การจัดระเบียบพื้นที่ชายแดน รวมทั้งปัญหาและข้อขัดข้องในการปฏิบัติงาน
ของเจ้าหน้าที่ส่งผลกระทบต่อการด าเนินงานในพื้นที่ด้านปัญหาเส้นเขตแดน ปัญหาผู้หลบหนี
เข้าเมือง ปัญหาอาชญากรรมข้ามชาติ ปัญหายาเสพติด ปัญหาการค้าสิ่งผิดกฎหมาย และปัญหา
ความมั่นคงอื่นๆ “การจัดระเบียบพื้นที่ชายแดนในพื้นที่รับผิดชอบของกองก าลังสุรนารี กรณีศึกษาจุด
ผ่านแดนถาวรช่องจอม อ าเภอกาบเชิง จังหวัดสุรินทร์” มีเป้าหมายเพื่อสร้างพื้นที่ชายแดนให้มีความ
มั่นคงปลอดภัยและสามารถพัฒนาได้อย่างยั่งยืน พร้อมทั้งบูรณาการ การแก้ไขปัญหาบริเวณชายแดน
ระหว่างหน่วยงานต่างๆ หากไม่มีการจัดระบบที่เป็นรูปธรรม ยิ่งส่งผลท าให้เกิดปัญหาด้านความมั่นคง
เพิ่มมากขึ้น เพื่อให้สอดคล้องกับยุทธศาสตร์ชาติ ๒๐ ปีที่มุ้งเน้นการบูรณาการพัฒนาระบบบริหาร
จัดการอย่างมีประสิทธิภาพ งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อ ศึกษาปัญหาข้อขัดข้องและก าหนด
แนวทางในการปฏิบัติงานของเจ้าหน้าที่แต่ละหน่วยงานในพื้นที่ตามแนวชายแดน ในจุดผ่านแดนถาวร
ช่องจอม อ าเภอกาบเชิง จังหวัดสุรินทร์ โดยมีขอบเขตของการวิจัย ใน ๓ ด้านหลักๆ คือ ด้านที่ ๑
ขอบเขตด้านประชากร ด้านที่ ๒ ขอบเขตด้านเนื้อหา และด้านที่ ๓ ขอบเขตด้านระยะเวลา
จากผลการวิจัยพบว่า แนวทางการจัดระเบียบชายแดนตามแผนยุทธศาสตร์ชาติ๒๐ ปี
มีความครอบคลุม กับการปฏิบัติของจุดผ่านแดนถาวรโดยมีระเบียบก าหนดแนวทางการท างาน
ครอบคลุมทุกหน่วยงานอย่างเป็นระเบียบ มีข้อก าหนดนโยบายและแนวทางการด าเนินการรองรับ
สถานการณ์ต่างๆ อย่างเป็นแม่บทและชัดเจน โดยมีข้อเสนอแนะจากการที่ผู้วิจัยลงพื้นที่เพื่อส ารวจ
สืบสภาพปัญหาโดยการสัมภาษณ์ข้อมูลเชิงลึก จากเจ้าหน้าที่ปฏิบัติงานจากหน่วยงานต่างๆ บริเวณ
จุดผ่านแดนถาวรช่องจอม พบว่าโดยภาพรวมน าเสนอปัญหาด้านการขยายระยะเวลาเปิดด่านที่ไม่สมดุล
กับปริมาณการผ่านเข้าออก บุคคล - สินค้า ในห้วงกลางคืน สถานที่ ที่ตั้ง ของด่านศุลกากรและ
หน่วยงานที่เกี่ยวข้อง เป็นแบบชั่วคราวมีสภาพเก่า อีกทั้งเป็นพื้นที่ ทับซ้อนของกรมทางหลวง และ
เขตรักษาพันธุ์สัตว์ป่า รวมทั้งยังขาดอุปกรณ์เครื่องมือประจ าหน่วยงานที่ทันสมัย ควรได้รับการ
ปรับปรุงพัฒนาอาคารให้ถาวร มีสิ่งอุปกรณ์เครื่องมือที่ทันสมัย เพื่อเอื้ออ านวยต่อการผ่านเข้า-ออก
ประเทศ ในแบบ One Stop Service เพื่อลดเวลาและขั้นตอนในกระบวนการผ่านแดน ส าหรับ
ข้อเสนอแนะ ในการท าวิจัยครั้งต่อไป ควรก าหนดแนวทาง ดังนี้
๑. ก าหนดแนวทางการแก้ไขปัญหา โดยพิจารณาห้วงระยะเวลาปฏิบัติงานของแต่ละ
หน่วยงานร่วมกัน แก้ไขปัญหาที่ดินทับซ้อนต่อกระทรวง ทบวง กรม ของแต่ละหน่วยงาน ทุกส่วน
ราชการที่เกี่ยวข้องร่วมกันพัฒนา เสนอ โครงสร้าง ที่ตั้งอาคารส านักงานงาน ด่านศุลกากรแห่งใหม่
เพื่อให้การปฏิบัติงานร่วมกัน เกิดความประสานสอดคล้อง มีการจัดการปัญหาด้านความมั่นคง
แบบบูรณาการร่วม เพื่อสลายโครงสร้างกระบวนการผิดกฎหมายข้ามชาติต่างๆ ประสานความร่วมมือข
ด้านการประชาสัมพันธ์ระหว่างประเทศไทยกับกัมพูชาอย่างทั่วถึง ด้วยสื่อ Internet หรือสิ่งพิมพ์
สองภาษา และก าหนดนโยบาย ขั้นตอน การปฏิบัติที่ชัดเจนเกี่ยวกับการช่วยเหลือด้านมนุษยธรรม
ร่วมกับส่วนราชการที่เกี่ยวข้อง
๒. ก าหนดแนวทางการพัฒนาการจัดระเบียบพื้นที่ชายแดน จุดผ่านแดนถาวรช่องจอม
เช่น สร้างการเชื่อมโยงฐานข้อมูลระบบของสินค้า บุคคลผ่านเข้า-ออก และยานพาหนะ แต่ละ
หน่วยงานเข้าด้วยกัน จัดระเบียบอาคารสถานที่ปฏิบัติงานจากลักษณะเข้า-ออก เส้นทางเดียว
ในรูปแบบ One Stop Service ปรับปรุงอุปกรณ์ เครื่องมือ ของส่วนราชการให้เพียงพอและทันสมัย
ทัดเทียมกับมาตรฐานอาณาประเทศ และก าหนดมาตรการป้องกันโรคติดต่อร้ายแรง โดยก าหนด
เจ้าหน้าที่ ผู้ช านาญการ เฉพาะด้านโรคติดต่อ รวมทั้งเครื่องมือพิเศษที่จ าเป็นเพิ่มเติมประจ าจุด
ผ่านแดนถาวร เพื่อให้เกิดประสิทธิภาพในการด าเนินงานสูงสุด

responsibility, a case study of the permanent border crossing point

Organization of border areas Including the problems and difficulties in the
work of the authorities affect operations in the areas such as border line
demarcation, immigration, transnational crimes, narcotic, illegal trade and other
