปกรณ์หลักของกองทัพ โดยการศึกษาแนวความคิดและทฤษฎีระบบสนับสนุนการส่งก าลังบ ารุงรวม
(Integrated Logistics Support : ILS)ค่าใช้จ่ายตลอดอายุการใช้งาน (Life Cycle Cost)ค่าตัวแปรต่างๆ
ทางด้านวิศวกรรมโลจิสติกส์ (Logistics Engineering) แนวทางการจัดซื้อจัดจ้างสมัยใหม่และกลยุทธ์
การจัดหา (Strategic Procurement) รวมทั้งกฎหมาย และระเบียบที่เกี่ยวข้อง (Laws and Regulations)
เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการวิเคราะห์เนื้อหา (Content Analysis) ร่วมกับ
แนวคิดทฤษฎีต่าง ๆ
ผลการวิจัยพบว่า ในการจัดหายุทโธปกรณ์หลักของกองทัพหากมีการน าแนวความคิด
ค่าใช้จ่ายตลอดอายุการใช้งาน รวมทั้งการน าค่าต่าง ๆ ทางด้านวิศวกรรมโลจิสติกส์ (Logistics
Engineering) มาประยุกต์ใช้และเป็นเกณฑ์ในการคัดเลือกยุทโธปกรณ์ ซึ่งได้แก่ ความง่ายในการซ่อมบ ารุง
MTTR (Mean Time to Repair) ระยะเวลาที่ใช้งานได้ก่อนที่จะช ารุดเสียหายและเข้ารับการซ่อม
MTBF (Mean Time Between Failure ) ค่าความเชื่อถือได้ (Reliability : R) และค่าความพร้อม
ของยุทโธปกรณ์ (Inherent Availability : Ai)จะท าให้การจัดหาและการพิจารณาคัดเลือกยุทโธปกรณ์หลัก
ของกองทัพครอบคลุมทุกด้านและทุกมิติ ส่งผลให้กองทัพได้รับประโยชน์สูงสุด (Optimum Solution)
รวมทั้งเกิดความคุ้มค่าในการใช้งบประมาณ (Value for Money) การบริหารจัดการยุทโธปกรณ์
ในขั้นการใช้งานถือเป็นสิ่งส าคัญเช่นเดียวกัน แนวความคิดต่าง ๆ เหล่านี้รวมกับแนวความคิดระบบ
สนับสนุนการส่งก าลังบ ารุงรวมสามารถน ามาประยุกต์ใช้ในการสนับสนุนและซ่อมบ ารุงยุทโธปกรณ์
หลักได้เช่นเดียวกัน เพื่อให้เกิดประโยชน์สูงสุด
ข้อเสนอแนะ ความส าเร็จในการประยุกต์และน าแนวความคิดต่าง ๆ เหล่านี้มาใช้งาน
จะเกิดขึ้นได้ก็ต่อเมื่อบุคคลากรที่เกี่ยวข้องกับการส่งก าลังบ ารุงมีองค์ความรู้ในเรื่องต่าง ๆ เหล่านี้
เป็นอย่างดี ดังนั้น การฝึกอบรมเพื่อให้ความรู้แก่บุคลากรที่ปฏิบัติงานด้านการส่งก าลังบ ารุงและสายงาน
ที่เกี่ยวข้อง จึงนับว่ามีความจ าเป็นอย่างยิ่ง ในการขับเคลื่อนให้สามารถน าแนวความคิดต่าง ๆ เหล่านี้
มาใช้ได้อย่างเป็นรูปธรรม โดยอาจบรรจุอยู่ในหลักสูตรต่าง ๆ ตามแนวทางการพัฒนาก าลังพลของ
กองทัพ เพื่อให้สามารถขับเคลื่อนได้อย่างมีประสิทธิภาพ

This research is to study the military procurement of major equipment in
Royal Thai Armed Forces. The objectives are to study procurement process and criteria
to award contract of major equipment in all services to meet optimum solution. The
theories and concepts of Integrated Logistics Support, Life Cycle Cost, Logistics Engineering
factors, Strategic Procurement including Laws and regulations will be taking in to
account and applied in procuring of major equipment in Royal Thai Armed Forces in
order to meet optimum solution and value for money. This research is a Qualitative
Research. Therefore, content of military procuring of major equipment will be analyzed
and applied with these theories and concepts.
The result found that, the procurement of major equipment largely
consider only procurement cost. In fact, major equipment are in service for a long
period of time. In service cost of major equipment is a major cost. Therefore, the issue
of Life Cycle Cost needs to be brought into consideration. Logistics engineering factors
such as Mean Time to Repair, Mean Time between Failure, Reliability and Inherent
Availability need to be taking in to account. Then, these can be applied for military
procurement of major equipment both in acquisition phase as well as in service phase
in order to meet both optimum solution and value for money.
Taking into account of Life Cycle Cost and Logistics engineering factors as
describe previously, will make consideration of procuring all major equipment in whole
pictures as well as all angles and dimensions. However, the great success of applying
and implementing these theories and concepts mostly depends on knowledge and
skill of logistician who work inthe Royal Thai Armed Forces. Training is very crucial point
to improve logistician’s knowledge and skills. Thus, these are the key success for driving
military procurement of major equipment system to meet optimum solution and value
for money.
