งานวิจัยนี้มีวัตถุประสงค์เพื่อเสนอหลักเกณฑ์ในการคัดเลือกถนนที่มีศักยภาพเชื่อมต่อ
สถานีรถไฟ และถนนเข้าสู่สถานีย่านกองเก็บตู้สินค้า (CY) เพื่อรองรับการเดินทางและการขนส่งสินค้า
บนโครงข่ายทางราง พร้อมทั้งเสนอแนวทางเบื้องต้นในการพัฒนาและปรับปรุงถนนและองค์ประกอบ
ของถนนเพื่อสนับสนุนการขนส่งทางราง ผลการวิจัย ในปัจจุบันหน่วยงานที่ดูแลถนนยังไม่มีแนวทาง
ที่ชัดเจนในการพัฒนาเส้นทางถนนและการจัดล าดับความส าคัญของถนนเชื่อมเข้าสู่จุดเปลี่ยนถ่าย
ผู้โดยสารและสินค้า (Feeder) เพื่อที่จะบูรณาการให้สอดคล้องกับแผนการพัฒนาเส้นทางรถไฟตาม
ยุทธศาสตร์ชาติ นอกจากนี้ยังไม่มีเกณฑ์ในการพิจารณารูปแบบถนนเชื่อมต่อที่เหมาะสมในแต่ละ
ประเภทการใช้งานของสถานีรถไฟ ซึ่งการจัดท าหลักเกณฑ์การพิจารณาคัดเลือกเส้นทางที่มี
ความส าคัญในการเชื่อมโยงสถานีรถไฟและออกแบบถนนอย่างเหมาะสมตามลักษณะการใช้งาน
จะสามารถสนับสนุนการขนส่งทางรางได้อย่างมีประสิทธิภาพ การวางแผนพัฒนาถนนสนับสนุนระบบ
การขนส่งทางรางในการศึกษานี้ได้ประยุกต์ใช้ทฤษฎีการวางแผนอย่างมีเหตุผล (Rational Planning)
ซึ่งประกอบไปด้วยขั้นตอนการด าเนินการเบื้องต้น 5 ขั้นตอน คือ 1. การคัดเลือกถนนที่มีศักยภาพ
2.การรวบรวมข้อมูลทางกายภาพเบื้องต้น 3. การประเมินความเพียงพอของความจุถนนที่มีศักยภาพ
4. การก าหนดรูปแบบการพัฒนาถนน และ 5. การบริหารจัดการเขตทาง โดยผู้วิจัยได้น าหลักการ
ดังกล่าวมาประยุกต์ใช้เพื่อคัดเลือกเส้นทางถนนศักยภาพส าหรับการสนับสนุนระบบการขนส่งทางราง
และ ประเมินปัญหาและแนวทางการพัฒนาถนนเชื่อมโยงสถานีรถไฟ 3 ประเภท ประกอบด้วย สถานี
รถไฟขนส่งผู้โดยสาร สถานีรถไฟขนส่งสินค้า และสถานีรถไฟขนส่งผู้โดยสารและสินค้า

This paper aims to establish the criteria for selecting potential roads
connecting the railway stations in two forms : passenger stations and container-yard
(CY) stations. It also proposes conceptual frameworks to enhance the roadway design
that reinforces the rapid development of the railway network in Thailand. Findings:
While Thailand’s National Strategy signifies the seamless connection for all modes
of transportation, to date, road agencies in Thailand do not have a concrete strategy
to develop their road network that helps passengers and goods to seamlessly feed to the
railway network. Furthermore, there are no guidelines that help the road planners to
design their roads to support railway operations. Hence, if there are criteria for selecting
the road network to bolster railway transportation, it could increase the efficiency
of the whole transport network. To aid the development of such criteria, this
study employs the “Rational Planning Framework” which has five steps as follows :
1. Selection of the potential roads, 2. Information gathering, 3. Analysis of the capacity
of potential roads, 4. Roadway Design, and 5. Road space reallocation. Having applied
these steps, the study identifies the potential roads that support the railway network
and create the road designs that enhance the operations of the three types of
railway stations: passenger-only stations, freight-only stations and a hybrid of both
passenger-and-freight stations.
