เรื่อง “การพัฒนาใช เทคโนโลยีดิจิทัลและเครือข ายสังคม เพื่อส งเสริมการลดอุบัติเหตุบน

อุบัติเหตุทางถนนของประเทศไทยนับวันจะทวีความรุนแรงเพิ่มขึ้น ประเทศต องสูญเสีย
ทรัพยากรมนุษย)และทรัพย)สินอย างประมาณค ามิได มาเป5นเวลาหลายทศวรรษ แม ล าสุดองค)การ
อนามัยโลกรายงานตัวเลขการเสียชีวิตจากอุบัติเหตุทางถนน ระบุว าประเทศไทยมีความเสี่ยงต อการ
เสียชีวิตจากอุบัติเหตุทางถนนสูงเป5นอันดับ ๙ ของโลก โดยเฉลี่ย สูงถึง ๒๒,๐๕๒ คนต อป< หรือโดย
เฉลี่ยมีจํานวนผู เสียชีวิตจากอุบัติเหตุทางถนนสูงถึงประมาณ ๖๐ คนต อวัน และมูลค าความสูญเสีย
ทางเศรษฐกิจมากกว า๔ แสนล านบาทต อป< ขณะที่การเสียชีวิตจากอุบัติเหตุในเทศกาลต าง ๆ เกินกว า
๕๐% เป5นหัวหน าครอบครัวและคนในวัยทํางานที่ขับเคลื่อนอยู ในระบบเศรษฐกิจ มีผลกระทบอย าง
มากต อการเติบโตทางเศรษฐกิจของสังคมไทยที่กําลังก าวสู สังคมสูงวัย อาจถึงขั้นวิกฤตหากสังคมยัง
ดําเนินการแบบเดิมๆดังนั้น ทุกภาคส วนจึงต องเร งรีบดําเนินการอย างมีนัยสําคัญ
แม จะมีกฎจราจรและกฎหมายที่เกี่ยวข องมาก แต จะคาดหวังให ผู คนปฏิบัติตาม
กฎหมายมีวินัยในการขับขี่และปGญหาอุบัติเหตุจราจรหรือรถติดจะไม เกิด อาจจะดูเป5นเรื่องที่อุดมคติ
จนเกินไป การบังคับใช กฎหมายจึงถือเป5นเรื่องสําคัญทําอย างไรจะให ทุกๆ คนเคารพกฎหมายจึงเป5น
โจทย)ที่สังคมต องร วมกันหาแนวปฏิบัติและมาตรการป,องปรามไม ให มีการทําผิดกฎหมาย ขณะที่
รถยนต)กลายเป5นสิ่งสําคัญที่หลายคนขาดไม ได เมื่อมีคนขับรถมากขึ้น อุบัติเหตุก็ย อมมีโอกาสเกิดได
มากขึ้น ได เห็นข าวหรือคลิปจากกล องติดหน ารถผ านสื่อหลากหลายมิติสังคมต างยอมรับว ามีประโยชน)
มาก เป5นเครื่องเตือนสติและชี้ให เห็นว าเหตุเกิดจากอะไร และควรขับรถด วยความรับผิดชอบ มี
จิตสํานึกของการขับขี่ที่ปลอดภัย ต องขับรถอย างระมัดระวัง เพราะกําลังถูกตรวจสอบโดยกล อง
เป5นที่ประจักษ)ชัดว า โลกได เปลี่ยนแปลงจากยุค Analog ไปสู ยุค Digital และยุค
Robotic เทคโนโลยีดิจิทัลมีอิทธิพลต อการดํารงชีวิตและการทํางาน มีการเปลี่ยนผ านเทคโนโลยีสู ยุค
ดิจิทัลเต็มรูปแบบ จึงต องใช ประโยชน)จากเทคโนโลยีเพื่อเพิ่มประสิทธิภาพการทํางานขององค)กร และ
เพื่อประโยชน)ต อสังคมกอปรกับปGจจุบันมีการใช เครือข ายสังคมเพื่อเผยแพร คลิปจากกล องหน ารถ
อย างแพร หลายและสื่อมวลชนได มีการนําเสนอภาพข าวจากกล องหน ารถเพื่อเป5นเครื่องมือกระตุ น
เตือนสังคม การใช เครือข ายสังคมจึงถือเป5นทางออกที่ดีของสังคมในการส งเสริมการลดอุบัติเหตุที่เกิด
จากการใช รถใช ถนนของประชาชน นอกจากจะลดค าใช จ ายหรืองบประมาณในการลงทุนที่มีอยู อย าง
จํากัดและสามารถดําเนินการได ทันทีแล ว ยังนับเป5นเครื่องมือที่ทุกๆ ภาคส วนในสังคมมีส วนร วมได
มากที่สุด เพราะอุบัติเหตุบนท องถนนไม ใช เคราะห)กรรม แต เป5นเรื่องทางวิทยาศาสตร)ที่สามารถ
ควบคุมได หากผู ใช รถใช ถนนทุกคนมีวินัยและเคารพกฎจราจรซึ่งถือเป5นกฎแห งความปลอดภัย

Title “Development of Digital Technology and Social Network to Promote
Road Crashes Reduction”

Road accidents in Thailand has been increasingly serious. For decades, the
country has lostinvaluable human resources and properties. World Health Organization’s
report on the number of deaths from road crashes stating that Thailand is the world’s9th
countrywith the highest risk in road crasheswhich counts as 22,052 deaths per year. On
average, 60 people die from road crashes everydaycausing more than 400 billion baht of
economic loss per year. At the same time, more than 50% of the people who die in road
crashes during holidays are family leaders and working age group who are work forces in the
economic system. This seriously affects economic growth of the Thai society which is
nowenteringageing society. The situation might be critical if the same practices have been
repeatedly carried out. Therefore, every sector has crucial roles in urgently solving the
problem.
Despite a set of traffic rules and related laws, expectations on people
complying with laws and traffic disciplines to prevent road crashes and traffic
congestionsare too ideal. Law enforcement is therefore crucial. The task for everyone in
the society is to seek for guidelines and measures for how we can encourage everyone to
comply with the laws in order to deter violation of laws. Cars are considered an inevitable
choice of vehicles in the present leading to the increasing number of car users which
results inmore frequent chance of road crashes. Dashboard cameras are very useful in
recording incidents which can also be a reminder and lesson for drivers and road users of
the causes of road crashes.All drivers have to keep in mind to be responsible and careful
road userswhere their behaviors are monitored through cameras.
It is obvious that the world has transformed from analog to digital and robotic
era. Digital technology influences our daily and work lives. Traditional technology has
nowtransformed to full digital technology where organizations can benefit in order to increase
efficiency and benefits of the society.In addition, social networks are widely used for sharing
videos recorded from dashboard cameras and broadcasted by the media as a tool to
promote
social awareness. Social networkis a channel for the society to promote road crashes
reduction where limited expenditure and budget can be saved. In addition, road safety
awareness on social media can be promoted immediately in which people from all sectors
can participate. Road crashes are not a fate and can be controlled by scientific practices.
When road users are disciplined and respect traffic laws, it is considered the laws of safety.
