ในการวิจัย เรื*อง แนวทางการพัฒนาระบบโทรคมนาคมทหารของกองทัพไทยใน
๕ ปี ข้างหน้า (อนาคต) มีวัตถุประสงค์เพื*อศึกษาระบบโทรคมนาคมในปัจจุบันของกองทัพไทย
รวมถึงสํานักงานปลัดกระทรวงกลาโหม และเหล่าทัพ กบวิเคราะห์ปัญหา ผลกระทบ และความ ั
ต้องการของเหล่าทัพ อีกทั5งเสนอแนวทางในการพัฒนาระบบโทรคมนาคมทหารที*มีความ
เหมาะสม และมีประสิทธิภาพ โดยแนวทางในการพัฒนาดังกล่าวมีขอบเขตเฉพาะของกองทัพไทย
ตั5งแต่บัดนี5เป็ นต้นไป จนถึงปี งบประมาณ ๒๕๖๒ สามารถปรับแนวทางได้ตามความเหมาะสม
การวิจัยครั5งนี5 วิจัยเชิงคุณภาพและสัมภาษณ์ไม่เป็ นทางการของผู้มีหน้าที*ในการดําเนินการเกี*

ระบบโทรคมนาคมทหาร โดยผลวิจัยดังกล่าว จะทําให้กองบัญชาการกองทัพไทย มีโครงข่าย
ระบบโทรคมนาคมที*มีความเร็วสูง ทันสมัย มีความปลอดภัย เชื*อถือได้ และมีประสิทธิภาพ
สามารถรองรับความต้องการของหน่วยผู้ใช้งานในด้านการสื*อสาร เพื*อสนับสนุนการป้ องกัน

มีข้อมูลถูกต้อง เพื*อให้ผู้บังคับบัญชาฝ่ ายอํานวยการและผู้ที*เกี*ยวข้อง นําไปใช้ประโยชน์ได้อยาง่

ABSTRACT

This paper provides an overview of the current development of
telecommunications in the Armed Forces and the Office of the Permanent
Secretary of Defence, as well as intends to analyst of the impacts, the problems
and the needs from the Royal Thai Armed Forces Telecommunication system.
It will also provide an appropriate and efficiency guideline of Military
Telecommunication system. This guideline focuses on the current development till
the fiscal year 2019. However, it can be adjusted as appropriate.
This paper is a qualitative research by conducting the interview of the
Armed Force personnel related to Military Telecommunication system. The
results of this research will bring about the efficiency, reliability, security of the
Military Telecommunication Infrastructure which has the potential to support
communication requirements of the users for defense and security missions.
The future development of Military Telecommunication system will
lead to the uses of confidentiality, integrity, and availability (CIA) information
for commanders, staffs and military personnel. The Recommendations are ; 1)
The Royal Thai Armed Forces Headquarter, the Army, the Navy, the Air Force
and the Office of the Permanent Secretary of Defence should develop the
Military Telecommunication system as the main backbone and share this
common resource that will lead to efficiency and minimize the budget used.,
2) Use the civilian telecommunication infrastructure as back up network.
