The objectives of this qualitative research were 1) to study the desirable
characteristics of juvenile under special measures in lieu of criminal proceedings and
special measures in lieu of judgement and 2) to study guidelines for developing a social
credit model based on innovative areas to enhance desirable characteristics of juvenile
under special measures in lieu of criminal proceedings and special measures in lieu of
judgement. The data was collected and analyzed by Content Analysis.
The result of this research reveals 4 desirable characteristics of juvenile
under special measures in lieu of criminal proceedings and special measures in lieu of
judgement including 1) Good and right thinking skills 2) Discipline and responsibility
for society and others 3) Honesty and 4) Kindheartedness and generosity
Guidelines for developing a social credit model based on innovative areas
to enhance desirable characteristics of juvenile under special measures in lieu of
criminal proceedings and special measures in lieu of Judgement consist of 1) PlanningDevelop the social credit system as a standard and create awareness of the all those
involved 2) Participation-Strengthen cooperation with all parties and stakeholders
and 3) Evaluation-Measurement tools and database with the same standard.
This research provide recommendations focusing on research and training
for stakeholders. Furthermore, social credit system manual and training courses on
positive reinforcement for supporting social credit system should be collaborated for
the future development.
