เรื่อง การพัฒนาเศรษฐกิจระดับภูมิภาคของประเทศไทยในรูปแบบคลัสเตอร์

งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาทฤษฎีที่เกี่ยวข้องกับการพัฒนาเศรษฐกิจระดับ
ภูมิภาคของประเทศไทย ศึกษาและวิเคราะห์ปัญหาอุปสรรคการพัฒนาเศรษฐกิจในระดับภูมิภาคของ
ประเทศไทยและงานวิสาหกิจชุมชนในประเทศไทยรวมถึงข้อจำกัดของการดำเนินกิจกรรมทางเศรษฐกิจใน
รูปแบบดังกล่าวที่มีต่อการพัฒนาเศรษฐกิจของประเทศในองค์รวม และเสนอแนะแนวทางการพัฒนา
เศรษฐกิจระดับภูมิภาคของประเทศไทยในรูปแบบคลัสเตอร์และวิสาหกิจชุมชน นำมาวิเคราะห์ถึงความ
เป็นไปได้ที่จะจัดตั้งคลัสเตอร์วิสาหกิจชุมชนระดับภูมิภาคในประเทศไทย โดยมีขอบเขตของการวิจัยในการ
มุ่งศึกษาเกี่ยวกับแนวคิดการจัดตั้งคลัสเตอร์วิสาหกิจชุมชนเพื่อเป็นเครื่องมือในการกระจายความเจริญทาง
เศรษฐกิจไปในระดับภูมิภาคของประเทศไทย โดยศึกษาพัฒนาการแนวความคิดของการจัดตั้งวิสาหกิจ
ชุมชน การจัดตั้งคลัสเตอร์ รวมถึงข้อจำกัดในการดำเนินการกิจกรรมทางเศรษฐกิจของทั้งสองรูปแบบ เพื่อ
นำมาพัฒนาเป็นรูปแบบการจัดตั้งคลัสเตอร์วิสาหกิจชุมชน โดยใช้วิธีดำเนินการวิจัยเชิงคุณภาพ รวบรวม
ข้อมูลด้วยวิธีวิจัยแบบเอกสารโดยการศึกษาตำราและเอกสารต่างๆ วิเคราะห์เนื้อหานำมาเปรียบเทียบ
และสังเคราะห์ข้อมูลทฤษฎีและหลักการต่างๆ นำเสนอข้อมูลแบบรายงานวิจัยเชิงพรรณาและวิเคราะห์
ผลการศึกษาสรุปได้ว่า มีทฤษฎีที่เกี่ยวข้องกับการพัฒนาเศรษฐกิจในระดับภูมิภาคของไทย โดยมีรัฐเป็น
หัวใจสำคัญในการวางแผนนโยบายทางเศรษฐกิจเพื่อให้บรรลุถึงเป้าหมายต่างๆ อย่างไรก็ตาม ยังมี
ข้อจำกัดของการดำเนินธุรกิจในรูปแบบคลัสเตอร์ในประเทศไทยที่มีอยู่ในวงจำกัด และข้อจำกัดของ
วิสาหกิจชุมชนในประเทศไทยที่ยังพบปัญหาการดำเนินงานด้านการตลาด และปัญหาด้านข้อกฎหมายซึ่งรัฐ
ควรมีการจัดตั้งคลัสเตอร์วิสาหกิจชุมชนระดับภูมิภาคในประเทศไทยเพื่อการรวมกลุ่มทางเศรษฐกิจในระดับ
ภูมิภาค โดยวิจัยฉบับนี้มีข้อเสนอแนะคือ ๑) รัฐควรวางมาตรการเชิงนโยบายผลักดันการจัดตั้งคลัสเตอร์
วิสาหกิจชุมชน เพื่อประโยชน์ในการพัฒนาเศรษฐกิจระดับภูมิภาคในประเทศไทย ๒) รัฐควรออกกฎหมาย
เพื่อจัดตั้งคลัสเตอร์วิสาหกิจชุมชน โดยมีการจัดตั้งคณะกรรมการวิสาหกิจชุมชนระดับต่างๆ ร่วมพัฒนา
ผลิตภัณฑ์หรือบริการของคลัสเตอร์วิสาหกิจชุมชนเพิ่มเติมและให้การสนับสนุนทางด้านเครดิต และ ๓)
ควรทำการศึกษาและวิจัยความเป็นไปได้ของการพัฒนาสินค้าหรือบริการที่ผลิตภายในคลัสเตอร์วิสาหกิจ
ชุมชนแต่ละแห่งเพื่อพัฒนาทรัพยากรความรู้เพิ่มเติมด้วย

The purpose of this research is to study the theory of the regional economic
development of Thailand, to analyze the obstacles of the regional economic development of
Thailand and the community enterprise in Thailand, including the constraints of performing
economic activities in such manner and its impact on the country economic development in a
holistic approach, and to suggest the development guideline of the regional economic of
Thailand in form of cluster and the community enterprise which leads to thefeasibility analysis
of the establishment of the cluster community enterprise in Thailand’s regional level. The scope
of research would focus on the concept of the cluster community enterprise establishment as
a tool to distribute economic prosperity to the regional level of Thailand by studying the concept
growth of the establishment of community enterprise and cluster. The research is conducted in
qualitative aspect by gathering data from multiple sources of paper, then analyze and synthesize
theories and principles in descriptive research.
The study can conclude that the theory related to the regional economic
development of Thailand does exist, which state the key for economic policy is planning to
achieve targets. However, performing business in cluster manner is limited in Thailand and the
constraint of community enterprise in Thailand was found in the aspect of marketing operation
and legislation which state should establish the cluster community enterprise in regional level
of Thailand to consolidate the regional economic. The suggestion of this research are; 1) The
state should lay down measures for cluster community enterprise establishment for the benefit
of the regional economic development of Thailand. 2) The state should enact law for cluster
community enterprise establishment by appointing local enterprise committee in various levels
to altogether develop products and services of cluster community enterprise and support in the
aspect of credit. 3) The study and research on feasibility of product and service development
within individual cluster community enterprise should be conducted in order to increase
knowledge resources.
