งานวิจัยเรื่อง “แนวทางส่งเสริมการลงทุนจากต่างประเทศเพื่อเศรษฐกิจที่ยั่งยืน
โครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC)” งานวิจัยฉบับนี้ มีวัตถุประสงค์เพื่อ
ศึกษาเชิงโครงสร้างของโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก และพฤติกรรมของ
นักลงทุนจากต ่างประเทศ ศึกษาและวิเคราะห์ปัญหา อุปสรรค และปัจจัยส าคัญที ่เอื้ออ านวยให้
นักลงทุนต่างชาติเข้ามาลงทุน และ ศึกษาแนวทางในการส่งเสริมการลงทุนในโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ซึ่งภาครัฐบาลให้ความส าคัญกับโครงการดังกล่าวเป็นอย่างยิ่ง
เพราะจะสามารถสร้างรากฐานอุตสาหกรรมและเศรษฐกิจไทยให้มีโอกาสขยายตัวจากการลงทุนในโครงการนี้
ผลการวิจัยพบว่าข้อดีที่เห็นได้อย่างชัดเจนนั้นเป็นเรื่องการดึงดูดนักลงทุนต่างชาติ
ให้เข้ามาลงทุนในพื้นที่ EEC ซึ่งภาครัฐมองว่าจะส่งผลดีไม่เพียงแต่ในพื้นที่ EEC เท่านั้น แต่ยังกระจาย
ไปยังพื้นที่ใกล้เคียง และในภาพรวมของประเทศไทยซึ่งท าให้ภาคเศรษฐกิจไทยมีโอกาสที่จะขยายตัว
จากการลงทุนใหม่ๆ มีความก้าวหน้า เกิดการพัฒนาของแรงงานเนื่องมาจากความยืดหยุ่นเรื่องการเข้ามา
ของคนต่างด้าว โดยเฉพาะคนต่างด้าวที่มีทักษะความสามารถ ความเชี่ยวชาญที่จะส่งผลบวกให้กับประเทศ
ก็จะท าให้แรงงานในประเทศไทยได้รับทักษะความรู้ใหม่ ๆ เข้าสู่ประเทศ ในขณะที่สิทธิประโยชน์
ที่ให้กับผู้ลงทุน โดยเฉพาะกลุ่มผู้ลงทุนต่างชาติ ถือว่าให้สิทธิประโยชน์ที่ค่อนข้างมากทั้งสิทธิ์ทางด้านการเงิน
การลงทุน ความยืดหยุ่นในการพาต่างด้าวเข้ามาอยู่อาศัย และกรรมสิทธิ์ในที่ดินที่เปิดโอกาสให้
ต่างชาติมีกรรมสิทธิ์ในที่ดินหรือห้องชุดในโซน EEC ทั้งเพื่อประกอบกิจการและเพื่ออยู่อาศัย
ได้จากประมวลกฎหมายที่ดินปกติแล้วจะไม่สามารถถือกรรมสิทธิ์ได้โดยตรงนอกจากนี้ สิทธิประโยชน์
ด้านระยะเวลาการเช่าที่ให้ยาวถึง 50 ปี ต่อได้อีก 49 ปี รวมแล้วเท่ากับ 99 ปี ซึ่งข้อดีด้านสิทธิประโยชน์
ที่มีต่อนักลงทุน
ดังนั้น จากที่ได้ท าการศึกษาข้อมูลโครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก
(EEC) ประกอบกับการสัมภาษณ์ผู้ให้ค าปรึกษาด้านการลงทุนมาแล้วนั้น ท าให้ทราบถึงขอเสนอแนะต่าง ๆ
ที่น่าสนใจว่าโครงการดังกล่าวมีความน่าสนใจและน่าลงทุนเพราะมีสิทธิประโยชน์ที่นักลงทุนได้รับ ได้แก่
การยกเว้นภาษีด้านที่ดิน กรรมสิทธิ์ที่อยู่อาศัย ส่วนประโยชน์ที่คนในพื้นที่ได้รับคือการจ้างงาน และทักษะ
ความรู้ในเทคโนโลยีใหม่ ๆ ที่โครงการนี้ส่งเสริม ซึ่งจะน าไปสู่การเติบโตทางด้านเศรษฐกิจในพื้นที่และพื้นที่
ใกล้เคียงก็ได้รับผลดีไปด้วย แต่ก็ยังมีข้อจ ากัดหลายประการที่ยังคงเป็นอุปสรรค เช่น ด้านการ
สาธารณูปโภคที่ไม่เพียงพอ การบริหารจัดการด้านมลพิษที่เกิดขึ้น และปัญหาด้านอื่น ๆ ที่มาพร้อมกับ
เทคโนโลยี หากบริหารจัดการไม่ดีก็อาจจะส่งผลกระทบ เกิดความขัดแย้งในระยะยาวจนท าให้โครงการนี้
ไม่เป็นไปตามเป้าหมายที่วางไว้ได้