security issues. “ Organizing border areas under the Suranaree Force’s area of
responsibility, a case study of the permanent border crossing point of Chong Chom,
Kab Choeng District, Surin Province” aims to create a safe and stable border area and
able to develop sustainably, with integration Solving problems at the border area
between various agencies, which is, If there is no concrete organization to take
charging, will resulting in more security problems. To be in line with the 2 0 -year
national strategy that emphasizes the integration of effective management systems.
Therefore, this research aims to Study problems, and set guidelines for officers of
each agency in the area along the border at the permanent border crossing point,
Chong Chom, Kap Choeng District, Surin Province, to perform their functions. There
are three main areas of research; area 1: population scope, area 2: content scope
and area 3 : time scope. From the research results, it was found that Organizing
border areas guidelines following to the 2 0 -year national strategic plan are
comprehensive, its cover the practice of the permanent border crossing point with a
regulation of working guideline covering all departments orderly. There are clear and
comprehensive policies and operational guidelines for various situations. However,
from the facts which researcher went to the area to explore Tracing problems by
conduct interviewing insights with operating staffs from various departments at the
Chong Chom permanent border crossing point, found that, overall, there was an
unbalanced between the checkpoint opening period and the quantity of persongoods entry and exit during the night, the location of the customs house and the
relevant authorities were made for temporary, had an old condition and area also
overlapping of the Department of Highways And wildlife sanctuaries, Including the
lack of modern office equipment which should be renovated and developed
permanently with modern equipment to facilitate the entry-exit of the country in a ง
one-stop service to reduce the time and step in the border crossing process. As for
the suggestions for the next research, should set guidelines as follows
1 . Stipulate solutions for solving problems by integrating consider the
working period of each department, fix the problem of land overlapping with the
ministries, bureaus and departments of each agency, all related sectors jointly
develop and propose the structure of the new customs office building to
synchronized the joint Work, Integrated resolutions for security matters, to obliterate
the structure of illegal transnational movements, and thoroughly coordinate joint
public relations between Thailand and Cambodia via internet or bilingual
publications and establish clear policies and procedures regarding humanitarian aid
with the relevant government agencies
2 . Stipulate guidelines for the development of organizing border area,
Chong Chom permanent border crossing points such as linkage of goods, personal
entry and vehicle entry database form each department, organize buildings and work
places from an in/out single route into one stop service, improving equipment of
government agencies with equivalent to international, and provide sufficiently, also
establish measures to prevent serious communicable diseases by assigning staff who
specialize in communicable diseases Including the additional necessary special tools
at permanent border crossing point to achieve maximum operational efficiency.
