ASEAN our Eyes เป็นความร่วมมือด้านการข่าวระหว่างประเทศสมาชิกอาเซียน
ทั้ง ๑๐ ประเทศ ที่มีวัตถุประสงค์เพื่อเป็นกลไกให้ประเทศสมาชิกได้แลกเปลี่ยนข้อมูลระดับ
ยุทธศาสตร์ที่เกี่ยวข้องกับการก่อการร้าย แนวคิดหัวรุนแรงและความรุนแรงสุดโต่ง โดยไม่มีการจัดตั้ง
ศูนย์หรือหน่วยงานขึ้นมาใหม่ แต่จะใช้กลไกข่าวกรองระดับยุทธศาสตร์ที่มีอยู่แล้วของแต่ละประเทศ
ในการด าเนินการ ส าหรับเครื่องมือที่ใช้ส่งข้อมูล ให้แสวงหาประโยชน์จากโครงการระบบโครงสร้าง
การสื่อสารโดยตรงของประเทศสมาชิกอาเซียนภายใต้ความร่วมมือในกรอบการประชุมรัฐมนตรี
กลาโหมอาเซียน หลังจากการเปิดตัวโครงการและลงนามในแถลงการณ์ร่วมที่เป็นการก าหนดกรอบ
ความร่วมมือ ปัจจุบันอยู่ในขั้นตอนของการก าหนดให้มีการพัฒนาระเบียบปฏิบัติประจ า รวมทั้งให้มี
การพัฒนามาตรการด้านความปลอดภัยในเรื่องข้อมูล การติดต่อสื่อสาร และระบบที่ใช้
เอกสารวิจัยฉบับนี้มุ่งศึกษากรอบความร่วมมือด้านการข่าวของกระทรวงกลาโหม
กับประเทศสมาชิกอาเซียนเพื่อเสนอแนวทางการประสานความร่วมมือด้านการข่าวของกระทรวง
กลาโหมในโครงการ ASEAN our Eyes โดยวิเคราะห์สภาพปัญหาที่เป็นสถานภาพความร่วมมือ
และความเป็นเอกภาพในการด าเนินงานของหน่วยในกระทรวงกลาโหมจากการรวบรวมข้อมูลทุติยภูมิ
เพื่อน ามาเขียนเป็นการจัดท าร่างแนวทางการประสาน ที่ประกอบด้วยเอกสารทั้ง ๔ ส่วน ซึ่งมีความส าคัญ
อยู่ที่ส่วนที่ ๓ แนวทางความร่วมมือ โดยมีประเด็นหัวข้อในเรื่อง กรอบแนวคิดในการด าเนินการก าหนด
เป้าหมายประเทศที่ได้จากการวิเคราะห์จากข้อมูลทุติยภูมิที่รวบรวม ส าหรับหัวข้อในเรื่องการ
ด าเนินการประสานความร่วมมือด้านการข่าว เป็นการจัดท าเป็นเอกสารที่เป็นแบบสอบถามที่ใช้ใน
การท าการวิจัย รวมถึงการประเมินจากผลการสัมภาษณ์
เมื่อน าผลการวิจัยที่ได้จากการวิเคราะห์ในแต่ละหัวข้อค าถามมาท าการสังเคราะห์
และปรับแก้ไขร่างเอกสารใหม่ พบว่าบุคลากรทุกระดับตระหนักถึงความส าคัญของแนวทาง
การประสานความร่วมมือด้านการข่าวของกระทรวงกลาโหมกับประเทศสมาชิกอาเซียนในโครงการ
ASEAN our Eyes เพื่อให้หน่วยงานด้านการข่าวของกระทรวงกลาโหม ยึดถือเป็นกรอบปฏิบัติ
โดยก าหนดการด าเนินการใน ๕ ด้าน ได้แก่ ด้านก าลังพลและทรัพยากร ด้านบูรณาการ ด้านบริหาร
จัดการด้านแสวงประโยชน์จากการด าเนินการทูตโดยฝ่ายทหาร และด้านแสวงประโยชน์จากแนว
ทางการเสริมสร้างความร่วมมือด้านความมั่นคงกับมิตรประเทศ ทั้งนี้เมื่อห้วงเวลาผ่านไป
ผู้วิจัยได้เสนอการศึกษาหรือวิจัยเพิ่มเติม เพื่อให้มีการด าเนินงานตามโครงการ ASEAN our Eyes
ซึ่งจะมีรายละเอียด และประเด็นอื่นๆ เพิ่มมากยิ่งขึ้น

Title Guidance for Intelligence Coordination with ASEAN Member States on
ASEAN Our Eyes

ASEAN Our Eyes is an intelligence cooperation among 10 ASEAN Member
States (AMS) which aims to act as a platform for AMS to exchange strategic intelligence
related to violent extremist, radicalisation and terrorist without setting up a new centre
or unit but will utilise existing intelligence strategic mechanism of each country in
carrying out the mission. In sharing information, ASEAN Direct Communication
Infrastructure under the cooperation framework of the ASEAN Defence Ministers’
Meeting may be exploited. After launching the project and signing of the Joint
Declaration that designated a cooperation framework, it is currently under the
development stage of Standard Operating Procedures (SOP) and security protocols to
ensure information, communication, and infrastructure that will be used.
This paper aims to study cooperation framework on intelligence between
the Ministry of Defence and AMS in order to propose a guidance for intelligence
coordination for the Ministry of Defence to be used for ASEAN Our Eyes. It analysed
issues of cooperation status and operation unity in carrying out the mission within
the Ministry of Defence by gathering secondary information and establishing a draft
coordination guidance. It is comprised of 4 chapters and in the third part, which is
a major part, contains coordination guidance covering a conceptual framework
on establishing country’s goal from the analysing of secondary information that has
been gathered. For the heading on intelligence coordination practices, it has been
conducted by establishing a research questionnaire and interviewing for evaluation.
After analysing research result of each topic of the questionnaire, the paper has
been synthesized and edited. It was found that personal at all levels are aware of the
importance of guidance on intelligence coordination between the Ministry of Defence and
AMS under ASEAN Our Eyes as a working framework for intelligence units within the Ministry
of Defence. Five (5) operationareas have been designated including personal and human
resources, integration, management, exploitation of defence diplomacy and exploitation
from the enhancement of security cooperation with friendly nations. As time passed by, the
researcher has proposed to conduct further studies or researches to enable the
conduct of ASEAN Our Eyes which will include more issues in greater detail.
