เรื่อง แนวทางการพัฒนาระบบสารสนเทศดานการจดทะเบียนสิทธิและนิติกรรม
เกี่ยวกับที่ดินและอสังหาริมทรัพย ของกรมที่ดิน

การวิจัยครั้งนี้เป+นศึกษาหาแนวทางการพัฒนาระบบสารสนเทศดานการจดทะเบียน
สิทธิและนิติกรรมเกี่ยวกับที่ดินและอสังหาริมทรัพย ของกรมที่ดินดานการจดทะเบียนสิทธิและนิติกรรม
ต%างสํานักงานที่ดินดวยระบบ online เพื่อใหสามารถดําเนินการจดทะเบียนสิทธิและนิติกรรมเกี่ยวกับที่ดิน
และอสังหาริมทรัพย ใหแลวเสร็จภายในวันเดียวในสํานักงานที่ดินใหครอบคลุมทั่วประเทศโดยมี
วัตถุประสงค เพื่อวิเคราะห หาความตองการและออกแบบระบบสารสนเทศดานการจดทะเบียนสิทธิ
และนิติกรรมที่เหมาะสมและมีประสิทธิภาพรวมทั้งวางแนวทางในการพัฒนาระบบสารสนเทศ
เพื่อขับเคลื่อนยุทธศาสตร ชาติดานการปรับสมดุลและพัฒนาระบบการบริหารจัดการของกรมที่ดิน
เนนประเด็นการพัฒนาระบบการใหบริการประชาชน โดยมีขอบเขตในการวิจัย คือศึกษาถึงกระบวนการ
และรูปแบบในการนําเทคโนโลยีสารสนเทศ มาช%วยเพิ่มประสิทธิภาพในการทํางานดานการจดทะเบียน
สิทธิและนิติกรรมเกี่ยวกับที่ดินและอสังหาริมทรัพย ต%างสํานักงานที่ดิน (online)กระบวนการออกแบบ
สถาป<ตยกรรมเครือข%ายการสื่อสารขอมูล (network)ของกรมที่ดินใหครอบคลุมทั่วประเทศการวิเคราะห
ปริมาณขอมูลที่ดินของกรมที่ดินเพื่อเลือกใชเครื่องคอมพิวเตอร แม%ข%ายพรอมอุปกรณ จัดเก็บขอมูล
สําหรับการประมวลผลฐานขอมูล (Database Server) ที่เหมาะสมและมีประสิทธิภาพและพัฒนา
ต%อยอดระบบสารสนเทศดานการจดทะเบียนสิทธิและนิติกรรมใหครอบคลุมทั่วประเทศ ซึ่งการวิจัย
ครั้งนี้เป+นการวิจัยเชิงคุณภาพร%วมกับใชการวิจัยเชิงพรรณนา โดยการรวบรวมขอมูลทั้งทุติยภูมิ
และปฐมภูมิ นําขอมูลมาวิเคราะห และออกแบบ เพื่อหาแนวทางในการพัฒนาระบบสารสนเทศ
ในสํานักงานที่ดินใหครอบคลุมทั่วประเทศ ประชาชนผูรับบริการไดรับบริการที่ดี สะดวก รวดเร็ว
เสมอภาค ประหยัดค%าใชจ%าย ลดระยะเวลา สรางโอกาสในการพัฒนาเศรษฐกิจและมีส%วนร%วม
ในการพัฒนาประเทศต%อไป

This research is the study to find out the guideline for theinformation
systemdevelopment on Registration of Land and Real Estate Right & Juristic Actsof
the Department of Landsin the different Lands officesbyonlinesystem, in order to
complete the Registration of Land and Real Estate Right & Juristic within a day inthe
different Landsoffices nationwide.The objectives of the research are to analyze the
needand design information systemonRegistration of Land and Real Estate Right &
Juristic Actsappropriately and efficiently,includingto set the guideline for the
information systemdevelopmentto drive the National Strategy on the balance and
development of management system of the Department of Lands,emphasis on the
service system for people.The scopes of research are to study the process and
format of using Information Technology to increase efficiency working on Registration
of Land and Real Estate Right & Juristic Acts in different Lands offices (online), the
process ofNetwork Architecture network data communication of the Department of
Landsacross the country. To analyze the amount of Lands Data for the Department
of Lands for choosing main host computers and storage tools for processDatabase
Server appropriately and efficiently, and to enhance the information
systemdevelopment on Registration of Land and Real Estate Right & Juristic Acts of
the Department of Landsnationwide. This research is qualitative and descriptive
researchby collecting secondary data and primary data, then analyses all data and
design for setting the guideline for the information systemdevelopment nationwide
Lands Offices. As a result people are served with good services, convenient, fast,
equal, cheaper and reduced time to get a chance developing economics and
participate in country development
