บทคัดย่อ
เรื่อง “การส่งเสริมพัฒนาสวนป่าเศรษฐกิจเอกชน เพื่อความยั่งยืนและ
มั่นคง”

ป่าไม้เป็นทรัพยากรธรรมชาติที่ส าคัญของมนุษย์ทั้งด้านเศรษฐกิจ สังคมและสิ่งแวดล้อม
ซึ่งกรมป่าไม้ได้มองเห็นถึงความส าคัญในส่วนนี้จึงได้มีการวิเคราะห์ ศึกษาแนวทางการพัฒนาด้าน
ทรัพยากรป่าไม้ และการปลูกสวนป่าเอกชนเพื่อให้สามารถเพิ่มพื้นที่ป่า และสามารถสร้างผลตอบแทน
ทั้งทางด้านเศรษฐกิจและสิ่งแวดล้อมแก่ประเทศได้อย่างมีประสิทธิภาพ การวิจัย ศึกษา และ
ด าเนินการของการปลูกสวนป่าภาคเอกชน เน้นการพัฒนา ส่งเสริมในรูปแบบที่เหมาะสม เพื่อเพิ่ม
พื้นที่ป่าไม้เศรษฐกิจ ส าหรับใช้ภายในประเทศและเพื่อการส่งออก มีการเก็บรวบรวมข้อมูลใน
หลากหลายรูปแบบ ทั้งการศึกษาจากรายงาน งานวิจัย การส ารวจ การสัมภาษณ์ และน าข้อมูลที่
ได้มาจัดท ารายงาน ซึ่งจากการรวบรวมข้อมูลแสดงให้เห็นถึงข้อจ ากัดทางกฎหมาย การขาดความ
เชื่อมโยงในภาคส่วนต่าง ๆ ท าให้สูญเสียโอกาสในการพัฒนาทรัพยากรธรรมชาติอย่างยั่งยืน จาก
ข้อจ ากัดดังกล่าวจึงได้เสนอแนวทางในการแก้ปัญหาอย่างยั่งยืนด้วยการปรับแก้ไขกฎหมายให้
สอดคล้องกับสภาพในปัจจุบัน เพื่อสร้างสิ่งแวดล้อมที่ดี และรายได้ให้กับส่วนท้องถิ่นและ
ภาคอุตสาหกรรม

Forestry is the important natural resources to mankind both economically
and environmentally. In Thailand, The Royal Thai Forestry Department has realized
the important of the forestry, putting effort in analyzing, surveying the ways to improve
the forest resource, obviously private plantations became an answer to increase the
forest coverage and at the same time produce enough incomes to justify investments.
The proper promotional tools are encouraged to use to increase the forest coverage
to ensure enough quantity for domestic consumption and export. By surveying,
interviewing and managing data into proper reporting format to understand better the
limitation of timber laws and regulations, the bottleneck in supply chain and eventually
entailing the loss in development of natural forest in the sustainable manner. With
those limitation, we hope to start off the solutions starting from amending the
regulations which are not contributing to today’s situation in building the better eco
system and producing incomes for the local and industrial level as well
