การศึกษาเรื่อง แนวทางการสร้างความสามารถทางการแข่งขันของอุตสาหกรรม
ป้องกันประเทศของไทย เป็นการศึกษานโยบายของรัฐบาลในด้านการเพิ่มผลิตภาพ และประสิทธิภาพ
ภาคอุตสาหกรรม เพื่อก้าวสู่การ เป็นอุตสาหกรรมเชิงสร้างสรรค์ และเป็นมิตรต่อสิ่งแวดล้อม
ด้วยการสนับสนุนการสร้างปัจจัยที่เอื้อต่อการผลิต การลงทุน และการสร้างนวัตกรรม อีกทั้ง นโยบาย
ของกระทรวงกลาโหมได้มุ่งให้การสนับสนุนและ ส่งเสริมกิจการอุตสาหกรรมป้องกันประเทศ
ทั้งในส่วนของภาครัฐ
จากการศึกษาพบว่าภาคเอกชนที่เข้ามามีส่วนร่วมในอุตสาหกรรมป้องกันประเทศ
ไม่สามารถเป็นฐานการผลิตได้เนื่องจากข้อจ ากัดในขั้นตอนการด าเนินการทางด้านเอกสารกับภาครัฐ
มีความยุ่งยาก ซับซ้อน ใช้เวลาในการด าเนินการมาก บางครั้งท าให้กระทบกับแผนการผลิตของ
โรงงานประกอบกับปัญหาด้านการตลาดต่างประเทศยังไม่ได้รับความนิยมเพราะการผลิตมีต้นทุนสูง
แนวทางการสร้างความสามารถทางการแข่งขันจะต้องมีการมีการพัฒนาอย่างเป็นระบบ และจะต้อง
มีการประเมินคู่แข่งขันมีการการส่งเสริมการลงทุน และสิทธิประโยชน์ การผ่อนคลาย และแก้ไข
กฎระเบียบที่เปิดโอกาสให้ภาคเอกชนสามารถวิจัย และพัฒนายุทโธปกรณ์ได้ ภาครัฐควรส่งเสริม
การจัดหายุทโธปกรณ์ที่ผลิตในประเทศก่อนที่จะจัดหายุทโธปกรณ์จากต่างประเทศ ภาครัฐ
ควรน าผลงานวิจัยมาเปิดให้ภาคเอกชนน าไปผลิตหรือร่วมผลิตกับเอกชนเพื่อต่อยอดผลการวิจัย
เป็นยุทโธปกรณ์ต่างๆ โดยไม่ติดลิขสิทธิ์ของหน่วยงาน ส าหรับโอกาสของอุตสาหกรรมป้องกัน
ประเทศของไทยในอาเซียนจะต้องอาศัยข้อได้เปรียบจากระเบียงเศรษฐกิจภาคตะวันออกภายใต้
นโยบายไทยแลนด์ 4.0 เป็นแรงสนับสนุนพร้อมทั้งควรมีการจับคู่ทางธุรกิจกับผู้ประกอบการชั้นน า
ในต่างประเทศเพื่อเป็นทางลัดในการพัฒนายุทโธปกรณ์หรือเทคโนโลยีที่ทันสมัยในระดับโลก
เพื่อเพิ่มความสามารถทางการแข่งขันในเวทีอาเซียน

Abstract
Title : Guidelines for Building Competitiveness of the Thai Defense Industry

Subject education Guidelines for Building Competitiveness of the Thai
Defense Industry. This is a study of the government's policy on increasing productivity
and industrial efficiency to advance It's a creative industry and environmentally
friendly by supporting the creation of factors that are conducive to production,
investment and innovation In addition, the Ministry of Defense policy aims to support
and Promote defense industry in both the public sector.
The study found that the private sector participating in the defense
industry cannot be a production base due to the complexity of the document
processing process with the government. Sometimes it affects the production plan of
the factory and the foreign marketing problem is not popular because of the high
cost of production. The approach to building competitiveness has to be developed
systematically and there must be an evaluation of the competitors, there is an
investment promotion and benefits, relaxation and amendments to regulations that allow
the private sector to research and able to develop equipment. The government
should promote the procurement of domestically produced equipment before
acquiring equipment from abroad and should bring the research results open for the
private sector to produce or co-produce with the private sector in order to extend
the research results into various equipment without the copyright of the agency. As
for the opportunities of the Thai defense industry in ASEAN, it must take advantage
of the Eastern Economic Corridor under the Thailand 4.0 policy as a support and
should have business matching with leading foreign operators to become a shortcut
to developing world-class equipment or technology to increase competitiveness in
the ASEAN arena.
