เรื่อง ปัจจัยที่มีผลต่อการจัดการการผลิตไฟฟ้ากังหันลมของหน่วยงานราชการ

วัตถุประสงค์ของการวิจัยฉบับนี้มี3 ประการ คือ 1. เพื่อศึกษาสภาพการจัดตั้งโครงการ
การผลิตไฟฟ้าด้วยกังหันลมของไทยตามหลักวิชาการ 2. เพื่อศึกษาบริบทและการบูรณาการการ
จัดการผลิตไฟฟ้าด้วยกังหันลมของหน่วยงานราชการ และ 3. เพื่อศึกษาปัจจัยที่มีผลต่อการจัดการ
การผลิตไฟฟ้าด้วยกังหันลมของหน่วยงานราชการ วิธีการวิจัย เป็นการวิจัยเชิงคุณภาพ โดยการเก็บ
ข้อมูลจากผู้ให้ข้อมูลหลักซึ่งเป็นกลุ่มผู้แทนจากส่วนต่าง ๆ จ านวน 6 คน เครื่องมือในการวิจัย คือ
การสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้การตีความจากข้อมูลที่เชิงคุณภาพ ผลการวิจัย 1. สภาพ
การจัดตั้งโครงการการผลิตไฟฟ้าด้วยกังหันลมของไทยตามหลักวิชาการ พบว่า สภาพการจัดการผลิต
ไฟฟ้าของหน่วยงานราชการในปัจจุบัน แบ่งออกเป็น 2 รูปแบบ คือ หน่วยงานราชการที่คิดริเริ่ม
ด าเนินการติดตั้งกังหันลมผลิตไฟฟ้า ตลอดจนด าเนินการผลิตกระแสไฟฟ้าและด าเนินการปรับปรุงเอง
ทั้งหมด และหน่วยงานราชการที่ได้รับการสนับสนุนชุดกังหันลมผลิตไฟฟ้า และมีกระบวนการในการ
จัดการเพื่อให้การผลิตกระแสไฟฟ้าด าเนินการได้อย่างต่อเนื่อง มีองค์ประกอบที่ส าคัญอยู่ 5 ขั้นตอน
คือ ขั้นการวางแผน การจัดองค์กร การบริหารทรัพยากรมนุษย์ การสั่งการ/อ านวยการ และ
การควบคุม/การควบคุมการท างาน 2. บริบทและการบูรณาการการจัดการผลิตไฟฟ้าด้วยกังหันลม
ของหน่วยงานราชการ พบว่า มีบริบทและการบูรณาการแบ่งออกเป็น 2 ระดับ คือ ระดับการจัดการ
และระดับกระบวนการ ซึ่งในระดับการจัดการเป็นเรื่องของเครื่องมือในการจัดการองค์กรเพื่อให้บรรลุ
เป้าหมายที่ตั้งไว้ ประกอบด้วย บุคลากร งบประมาณ เครื่องมือ/เทคโนโลยี และการบริหารจัดการ
ที่สามารถพัฒนากระบวนการท างานเพื่อให้ผลของออกมาอย่างประมีประสิทธิภาพ มีคุณภาพ
ได้มาตรฐานตามที่ก าหนด ระดับต่อมาคือ ระดับกระบวนการ เป็นเรื่องของ การน าองค์กรที่ต้อง
ค านึงถึงความเสี่ยงและสามารถก าหนดทิศทางการจัดการได้อย่างมีประสิทธิภาพ 3. ปัจจัยที่มีผลต่อ
การจัดการการผลิตไฟฟ้าด้วยกังหันลมของหน่วยงานราชการ พบว่า ปัจจัยที่มีผลต่อการจัดการ
การผลิตไฟฟ้ากังหันลมของหน่วยงานราชการที่ไม่ประสบความส าเร็จ เกิดจากปัจจัยด้านการบริหาร
ที่เกี่ยวข้องกับ คน งบประมาณ (เงิน) วัสดุอุปกรณ์/เครื่องมือ การบูรณาการ และการมีส่วนร่วม

Abstract
Title : Factors affecting the management of wind turbine electricity
generation under the supervision of Thai government agencies

The objectives of this research are : 1. to study the establishment of a wind
turbines power generation project under the supervision of Thai government agencies;
2. to study the context and the integration of wind turbines electricity generation
management by the Thai government agencies; 3. to study factors affecting the electricity
generation by wind turbines under the supervision of Thai government agencies.
The research methodology is qualitative research done by collecting data from key
informants, who are representatives from various sections, for a total of 8 people.
The research tools are namely in-depth interview, data analysis by using interpretations
from qualitative data.Research results 1. The establishment of the wind turbine electricity
generation project under the supervision of Thai government agencies found that the
current state of electricity production management in the Thai government agencies
is divided into 2 forms, namely the government agencies that initiated the installation
of wind turbines to generate electricity, as well as proceeding to generate electricity
and carry out all self-improvement, and government agencies that have been provided
with the wind turbines power generation set together with a management process to
ensure continuous generation of electricity. There are 5 important components that
include planning, organization, human resource management, command/director, and
control/operation Control. 2. The context and the integration of the wind turbine electricity
generation project under the supervision of Thai government agencies found that the
context and integration are divided into 2 levels, namely the management level
and the process level of which, the management level is a matter of organizational
management tools to achieve the set goals consisting of personnel, budget, tools/
technology and management, that can develop work processes for effective outcomes
with standard quality as specified. The next level is the Process level which is a matter of
leading the organization toconsider the risks and be able to determine the direction of
management efficiently. 3. Factors affecting the management of wind turbine electricity
generation under the supervision of Thai government agencies found that the factors
that affect the wind turbine electricity generation management under the supervision
of Thai government agencies are not successful were caused by administrative factors
relating to people, budget (money), materials/equipment, integration and participation.
