เรื่อง การพัฒนาทหารสารวัตรให้สอดคล้องกับยุทธศาสตร์ชาติ

การวิจัยเรื่อง การพัฒนาทหารสารวัตรให้สอดคล้องกับยุทธศาสตร์ ( พ.ศ. ๒๕๖๑ -
๒๕๘๐ ) มีวัตถุประสงค์ (๑) เพื่อศึกษาวิเคราะห์บทบาทหน้าที่ของทหารสารวัตรในสังกัด
กระทรวงกลาโหมในยุคปัจจุบันศึกษาปัญหาอุปสรรค ในการปฏิบัติงานของทหารสารวัตรในปัจจุบัน
รวมถึงความไม่สอดคล้องกับยุทธศาสตร์ชาติ (พ.ศ. ๒๕๖๑ - ๒๕๘๐) ที่ก าหนดขึ้น (๒) เพื่อเสนอ
แนวทางการพัฒนาทหารสารวัตรให้สอดคล้องกับยุทธศาสตร์ชาติที่ก าหนด (พ.ศ. ๒๕๖๑ - ๒๕๘๐)
การวิจัยครั้งนี้ เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการศึกษาค้นคว้ารวบรวมข้อมูล
พื้นฐานจากเอกสาร ทฤษฎีแนวคิด การทบทวนวรรณกรรมที่เกี่ยวกับแนวทางการพัฒนาศักยภาพ
ทหารสารวัตร เพื่อให้สอดคล้องกับความมั่นคงแห่งชาติโดยเน้นการบริหารจัดการ การพัฒนา
บุคลากร และหลักการบริหารเพื่อเอื้อประโยชน์ต่อการน าเสนอแนวทางในการพัฒนาศักยภาพทั้ง
ทางด้านการเตรียมก าลังและการใช้ก าลังของเหล่าทหารสารวัตร ให้สอดคล้องกับนโยบายความมั่นคง
แห่งชาติ โดยเน้นที่การศึกษาเปรียบเทียบในรูปแบบของการวิเคราะห์หาความแตกต่าง (Gap
Analysis) ของระบบที่มีการด าเนินการอยู่ในปัจจุบันเพื่อน าเสนอแนวทางการด าเนินการในการ
พัฒนาศักยภาพ เช่น การก าหนดมาตรฐานที่ต้องการด าเนินการให้กับหน่วยงานภาครัฐในด้านความ
มั่นคงทางทหาร เพื่อการพัฒนาศักยภาพ ทหารสารวัตรรวมถึงปัจจัยสนับสนุน แนวทางในการ
พัฒนาระบบงานทหารสารวัตร ให้มีความชัดเจน เหมาะสมและสามารถน าไปใช้ปฏิบัติงานอย่างเป็น
รูปธรรม เพื่อสนับสนุนด้านความมั่นคงของประเทศให้เข้าสู่ยุคของประเทศไทย ๔.๐ ในรูปแบบที่
ต้องการในอนาคต
ผลของการวิจัยพบว่า การพัฒนาทหารสารวัตร ให้สอดคล้องกับยุทธศาสตร์ชาติ
(พ.ศ. ๒๕๖๑ - ๒๕๘๐) การศึกษานโยบายความมั่นคงแห่งชาติ หลักนิยมทหารบก หลักนิยมทหาร
สารวัตร โดยใช้การเปรียบเทียบความแตกต่าง (Gap Analysis) จากการเตรียมก าลัง การใช้ก าลัง
เพื่อหาแนวทางการพัฒนาศักยภาพทหารสารวัตร ให้สอดคล้องกับความมั่นคงแห่งชาติ ประกอบด้วย
๑) แนวทางพัฒนาศักยภาพทหารสารวัตรด้านการเตรียมก าลังให้สอดคล้องกับความมั่นคงแห่งชาติ
การจัดเตรียมก าลังของทหารสารวัตรเพื่อพัฒนาศักยภาพให้สอดคล้องกับสภาวะแวดล้อมด้านข
ความมั่นคงในปัจจุบัน นอกจากจะจัดเตรียมก าลังให้มีความพร้อมในการรองรับภารกิจป้องกันประเทศ
แล้วยังต้องจัดเตรียมให้มีความพร้อมในการรองรับภัยคุกคามในรูปแบบอื่นๆ โดยด้านโครงสร้างและ
อัตราการจัดหน่วย หน่วยทหารสารวัตรในทุกระดับของกองทัพควรมีความพร้อมเสมอในการ
ปรับเปลี่ยนโครงสร้างด้านการเสริมสร้างความพร้อมรบควรมีความพร้อมในการผลิตและบรรจุ
ก าลังพลและยุทโธปกรณ์ตามโครงสร้างการจัดใหม่ ด้านความพร้อมในการมีระบบการทดแทน
ก าลังพลให้พอเพียงต่อสถานการณ์ในปัจจุบันและอนาคต ด้านความพร้อมต่อการติดต่อสื่อสารด้วย
เทคโนโลยีที่ทันสมัย ๒) แนวทางพัฒนาศักยภาพทหารสารวัตรด้านการใช้ก าลังให้สอดคล้องกับ
ความมั่นคงแห่งชาติ ประกอบด้วย การจัดท าแผนการจัดเตรียมก าลังให้มีความสอดคล้องกันกับ
สถานการณ์ด้านความมั่นคงในปัจจุบัน ความพร้อมในการใช้ก าลังในลักษณะการสนับสนุนการช่วยรบ
ตลอดจนการพัฒนาการฝึกเพื่อเพิ่มพูนขีดความสามารถ โดยการฝึกทบทวนก าลังพลของหน่วยในทุกโอกาส
ที่สามารถกระท าได้ ๓) แนวทางพัฒนาศักยภาพทหารสารวัตรให้สอดคล้องกับความมั่นคงแห่งชาติ
ประกอบด้วย การผนึกก าลังทุกภาคส่วนให้พร้อมเผชิญปัญหาและภัยคุกคามด้านความมั่นคงใน
รูปแบบต่าง ๆ โดยจะต้องก าหนดนโยบายหรือแผนงานของเหล่าทหารสารวัตร เพื่อเป็นแนวทางให้
หน่วยทหารสารวัตรทุกหน่วยยึดถือในการปฏิบัติ สนองต่อยุทธศาสตร์ด้านความมั่นคงแห่งชาติ
ที่ก าหนดในภาพรวม
มีข้อเสนอแนะดังนี้ ๑) ควรทบทวนการจะก าหนดแนวทางและนโยบาย โดยให้ทุกภาค
ส่วนที่เกี่ยวข้องร่วมกันจัดท าแผนพัฒนาศักยภาพทหารสารวัตร ให้สอดคล้องกับยุทธศาสตร์ชาติ
(พ.ศ. ๒๕๖๑ - ๒๕๘๐) ที่เหมาะสมในสถานการณ์ปัจจุบัน ๒) ควรศึกษาสถานการณ์และปรับ
รูปแบบให้สอดคล้องกับความมั่นคงในปัจจุบันรวมทั้งทางด้านนโยบายความมั่นคงแห่งชาติด้าน
ความมั่นคงทางทหาร โดยเน้นรูปแบบและเน้นนโยบาย ความมั่นคงแห่งชาติให้ควบคู่ไปกับศักยภาพ
ทหารสารวัตร เพื่อที่จะได้แนวทางพัฒนาศักยภาพของเหล่าทหารสารวัตรรองรับกับการเปลี่ยนแปลง
ที่เหมาะสมอย่างแท้จริง และ ๓) ควรมุ่งเน้นการน าไปสู่การปฏิบัติเพื่อพัฒนา การป้องกันและ
แก้ปัญหาภัยคุกคามความมั่นคง และภัยคุกคามรูปแบบใหม่ที่เกิดขึ้น

