การศึกษาวิจัยเกี่ยวกับการพัฒนาดานการศึกษาของนายทหารชั้นสัญญาบัตรกองทัพเรือ
อินโดนีเซีย ฉบับนี้เปนการวิจัยเชิงคุณภาพ โดยทําการรวบรวมขอมูลจากบรรดานายทหารที่ทํางานในสาย
งานการศึกษาของกองทัพเรืออินโดนีเซีย ขอมูลการวิจัยถูกวิเคราะหและสรุปผลอยางมีหลักเกณฑมี
วัตถุประสงคเพื่อใหแนวทางการพัฒนาดานการศึกษาของนายทหารชั้นสัญญาบัตรกองทัพเรืออินโดนีเซีย
เพื่อสนับสนุนนโยบายการปองกันประเทศ
เปนที่ทราบโดยทั่วไปวาองคประกอบการศึกษาเปนปจจัยที่สามารถนําไปใชใหเปนได ใน
การพัฒนาการศึกษาของนายทหารชั้นสัญญาบัตรกองทัพเรืออินโดนีเซีย หรือในทางกลับกันการพัฒนา
การศึกษาของนายทหารชั้นสัญญาบัตรจะตองมีการปรับเพื่อสนับสนุนนโยบายการปองกันประเทศ จึงมี
ความสําคัญและสมควรทําการศึกษาวิจัยในเรื่องนี้ใหเขาใจอยางถองแท
สําหรับกระบวนการศึกษาวิจัย มีขั้นตอนที่ตองดําเนินการหลายขั้นตอน ซึ่งประกอบดวย
การกําหนดหัวของานวิจัย การกําหนดกรอบงานวิจัย การทบทวนวรรณกรรม การกําหนดระเบียบวิธี
วิจัย การรวบรวมขอมูล การตีความขอมูล และการสรุปผลเปนขอเสนอแนะ ซึ่งสรุปผลของงานวิจัยชิ้นนี้
พบวาองคประกอบของการศึกษา จํานวน ๖ ดาน คือ เปาหมายและลําดับความสําคัญ หลักสูตร
วิทยากรและผูปฏิบัติงาน เครื่องมือและแหลงที่มา เทคโนโลยี และการควบคุมคุณภาพ ในการศึกษาของนายทหารชั้นสัญญาบัตรกองทัพเรืออินโดนีเซีย มีผลลัพธในลักษณะที่พึงพอใจ สําหรับมาตรการ
หรือแนวทางปฏิบัติทั้งในปจจุบันและที่ไดกําหนดเพิ่มเติมตามผลของการวิจัยโดยสังเขป มีดังนี้
๑. เปาหมายและลําดับความสําคัญ เชน กําหนดเปาหมายและลําดับความสําคัญ
การศึกษาโดยการเกี่ยวของกับหนวยงานตาง ๆ ที่คมชัดผานการทําใหเปนจริงการระบุการวิเคราะห
และการอภิปรายของการขัดเกลาทางสังคม และตามที่ระบุไวในวิสัยทัศนของการศึกษา
๒. หลักสูตร เชน พัฒนาหลักสูตรการศึกษา การพัฒนาการศึกษในฐานะศูนยกลางแหง
ความเปนเลิศ กําหนดหลักสูตร การตออายุหลักสูตรการศึกษา บรรลุเปาหมาการออกแบบใหม และ
ประมวลผลวิเคราะหทดสอบและพัฒนาหลักสูตรการศึกษา
๓. วิทยากรและผูปฏิบัติงาน เชน การเพิ่มบทบาทของอาจารย จัดโปรแกรมฟอรัมอยาง
เปนทางการเชนการสัมมนา บรรลุเปาหมายสําหรับการพัฒนาบทบาทของนักการศึกษา อาจารย
รายงานการใชงานทางเทคนิคตามหนาที่ และใหสวัสดิการแกอาจารย
๔. เครื่องมือและแหลงที่มา เชน พัฒนาสิ่งอํานวยความสะดวกสนับสนุน เตรียมการ
อางอิง อํานวยความสะดวกใหหองสมุดที่สมบูรณ และความรวมมือทางวิชาเกี่ยวกับนังสือ
อิเล็กทรอนิกสและหองปฏิบัติการหรือการฝกอบรมและสิ่งอํานวยความสะดวกอื่น ๆ
๕. เทคโนโลยี เชน การพัฒนาเทคโนโลยีที่ใชในเครือขายการเรียนรูและเครื่องจําลอง
ดําเนินการฝกจําลองหรืออุปกรณที่ตองใชความเชี่ยวชาญดานเทคโนโลยี และเพิ่มการใชเทคโนโลยี
สารสนเทศ
๖. การควบคุมคุณภาพ เชน การใชโปรแกรมการควบคุมคุณภาพ การประเมินการ
ควบคุมคุณภาพ ดําเนินการประเมินหลักสูตร ประเมินการเปลี่ยนแปลงบาง ดําเนินการประเมินผลการ
นิเทศ และจัดทําเอกสารผลการติดตามกํากับดูแลประเมินผลและรายงานABSTRACT

The research study on development of education for Indonesian Navy
officer is the qualitative research by collecting data from military officers working in
education sector of the Indonesian Navy. The research data were analyzed and
concluded to the aim of providing guidelines for development of education for
Indonesian Navy officer to support national defense policy.
It is generally known that educational elements are factors that can be
used to develop of education for Indonesian Navy Officer, Which the development of
Officer's education must be adjusted to support national defense policy. Therefore, it
is important and appropriate to conduct research on this subject understandable.
In the research process There are many steps that need to be taken.
Which consists of research topic identification, identification of the research framework,
literature review, research methodology, collected data, Interpretation of data and
conclusion is suggested. The result's summary of this research was found that the
elements of education in 6 aspects, as follows: goals and priorities, curriculum,
lecturers and education staff, facilities and references, technology, and quality control In education for Indonesian Navy Officer. For steps that can be implemented both
current and more according to the results of research in brief is as follows:
1. Goals and priorities such as setting goals and priorities for education by
relating to different agencies through realization, identification, analysis and discussion
of socialization, and as stated in the vision of education
2. Curriculum such as development of curriculum education, developing
education as a center of excellence, setting curriculum, renewal of the education
program, realize new design, also analyze, test and develop of curriculum
3. Lecturers and education staff such as increasing the role of teachers,
organize official forum programs, realize development of the role of lecturers,
Instructors report the technical usage according to their duties, and increase welfare to
lecturers
4. Facilities and references such as development of facilities, support
Prepare references, facilitate the complete library, and academic cooperation about
electronic books and laboratories or training and other facilities
5. Technology such as technology development used in learning networks
and simulators, perform simulation exercises or equipment that requires technological
expertise, and increase the use of information technology
6. Quality control such as the use of quality control programs, quality
control assessment, conduct a curriculum evaluation, evaluate about changes,
conduct an evaluation of supervision, and documenting the results of monitoring,
monitoring, evaluation and reporting
