เรื่อง การพัฒนางานด้านการข่าวกรองของกองทัพอากาศ
เพื่อขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปี
ลักษณะวิชา การทหาร

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความเชื่อมโยงทางยุทธศาสตร์งานด้านการข่าวกรอง
ของกองทัพอากาศกับยุทธศาสตร์ชาติด้านความมั่นคง และหาแนวทางการพัฒนางานด้านการข่าวกรอง
ของกองทัพอากาศ ให้สามารถสนับสนุนการขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปีเป็นการวิจัยเชิงคุณภาพ
โดยการศึกษาและวิเคราะห์ ยุทธศาสตร์หรือนโยบายที่เกี่ยวข้องกับงานด้านการข่าวกรอง และการ
สัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิด้านยุทธศาสตร์และด้านการข่าวกรองของกองทัพอากาศ ผลการวิจัย
สรุปได้ว่า ขีดความสามารถด้านการข่าวกรอง หรือขีดความสามารถด้าน ISR ของกองทัพอากาศ
เป็นส่วนหนึ่งของการพัฒนาระบบงานข่าวกรองแบบบูรณาการ ที่ก าหนดไว้ในแผนแม่บทภายใต้
ยุทธศาสตร์ชาติประเด็นความมั่นคง (พ.ศ.๒๕๖๑ - ๒๕๘๐) ทั้งนี้ วิสัยทัศน์ในการพัฒนางานด้าน
การข่าวกรองของกองทัพอากาศ คือ “กองทัพอากาศมีข่าวกรองเพียงพอต่อการปฏิบัติภารกิจ และ
สนับสนุนการบริหารจัดการความมั่นคงแห่งชาติได้อย่างมีประสิทธิภาพ” ประกอบด้วย ๖ กลยุทธ์ คือ
การปรับปรุงแผนแม่บทกองทัพอากาศด้านการข่าวกรอง การปรับปรุงโครงสร้างหน่วยงานด้าน
การข่าวกรอง การปรับปรุงระบบงานด้านการข่าวกรองการปฏิรูประบบบริหารก าลังพลด้านการข่าวกรอง
การพัฒนาเทคโนโลยีด้านการข่าวกรอง และการพัฒนาสู่องค์กรสมรรถนะสูง มีข้อเสนอแนะควร
ปรับปรุงโครงสร้างหน่วยงานด้านการข่าวกรองของกองทัพอากาศ ทั้งโครงสร้างเตรียมก าลังและ
ใช้ก าลัง ให้สามารถปฏิบัติตามคู่มืออ านวยการยุทธ ศูนย์ปฏิบัติการกองทัพอากาศ ได้อย่างมี
ประสิทธิภาพ สามารถส่งเสริมการพัฒนาระบบงานข่าวกรองแห่งชาติแบบบูรณาการให้เกิดเป็นรูปธรรม
ควรปรับปรุงแผนแม่บทกองทัพอากาศด้านการข่าวกรอง ให้สามารถน ากลยุทธ์ไปสู่การปฏิบัติได้อย่าง
มีประสิทธิผลตามตัวแบบที่เสนอไว้ควรจัดตั้งคณะท างานปรับปรุงระบบงานด้านการข่าวกรอง
ให้สามารถปฏิบัติตามคู่มืออ านวยการยุทธและบูรณาการ ISR ของกองทัพอากาศได้อย่างมี
ประสิทธิภาพ รวมถึงน าผลผลิตไปใช้ประกอบการพิจารณาปรับปรุงโครงสร้างหน่วยงานด้านการ
ข่าวกรองของกองทัพอากาศต่อไป ควรจัดท าสมรรถนะหลักและสมรรถนะหน้าที่ด้านการข่าวกรอง
ให้สอดคล้องกับความต้องการด้านการข่าวกรองของกองทัพอากาศ รวมถึงน าผลผลิตไปใช้
ประกอบการพิจารณาการปฏิรูประบบบริหารก าลังพลด้านการข่าวกรองต่อไป และควรน าเสนอ
ขีดความสามารถด้าน ISR ของกองทัพอากาศ ให้ประชาคมข่าวกรองภายในประเทศและหน่วยงาน
ภาครัฐที่มีส่วนเกี่ยวข้องในการบริหารจัดการปัญหาและความมั่นคงของชาติทราบ เพื่อประโยชน์
ในการบูรณาการข้อมูลด้านความมั่นคงและการพัฒนาระบบงานข่าวกรองแห่งชาติแบบบูรณาการ
ทั้งนี้ ในครั้งต่อไปควรท าการวิจัยปัจจัยที่น าไปสู่ความส าเร็จในการน าแนวทางการพัฒนางานด้านการ
ข่าวกรองของกองทัพอากาศไปสู่การปฏิบัติและการวิจัยประเมินผลการปฏิบัติตามแผนแม่บท

Title Development of the Royal Thai Air Force Intelligence Affairs in
Implementing the 20-year National Strategy

This research is aimed at studying strategic connection between
the Royal Thai Air Force intelligence affairs and the national security strategy and
acquiring a guideline for the development in the Royal Thai Air Force intelligence affairs
in support of the implementation of the 20-year National Strategy. It is completed as
the qualitative research by means of study and analysis of the strategies or policies
related to intelligence and the in-depth interviews with the Royal Thai Air Force
personnel whose expertise is associated with the areas of strategy and intelligence.
What has been concluded by this research includes the intelligence
capability or the Intelligence, Surveillance, And Reconnaissance (ISR) capability of
the Royal Thai Air Force as part of the integrated intelligence development specified
in the masterplan within the framework of the national strategy concerning security
(2019-2037). In this regard, the vision in the development of the Royal Thai Air Force
intelligence affairs is that “the Royal Thai Air Force obtains sufficient intelligence to
effectively accomplish its missions and support national security administration”
and comprises six strategies including improvement of the masterplan for the Royal
Thai Air Force intelligence affairs, improvement of the organizational structures of the
intelligence-related agencies, intelligence-related working system, intelligence personnel
administration reform, intelligence technology development, and development toward
high-performance organization.
Based on the policies, it is suggested that there be the restructuring of
the intelligence-related components of the Royal Thai Air Force covering both force
preparation and force employment to be efficiently practiced in compliance with the
combat directive manuals of the Royal Thai Air Force Operating Center and concretely
support the National integrated intelligence working system. The Royal Thai Air Force
intelligence masterplan should also be revised to enable the adoption of various
strategies into practice in an effective manner in accordance with the proposed model.
In the practical viewpoint, a working group should be set up to be
responsible for the improvement of the intelligence affairs to bring the combat
directive manuals, to efficiently integrate the Royal Thai Air Force ISR, and to exploit
the products as part of the consideration in the restructuring of the Royal Thai Air Force
intelligence-based components. Key performance and functional performance in terms
of intelligence should be produced in consistent with the intelligence requirements in
the Royal Thai Air Force. Additionally, such products should also be exploited during
the consideration in the intelligence personnel administration reform. The ISR capability
of the Royal Thai Air Force should be presented to the domestic intelligence community
and the public authority associated with addressing the problems and national security
for the sake of the integration of the security-related information and the developed
integration of the national intelligence working system.
Thus, the subsequent study should focus on the factors which enable
the guideline for the development of the Royal Thai Air Force intelligence affairs into
practices, as well as the assessment of its implementation results in accordance with
the Royal Thai Air Force intelligence masterplan.
