เรื่อง การพิทักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมในพื้นที่ป่ารอยต่อ ๕ จังหวัด
(ภาคตะวันออก) ของกองบัญชาการป้องกันชายแดนจันทบุรีและตราด
กรณีศึกษาเฉพาะพื้นที่จังหวัดจันทบุรี

การวิจัยครั้งนี้ มีจุดประสงค์หลักเพื่อศึกษาแนวทางการบริหารจัดการป่ารอยต่อ
๕ จังหวัด (ภาคตะวันออก) ของกองบัญชาการป้องกันชายแดนจันทบุรีและตราด กรณีศึกษาเฉพาะ
พื้นที่จังหวัดจันทบุรีโดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) ทำการรวบรวม
ข้อมูลทุติยภูมิจากหลักการและแนวคิด รวมถึงวรรณกรรมที่เกี่ยวข้อง และข้อมูลปฐมภูมิ จากการ
สัมภาษณ์แบบมีโครงสร้างของกลุ่มผู้ให้ข้อมูลสำคัญ (key informant) จากตัวแทนหน่วยงาน
ที่ปฏิบัติงานในพื้นที่ป่ารอยต่อ ๕ จังหวัด จำนวน ๗ ท่าน และวิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์
เนื้อหา (Context Analysis)
ผลการศึกษาพบว่า การบริหารจัดการป่ารอยต่อ ๕ จังหวัด มีความจำเป็นต้องจัดทำ
แผนแม่บทการอนุรักษ์ป่ารอยต่อ ๕ จังหวัด อันเนื่องมาจากพระราชดำริของสมเด็จพระนางเจ้าสิริกิติ์
พระบรมราชินีนาถ พระบรมราชชนนีพันปีหลวง เพื่อให้ กระทรวง ทบวง กรม หน่วยงาน
ที่เกี่ยวข้อง และภาคเอกชนเป็นกรอบแนวทางการดำเนินการ และมีการแบ่งมอบหน้าที่ที่ชัดเจนให้กับ
หน่วยงานต่าง ๆ โดยสอดรับกับพระราชดำริ และพระราชเสาวนีย์ของสมเด็จพระนางเจ้าสิริกิติ์
พระบรมราชินีนาถ พระบรมราชชนนีพันปีหลวง และใช้หลักคิดตามหลักการทรงงานและ
หลักปรัชญาของเศรษฐกิจพอเพียงของพระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช
บรมนาถบพิตร โดยมีจุดมุ่งหมายและเป้าหมาย คือ การพัฒนาคนให้พออยู่พอกินและพึ่งตนเองได้
โดยทรงยึดหลักการดำเนินงานบนทางสายกลางเป็นขั้นเป็นตอนบนพื้นฐานของความสมดุลพอดี
ในทุกภาคส่วน มีความสอดคล้องกับสภาพแวดล้อมตามวิถีแห่งธรรมชาติด้วยมรรควิธีที่เรียบง่ายและ
สามารถนำไปปฏิบัติได้จริง นอกจากนั้นต้องสอดคล้องกับยุทธศาสตร์ชาติ (พ.ศ.๒๕๖๑ – ๒๕๘๐)
เป็นกรอบระยะยาว เพื่อให้บรรลุวิสัยทัศน์ที่ว่า ประเทศมีความมั่นคง มั่งคั่ง ยั่งยืน เป็นประเทศพัฒนา
แล้ว ด้วยการพัฒนาตามปรัชญาของเศรษฐกิจพอเพียง และแผนการพัฒนา เพื่อเสริมความมั่นคง
ในพื้นที่เขตกองบัญชาการป้องกันชายแดนจันทบุรี(พ.ศ.๒๕๖๑ – ๒๕๖๕) สำหรับข้อเสนอแนะ
ที่ได้จากการวิจัย พบว่า การอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมในพื้นที่ป่ารอยต่อ ๕ จังหวัดข
จำเป็นจะต้องได้รับความร่วมมือจากหน่วยงานที่เกี่ยวข้อง จนถึงประชาชนในระดับหมู่บ้าน จำเป็น
จะต้องมีการประสานงาน และส่งเสริมการบูรณาการหน่วยงานต่าง ๆ ในพื้นที่จังหวัดจันทบุรี

Abstract
Title : Protection of natural resources and environment in the boundary of
the 5 boundary forest areas (Eastern region) of Chanthaburi and Trat
border defense headquarters: A case study of Chanthaburi province.

This research main objective is to study the guidelines for managing
forests in the 5 provinces (Eastern region) of the Chanthaburi and Trat border defense
headquarters. A case study of Chanthaburi province by using the qualitative research
methodology to collect secondary data from principles and concepts including
related literature and primary data from a structured interview of 7 key informants
from representatives of the agencies operating in the 5 boundary forest areas and
analyzed by context analysis.
The results show that the management of 5 boundary forest forests is
necessary to formulate a master plan for conserving the 5 boundary forests due to

obtained from the research, it is found that the conservation of natural resources
