เรื่อง แนวทางการเตรียมพร้อมกองบินตำรวจเพื่อสนับสนุนการบรรเทาสาธารณภัย

การจัดการภัยพิบัติและสาธารณภัยของประเทศ ปัจจุบันมีพระราชบัญญัติป้องกันและ
บรรเทาสาธารณภัย พ.ศ.๒๕๕๐ และแผนการป้องกันและบรรเทาสาธารณภัยแห่งชาติพ.ศ.๒๕๕๘
เป็นกฎหมายหลักและแผนในการดาเนินการ เพื่อให้การปฏิบัติหน้าที่ในส่วนของสำนักงานตำรวจ
แห่งชาติสามารถตอบสนองต่อการบริหารจัดการสาธารณภัยของประเทศไทยได้อย่างมีประสิทธิภาพ
สำนักงานตำรวจแห่งชาติจึงจัดทำแผนการป้องกันและบรรเทาสาธารณภัย สำนักงานตำรวจแห่งชาติ
ขึ้นเพื่อกำหนดให้มีแนวทางการปฏิบัติงานต่างๆ เพื่อให้การปฏิบัติงานมีประสิทธิภาพสูงสุด โดยเป็น
การวิจัยเชิงคุณภาพด้วยการวิเคราะห์เนื้อหาจากเอกสารและผู้เชี่ยวชาญที่เกี่ยวข้อง
ผลการวิจัยครั้งนี้ทำให้ได้รู้ถึงกระบวนการการเตรียมความพร้อมสรรพกำลังของกองบิน
ตำรวจที่ผ่านมา ทำให้เกิดผลในทางลบอย่างมากต่อความมั่นคงของประเทศ ทั้งในด้านภัยพิบัติ
คุณภาพชีวิตของผู้ประสบภัย ระบบเศรษฐกิจและการพัฒนาของประเทศ ซึ่งการจัดการและบรรเทา
สาธารณภัยนั้น การเตรียมการและการป้องกันเป็นสิ่งที่จำเป็นที่จะต้องดำเนินการตั้งแต่ในภาวะปกติ
โดยพบว่า มีปัญหาหลักอยู่ 3 ประเด็น คือ ปัญหาด้านการบริหารจัดการ ปัญหาด้านความพร้อมของ
กำลังพล อากาศยาน และเครื่องมือ และปัญหาด้านเจ้าหน้าที่ขาดความรู้ความชำนาญ จึงเกินเป็นขอ
เสนอแนะ ในด้านต่างๆ ดังนี้
๑. ข้อเสนอแนะเชิงนโยบาย เช่น มีการพิจารณาปรับปรุง/แก้ไขระเบียบต่างๆ หรือ
จัดตั้งหน่วยงานกลางของรัฐในการดำเนินการเกี่ยวกับการป้องกันและบรรเทาสาธารณภัยของ
ประเทศ
2. ข้อเสนอแนะเชิงปฏิบัติการ เช่น จัดให้มีการฝึกซ้อมการค้นหาและช่วยเหลือ
ผู้ประสบภัย โดยใช้ระบบบัญชาการเหตุการณ์ (ICS) และการให้ความช่วยเหลือด้านมนุษยธรรมและ
การบรรเทาสาธารณภัย(HA/DR) ร่วมกับหน่วยงานภาครัฐและอาสาสมัครพลเรือนอย่างต่อเนื่องอยู่
เสมอเพื่อเป็นการเตรียมความพร้อม รับมือกับสาธารณภัยที่เกิดขึ้นโดยไม่สามารถคาดการณ์ได้

There are the Disaster Prevention and Mitigation Act, B.E. 2550 (2007) and the
National Disaster Prevention and Mitigation Plan, B.E. 2558(2015) which are the main law
and plan of action regarding disaster Management in Thailand in present day. In order to
perform duties on the part of the Royal Thai Police to be able to respond to disaster
management in Thailand effectively, the Royal Thai Police has prepared a disaster
prevention and mitigation plan of the Royal Thai Police to establish various operational
guidelines in order to handle the most efficient operation. This is implemented by
qualitative research through the analysis of the content of relevant documents and
experts. The results of this research have enabled us to understand the process of
preparing the personnel of the Royal Thai Air Force in the past which have demonstrated
to cause a very negative effect on the national security both in terms of the destructive
result of the disaster, the life of victims, the economic system and country’s development.
Therefore, in disaster management and mitigation plans, preparation and prevention were
two crucial elements which should be carried out during normal phrases.
Three main problems were found: management problems, the availability of
personnel, aircraft and equipment, as well as the lack of knowledge and expertise of the
staff. Consequently, these are the following suggestions which should be implemented:
1. Provide policy recommendation such as the consideration to update or fix
certain regulations, and establish the central government to take action on the prevention
and mitigation of the public disaster
2. Provide training recommendations such as the practice of victim searching
and rescuing by using the Incident Command System (ICS) and Humanitarian Assistance
and Disaster Relief (HA/DR) on an ongoing basis with government agencies and civilian
volunteers in order to prepare for unpredictable disasters.
