การวิจัยครั้งนี้เป็นการศึกษาเพื่อการพัฒนาบริหารจัดการหมายเลขสิ่งอุปกรณ์ทางทหาร
ของกองทัพไทย ควรจะดำเนินการบริหารต่อหมายเลขสิ่งอุปกรณ์อย่างไร ข้อมูลที่ใช้ในการวิจัยได้จาก
กลุ่มตัวอย่างจากผู้เชี่ยวชาญและผู้มีประสบการณ์ ผู้บริหาร และผู้ปฏิบัติงาน จำนวน ๗ ท่าน
หมายเลขพิสูจน์ทราบสิ่งอุปกรณ์ทางทหาร ได้ถูกกำหนดขึ้นโดยนโยบายของ
กระทรวงกลาโหม เกี่ยวกับการจัดทำสมุดรายการสิ่งอุปกรณ์ทางทหารของกองทัพไทย และ
ได้มอบหมายให้กองบัญชาการกองทัพไทย ใช้ในการดำเนินการต่อหมายเลขสิ่งอุปกรณ์ทางทหารของ
กองทัพไทย ซึ่งหมายเลขพิสูจน์ทราบจำนวน ๗ หลัก ได้ถูกแจกจ่ายให้กับเหล่าทัพ และกองบัญชาการ
กองทัพไทย ในการพิสูจน์ทราบหมายเลขสิ่งอุปกรณ์อันจะเป็นประโยชน์ต่อการส่งกำลังบำรุงร่วม
ในอนาคต ที่ผ่านมาในการกำหนดหมายเลขสิ่งอุปกรณ์ทางทหาร ไม่มีแหล่งข้อมูลหรือฐานข้อมูลใดๆ
สำหรับการพิสูจน์ทราบหมายเลขสิ่งอุปกรณ์ ไม่มีระบบสารสนเทศเข้ามารองรับในการปฏิบัติงาน ทำให้
การกำหนดหมายเลขสิ่งอุปกรณ์เกิดความซ้ำซ้อนทั้งภายในเหล่าทัพ และนอกเหล่าทัพ อีกทั้งไม่ได้
ปฏิบัติตามหลักการของระบบ NCS ซึ่งเป็นมาตรฐานในการกำหนดหมายเลขสิ่งอุปกรณ์
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาข้อจำกัดในการกำหนดหมายเลขสิ่งอุปกรณ์
ทางทหารของกองทัพไทย และเพื่อหาแนวทางการพัฒนาบริหารจัดการหมายเลขสิ่งอุปกรณ์ทางทหาร
ของกองทัพไทย ในการศึกษาวิจัยครั้งนี้พบว่ากรมส่งกำลังบำรุงทหาร จำเป็นต้องทำหน้าที่เป็นศูนย์กลางใน
การควบคุม อำนวยการและแลกเปลี่ยนข้อมูลหมายเลขสิ่งอุปกรณ์ด้วยการนำระบบสารสนเทศด้าน
คอมพิวเตอร์ เข้ามาใช้ในการพัฒนาฐานข้อมูลหมายเลขพิสูจน์ทราบสิ่งอุปกรณ์ที่ช่วยให้การบันทึกข้อมูล
การดำเนินกรรมวิธีข้อมูล และการส่งผ่านข้อมูลการพิสูจน์ทราบสิ่งอุปกรณ์ และข้อมูลสนับสนุน
ที่เกี่ยวข้องอยู่ในฐานข้อมูลสามารถเข้าถึงได้โดยง่ายผ่านระบบงานที่เรียกว่าโปรแกรมการกำหนด
หมายเลขสิ่งอุปกรณ์ทางทหารของกองทัพไทย ที่ถูกพัฒนาขึ้นเป็นไปตามหลักการของระบบ NCS พร้อมกับ
เชื่อมโยงผ่านระบบเครือข่ายการสื่อสารให้กับหน่วยงานที่ต้องการใช้หมายเลขในการพิสูจน์ทราบ
สิ่งอุปกรณ์อีกทั้งต้องเตรียมบุคลากร กระบวนการปฏิบัติงาน เครื่องมือ งบประมาณ และฐานข้อมูล
พิสูจน์ทราบสิ่งอุปกรณ์ให้มีความพร้อม เพื่อรองรับให้ประเทศไทยเป็นสมาชิกของ NATO Codification
System : NCS ในกลุ่มประเทศสมาชิกที่ได้รับการอุปถัมภ์ระดับผู้ผลิต จะทำให้อุตสาหกรรมป้องกัน
ประเทศที่ผลิตขึ้นภายในประเทศ มีมาตรฐานของหมายเลขสิ่งอุปกรณ์และเป็นที่ยอมรับABSTRACT

This research is a study for the development of the number management of
the military equipment numbers of Royal Thai Armed Forces. The data used in the
research can be obtained from a sample group of experts and experienced persons,
executives and practitioners, totaling 7 persons.
Identification number, know what military equipment Has been determined
by the Ministry of Defense policy regarding the preparation of the military equipment
book list of Royal Thai Armed Forces and assigned to Royal Thai Armed Forces
Headquarters. Used to continue the military equipment numbers of Royal Thai Armed
Forces which the number of proofs of the 7 digits has been distributed to the various
units and Royal Thai Armed Forces Headquarters. In the identification of the number of
devices that will be useful for future joint logistics Past in determining the number of
military equipment No data source or any database For proof of identification of
equipment numbers.There is no information system to support in the operation. Causing
device numbering to be duplicated both within the various units and outside the various
units. Also did not follow the principles of the NCS system, which is the standard for
determining the number of devices.The purpose of this study is to study the problems of limiting the number of
military equipment of Royal Thai Armed Forces. And to find ways to develop the
management of military equipment numbers of Royal Thai Armed Forces.
In this study. it was found that Directorate of Joint Logistics necessary to act
as a control center directing and exchanging information about device numbers with the
introduction of computer information systems, to use in the development of a database
of proof numbers, know what devices allow data recording data processing and
transmission of proven information to know what equipment and relevant support
information in a database that can be easily accessed through a system called the
military device numbering program of Royal Thai Armed Forces. That was developed
according to the principles of the NCS system. Along with linking through a network of
communication systems for agencies that want to use numbers to prove the device. And
must prepare personnel process of operation, tools, budget and database to prove What
equipment is ready to support Thailand as a member of NATO Codification Systems : NCS.
In the member countries that have been sponsored by manufacturers. Will make the
national defense industry produced locally, there are standards of numbers, equipmentand
are accepted.