Abstract
Title The Development of the Military Police in accordance with
the 20 year National Strategy

The research on the development of the military police in accordance with
the 20 year national strategy has the following objectives; (1) To study and analyze
the roles and responsibilities of the military police under the current Ministry of
Defense, the obstacles and problems in their operation, and the discords with the 20
year strategy, and (2) To propose the guidelines for the development of the military
police in accordance with the 20 year national strategy. This qualitative research was
conducted by collecting basic information, concepts and theories from documents,
and reviewing the literatures concerning the guidelines for improvement of the military
police capabilities in consonant with the national security. It also emphasizes the
management and development of human resource including management principles,
which would support the establishment of the guidelines used for improving the
military police, in both force preparation and force deployment aspects, in accordance
with the national security policy. A comparison between the collected information and
concepts and the current applied system was then performed using the Gap Analysis
tool to obtain the guidelines for the improvement processes. This included the
standards required for the Ministry of Defense using in improvement of the military
police capabilities as well as any supporting factors, guidelines for work process
development to be more concrete and applicable in order to support national security
in Thailand 4.0 Era with the desired formats in the future.
Using the Gap Analysis tool, the comparison between the study of the
national security policy, Royal Thai Army’s Doctrine, Military Police’s Doctrine and the
force preparation, force deployment yielded the guidelines for development of the
military police to comply with the 20 year national strategy consists of the followings:
1. Guidelines for improvement of the force preparation in accordance with the national ง
security and its current environment; in addition to readiness to support the national
defense missions, the force must be ready for the other forms of threats as well.
Moreover, the structure and unit organization of the military police units in every level
of the armed forces should have readiness for the structural modification. It should
also be combat readiness reinforcement with the training and assigning of personnel
and armaments accordingly as well as the readiness of the sufficient personnel
replacement for the current and future situations, and also the readiness for advance
technology communications. 2. The guidelines for the development of the military
police in the aspect of force deployment in accordance with the national security
policy includes the planning of force preparation in compliance with the current
security situation, the readiness in the force deployment in the combat support
manner, including the improvement of the training to increase the proficiencies by
training the personnel in the unit at every available occasion. 3. lastly, the guidelines
for the improvement of the military police in accordance with the national security
includes the following: the integration of the forces in all sectors to be ready to
overcome any problems or any kinds of threats, the creation of the policy and plan of
the military police as the guideline for the operation in response tothe overall national
security strategy.
The proposals from the study of the research conductor are as follows:
1) The guideline and policy should be reviewed with the integration effort from all
associated sectors to form a development plan for the military police to be in
accordance with the 20 year strategy and be suitable for the current situation;
2) The current situation of security should be studied and used in adaptation of the
guideline and policy to be consistent with the current security conditions including the
national security policy and defense security policy, by emphasizing on the formats
and the national security policy together with the capability of the military police in
order to truly develop the required capabilities to properly support the changes; 3)
The implementation should emphasized to prevent and resolve the security threats
and any evolving new forms of threats.
