การวิจัย เรื่อง แนวทางการพัฒนาคุณธรรมจริยธรรมทางประชาธิปไตย มีวัตถุประสงค์
การวิจัยเพื่อศึกษาความเข้าใจคุณธรรมจริยธรรมทางประชาธิปไตย วิเคราะห์สภาพปัญหาอุปสรรค
ในการปลูกฝังคุณธรรมจริยธรรมทางประชาธิปไตย และเสนอแนวทางการพัฒนาคุณธรรมจริยธรรม
ทางประชาธิปไตยของนักเรียนมัธยมศึกษาตอนปลาย
ผลการวิจัยพบว่า แนวทางการพัฒนาคุณธรรมจริยธรรมทางประชาธิปไตยของนักเรียน
มัธยมศึกษาตอนปลาย ด้านคารวะธรรม : พฤติกรรมการเคารพในสถาบันชาติ ศาสนา พระมหากษัตริย์
การไม่ล่วงละเมิดสิทธิของผู้อื่นทั้งทางกายและวาจา การใช้เสรีภาพในขอบเขตของกฎหมายและ
ขนบธรรมเนียมประเพณี โดยต้นสังกัดเป็นผู้ก าหนดแนวทาง ส่วนพฤติกรรม การเคารพและแสดงความ
เอื้อเฟื้อซึ่งกันและกัน การใช้ค าพูดเหมาะสมตามฐานะของบุคคลอย่างสุภาพไม่ท าให้ผู้อื่นเดือดร้อน
การยอมรับฟังความคิดเห็นของผู้อื่นโดยใคร่ครวญด้วยวิจารญาณ โดยโรงเรียนและผู้มีส่วนได้ส่วนเสีย
ด้านสามัคคีธรรม : 1. พฤติกรรม การประสานประโยชน์ โดยถือประโยชน์ของส่วนรวมหรือของชาติ
เป็นที่ตั้ง การรับผิดชอบต่อหน้าที่ที่ได้รับมอบหมายจากส่วนรวมและหน้าที่ต่อสังคมต้นสังกัด
เป็นผู้ก าหนดแนวทาง 2. พฤติกรรมการตั้งใจท างานร่วมกันอย่างเต็มใจไม่มีผลประโยชน์แอบแฝง
การยึดประโยชน์ส่วนรวมเป็นที่ตั้ง การเป็นน้ าหนึ่งใจเดียวกันของคนในกลุ่มและสังคม โดยโรงเรียน
และผู้มีส่วนได้ส่วนเสียเป็นผู้ก าหนด ด้านปัญญาธรรม : 1. พฤติกรรมการรู้จักเป็นผู้น าและผู้ตามที่ดีชี้
เหตุผลและความถูกต้องในการตัดสินปัญหา โดยต้นสังกัดเป็นผู้ก าหนดแนว 2. พฤติกรรมการรู้จักรับ
ฟังความคิดเห็นของผู้อื่น ร่วมคิดและร่วมตัดสินใจโดยใช้เหตุผล การพยายามอภิปรายปัญหาโต้แย้งใน
หมู่คณะจนท าให้ทุกคนเห็นคล้อยตาม การใช้วิธีการออกเสียงหาทางออกเมื่อเกิดกรณีเห็นต่างที่มี
เหตุผลที่ดีด้วยกันจนไม่อาจให้กลุ่มหันไปทางใดทางหนึ่งได้ โดยโรงเรียนและผู้มีส่วนได้ส่วนเสีย
เป็นผู้ก าหนด
ข้อเสนอแนะ ส านักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการและ
กระทรวงที่เกี่ยวข้อง ปฏิรูปหลักสูตรการศึกษาขั้นพื้นฐานทั้งระบบ สร้างกลไกสภานักเรียน (Student
Council) ให้เกิดประสิทธิภาพพลเมืองประชาธิปไตยผ่านกิจกรรม “สภานักเรียน” อย่างจริงจัง
ทุกโรงเรียน ก าหนดนโยบายให้โรงเรียนด าเนินโครงการโรงเรียนคุณธรรมตามศาสตร์พระราชาสืบสาน
ต่อยอดตามพระราโชบายของพระบาทสมเด็จพระวชิรเกล้าเจ้าอยู่หัว รัชกาลที่ 10 และจัดท าคู่มือ
ครอบครัวการเลี้ยงลูกให้มีคุณธรรมจริยธรรมทางประชาธิปไตย ให้มีการสื่อสารที่เป็นธรรมของ
สื่อมวลชน ทั้งสื่อโทรทัศน์ วิทยุสื่อสิ่งพิมพ์ อินเตอร์เน็ตในการรณรงค์สร้างความรู้ความเข้าใจและ
ความตื่นตัวและคุณสมบัติของความเป็นพลเมืองไทย ในระบอบประชาธิปไตยเพื่อให้ประชาชนช่วยกัน
สร้างและพัฒนาตนเองให้เคารพผู้อื่น เคารพกติกาและร่วมกันแก้ปัญหาของสังคมโดยเริ่มต้นที่ตนเอง

The objectives of this research on the development of ethics in democracy
is to study the understanding of morals, ethics, democracy, analyze problems and
obstacles in cultivating democratic morality and propose guidelines for the development
of morality and democracy of high school students.
The results revealed that Guidelines for the Development of Morality and
Democracy of High School Students should consist of reverence behavior of respect in
the institution of nation, religion, and monarchy,none ofviolating the rights of others, both
physically and verbally, exercising freedom in the scope of the law and customs.
The agency sets the guidelines of respectful and generous behaviors which are polite
and appropriate use of speech to the persons' positions, and accepting others' opinions
through thoughtful reflection by schools and stakeholders. Fellowship aspect : 1. Coordination
behavior with the interests of the public or the nation, responsibility for the duties
assigned by the public and the duties to society. The agency determines these
guidelines. 2. Behavior of willing to work together willingly without benefits insisting on
the common good solidarity of the group and society. These issues should be
designated by schools and stakeholders. Cognitive aspects : 1. Behavior of knowing
how to be a good leader and follower. Point out the reasons and the correctness in
judging the problem. The agency sets the guidelines. 2. The behavior of accepting other
people's opinions. Participate in thinking and make informed decisions attempting to
debate and argue among the group until everyone agrees, using the method of voting
for an exit when there is a disagreement with good reasons together that the group
cannot turn to any direction. These issues should be designated by schools and
stakeholders.
Recommendations for the Office of the Basic Education Commission
Ministry of Education and related ministries are that there should be a reform of the
basic education curriculum throughout the system, building ‘Student Council’ to be
effective democratic citizens through activities "Student Council" seriously in all
schools. There should be a policy for the school to carry out the moral school project
according to the King's science, continue to build on the royal advice of King
Maha Vajiralongkorn, King Rama 10, and prepare a family manual for raising children to
have morality, ethics, democracy, fair communication by the mass media such as
television media, print media, radio, the Internet to be a campaign to raise awareness
and qualifications of Thai citizenship over democracy to help people build and
develop themselves to respect others and the rules in order to work together to solve
social problems starting with themselves.
