การวิจัยเรื่องการใช้ประโยชน์จากยางพาราในกิจกรรมของกรมทางหลวง เพื่อสนับสนุน
นโยบายรัฐบาล มีวัตถุประสงค์เพื่อศึกษารูปแบบการใช้ยางพารากับผิวทางและกิจกรรมของกรมทางหลวง
ตลอดจนวิเคราะห์ความคุ้มค่าและความคงทนเพื่อก าหนดกิจกรรมของกรมทางหลวงที่สามารถ
น ายางพารามาใช้ได้อย่างเป็นรูปธรรมและเหมาะสม เพื่อพัฒนาแนวทางการส่งเสริมการน ายางพารา
ไปใช้ในภารกิจของกรมทางหลวงในรูปแบบใหม่ ๆ ให้มีความสอดคล้องกับนโยบายรัฐบาลและ
ยุทธศาสตร์ชาติ (พ.ศ.๒๕๖๑ - ๒๕๘๐) โดยมีขอบเขตการวิจัย ครอบคลุมเนื้อหา แนวคิด ทฤษฎี
ที่เกี่ยวข้องกับการวิเคราะห์ทั้งกิจกรรมการน ายางพารามาใช้ในภารกิจของกรมทางหลวงที่ผ่านมา
และการพัฒนารูปแบบกิจกรรมใหม่ที่เหมาะสมทั้งด้านนวัตกรรมและความคุ้มค่าเชิงเศรษฐศาสตร์
ด าเนินการวิจัยโดยการรวบรวมข้อมูลทุติยภูมิ จากแหล่งข้อมูลต่าง ๆ ที่เกี่ยวข้อง รวบรวมข้อมูลปฐมภูมิ
จากการสัมภาษณ์เชิงลึกจากผู้ที่เกี่ยวข้องทั้งผู้เชี่ยวชาญด้านวิศวกรรมงานทางและอุตสาหกรรม
ยางพารา การวิเคราะห์ข้อมูล และการสังเคราะห์ข้อมูล ด าเนินการจัดท าแบบสอบถามและวิเคราะห์
ข้อมูลโดยหาความสอดคล้องของข้อมูลเชิงสถิติจากผลการวิจัย พบว่า กิจกรรมการใช้ยางพาราฯ
ของกรมทางหลวง ประกอบด้วย งานฉาบผิวแบบพาราสเลอรี่ซีล ผิวทางแอสฟัลต์คอนกรีตปรับปรุง
คุณภาพด้วยยางธรรมชาติ การน ายางพารามาใช้ก่อสร้างชั้นพื้นทางหรือผิวทางดินซีเมนต์ และการน า
ยางพารามาใช้เป็นผลิตภัณฑ์อ านวยความปลอดภัย จากการศึกษาและวิเคราะห์ข้อมูลจาก
ทั้ง ๔ กิจกรรม พบว่าการน ายางพารามาใช้เพื่อปรับปรุงคุณภาพของวัสดุชั้นโครงสร้างทางและ
อุปกรณ์อ านวยความปลอดภัยนั้น สามารถปรับปรุงคุณสมบัติทางด้านวิศวกรรมของวัสดุงานทาง
ได้ตามวัตถุประสงค์ อย่างไรก็ตามปริมาณยางพาราหรือยางธรรมชาติที่ใช้ในภารกิจต่าง ๆ ของกรมทางหลวง
ยังถือว่าน้อยมากเมื่อเทียบกับปริมาณน้ ายางพาราที่ผลิตได้ดังนั้น ผู้วิจัยจึงมีข้อเสนอแนะ
เชิงนโยบาย เพื่อเป็นการเพิ่มอุปสงค์การใช้ยางพาราในประเทศ รวมถึงการส่งเสริมการใช้ยางพารา
ในรูปแบบต่าง ๆ ตามภารกิจของกรมทางหลวง ให้มากขึ้นสอดคล้องกับนโยบายรัฐบาลและยุทธศาสตร์ชาติ

Title The utilization of natural rubber in the activities of The
Department of
Highways to support government policy.

Research of the utilization of natural rubber in the activities of The
Department of Highways to support government policy. The objectives of research
are to study the pattern of natural rubber used for surface pavement and other
activities of The Department of Highways as well as analyzing the worthiness and
durability to determine the activities of The Department of Highways that can use
natural rubber to develop the other ways to promote the used of natural rubber in
the mission of The Department of Highways with the government policy and national
strategy (B.E. 2561- B.E. 2580). Scope of research covers the content, concepts,
theories related to analysis both the activity of using natural rubber in the mission of
The Department of Highways in the past and the development of new activities
suitable for both innovation and economic value. The research was conducted by
collecting secondary data from various relevant sources gather primary data by
interviews relevant people, including engineering experts, road work, and the rubber
industry. It was found that the natural rubber usage activities of The Department of
Highways consist of Para slurry seal (Micro surfacing), Natural rubber modified asphalt
concrete, Natural rubber modified soil cement and Road safety equipment. Based on
the results of this study, it was found that the use of natural rubber by using to
modified soil cement and road safety equipment able to improve the engineering
properties of materials according to the objectives. However, the amount of natural
rubber used still considered very small when compared to the amount of natural
rubber produced, therefore the researcher has a policy suggestion in order to
increase demand for natural rubber in the country including promoting the use of
rubber in various activities according to the mission of The Department of Highways
with the government policy and national strategy (B.E. 2561 - B.E. 2580).
