เรื่อง การบริหารจัดการน้้าให้เกิดประสิทธิภาพสูงสุดในพื้นที่จังหวัดสระแก้ว

การวิจัยเรื่อง “การบริหารจัดการน้้าให้เกิดประสิทธิภาพสูงสุดในพื้นที่จังหวัดสระแก้ว”
มีวัตถุประสงค์ ๒ ประการ ได้แก่ ๑. เพื่อศึกษาสภาพปัญหาการบริหารจัดการน้้าในพื้นที่จังหวัดสระแก้ว
๒. เพื่อศึกษาแนวทางการบริหารจัดการน้้าให้เกิดประสิทธิภาพสูงสุดในพื้นที่จังหวัดสระแก้ว ระเบียบวิธี
วิจัยใช้แบบการวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลหลัก (key informants) โดยการ เลือกแบบ
เจาะจง จากผู้บริหารหน่วยงานเกี่ยวกับการบริหารจัดการน้้า, ผู้ทรงคุณวุฒิ, นักวิชาการ ผู้เชี่ยวชาญ
พิเศษ และผู้น้าชุมชน จ้านวน ๑๕ คน เครื่องมือในการเก็บข้อมูล ใช้แบบสัมภาษณ์เชิงลึกมีโครงสร้าง
เก็บข้อมูลด้วยการสัมภาษณ์เจาะลึก และวิเคราะห์ข้อมูล ใช้การวิเคราะห์เนื้อหา (Content Analysis)
และด้วยเทคนิคการวิเคราะห์แบบTAC กล่าวคือ การจ้าแนกและจัดระบบข้อมูล (Typology and
Taxonomy) การวิเคราะห์สรุปอุปนัย (Analytic Induction) และการวิเคราะห์สาเหตุและผล (Cause
and Effect Analysis) พรรณนาความ ผลการวิจัย พบว่า สภาพปัญหาการบริหารจัดการน้้าให้เกิด
ประสิทธิภาพสูงสุดในพื้นที่จังหวัดสระแก้ว ในภาพรวม พบว่า ขาดการบูรณาการความร่วมมือและการมี
ส่วนร่วมของทุกภาคส่วน รวมถึงขาดแผนแม่บทในการวางแผนงานและโครงการ แนวทางและ
ข้อเสนอแนะการบริหารจัดการน้้าให้เกิดประสิทธิภาพสูงสุดในพื้นที่จังหวัดสระแก้ว พบว่า
มีองค์ประกอบ ๕ ส่วน คือ ๑. หลักการ ๒. วัตถุประสงค์ ๓. กระบวนการ ๔. การน้าแนวทางไปใช้ และ
๕. เงื่อนไขแห่งความส้าเร็จ ส้าหรับกระบวนการของแนวทาง ประกอบด้วย ๓ ส่วน คือ ๑. องค์ประกอบ
๒. ขั้นตอน ๓. โครงการและกิจกรรม ขั้นตอนของแนวทางการบริหารจัดการน้้าให้เกิดประสิทธิภาพสูงสุด
ในพื้นที่จังหวัดสระแก้ว มี ๔ ขั้นตอน คือ ๑. ส้ารวจและวิเคราะห์ความต้องการ ๒. ก้าหนดโครงการ
๓.การด้าเนินการ และ ๔.การประเมินผล ส้าหรับข้อเสนอแนะการบริหารจัดการน้้าให้เกิดประสิทธิภาพ
สูงสุด ได้แก่ การกักเก็บน้้าให้เพียงพอต่อความต้องการใช้น้้าในทุกระดับ ตั้งแต่ระดับประเทศ จังหวัด
อ้าเภอ ต้าบลและหมู่บ้าน ให้การเชื่อมต่อกันสามารถบริหารจัดการและส่งน้้าให้ได้ทั่วถึง ควรมีการ
กักเก็บตั้งแต่ต้นน้้า กลางน้้าและปลายน้้า และเห็นควรจัดท้าคลองวงแหวนรอบพื้นที่ เพื่อใช้กักเก็บน้้า
และป้องกันน้้าท่วมชุมชน และสามารถกระจายน้้าได้ทุกทิศทาง

Research Title “Water Management for Maximum Efficiency in Sa Kaeo
Province” with3 objectives 1. to study the problems of water management in Sa Kaeo Province
2. to study the guidelines for water management for maximum efficiency in the area of Sa Kaeo.
Research methodology using qualitative research model collect data from the main contributors(key
informants) by choosing a specific style from the water management agencies, experts, special
technical scholars and community leaders 15 people, data collecting tools use in-depth interviews
with structures and analyze data using content analysis and with analytical techniques TAC whichis
Typology and Taxonomy, Analytic Induction and Cause and Effect Analysis describe the research
found that state of water management problems for maximum efficiency in the area of Sa Kaeo
province. In the overall picture, it was found that the lack of integration of cooperation and
participation of all sectors, including the lack of a master plan for event planning and projects
guidelines and suggestions. Water management for maximum efficiency in the area of Sa Kaeo
province found that there are5 parts1. principles2.objective3. process4.applying guidelinesand
5. conditions of success for the process of guidelines consisting of 3 parts are 1. element 2. step
3. projects and activities procedures of water management guidelines for maximum efficiency in the
area of Sa Kaeo provincethere are 4 steps1.explore and analyze the needs2. define the scope of
the project 3. operation and 4. evaluation for suggestions on water management to achieve full
potential include water retention is sufficient to meet the demand of water for everylevels since
country, province, districtand villageto connect together. In order to be able to manage and deliver
water evenly there should be storage from the upstream, midstream and downstream. And also
encourage building the canal around the area to use to contain water and protect communities from
the flood and be able to distribute water in all directions.
