บทคัดย่อ
จากสภาวะแวดล้อมด้านความมั่นคงในปัจจุบัน กองทัพไทยซึ่งมีภารกิจในการปกป้องอธิปไตย
และรักษาผลประโยชน์ของชาติในทุกมิติ จึงต้องมีการเสริมสร้างและพัฒนาขีดความสามารถอย่างต่อเนื่อง
ดังนั้นการเตรียมก าลังและใช้ก าลัง โดยมุ่งไปสู่การปฏิบัติการร่วม จะเป็นปัจจัยส าคัญในการขับเคลื่อน
กองทัพไทย ให้มีความพร้อมในการปฏิบัติภารกิจได้อย่างหลากหลายมิติ และมีความประสานสอดคล้อง
โดยกองทัพไทยมีทิศทางในการปฏิบัติการร่วม ตามแนวคิดการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลาง
(Network Centric Operations) ซึ่งจะก่อให้เกิดการเชื่อมโยงข้อมูลระหว่างทุกองค์ประกอบที่ก าหนด
ประกอบด้วยส่วนตรวจจับ (Sensor) ผู้ที่มีอ านาจตัดสินตกลงใจ (Decision Maker) และหน่วยรบ/
ผู้ปฏิบัติ(Shooter) แบบบูรณาการ โดยระบบเชื่อมโยงข้อมูลทางยุทธวิธีนั้น เป็นระบบหลักของ
เครือข่าย และเป็นปัจจัยส าคัญในการขับเคลื่อนการปฏิบัติการที่ใช้เครือข่ายเป็นศูนย์กลางให้ประสบ
ผลส าเร็จ เพราะระบบเชื่อมโยงข้อมูลทางยุทธวิธีก่อให้เกิดการแลกเปลี่ยนข้อมูลในพื้นที่การรบแบบ
บูรณาการ สร้างความหยั่งรู้ในสถานการณ์แบบเบ็ดเสร็จ (Total Situation Awareness) ท าให้หน่วยรบ
สามารถตัดสินใจใช้อาวุธกับข้าศึกได้ด้วยความถูกต้องและรวดเร็ว ลดโอกาสการท าลายฝ่ายเดียวกัน
(Fratricide) รวมทั้งก่อให้เกิดการแลกเปลี่ยนข้อมูลจากระดับยุทธวิธี ระดับยุทธการ และระดับ
ยุทธศาสตร์ ก่อให้เกิดความรวดเร็วและแม่นย าในการควบคุมและสั่งการ รวมทั้งสามารถติดตามผลการ
ปฏิบัติได้อย่างมีประสิทธิภาพ เพิ่มขีดความสามารถในการบัญชาการและควบคุมในระดับสูง ท าให้
ผู้บังคับบัญชากับหน่วยรบ สามารถประสานการปฏิบัติกันได้อย่างเป็นรูปธรรมจากการมองเห็นภาพ
สถานการณ์การรบในแบบเดียวกัน โดยปัจจุบันกองทัพไทยอยู่ระหว่างการพัฒนาระบบเชื่อมโยงข้อมูล
ทางยุทธวิธีในภาพรวมของกองทัพไทย โดยยึดหลักพื้นฐานของการพึ่งพาตนเอง

In the current security situation. RTARF has a mission to protect national
interests. Therefore the fundamental purpose is continuing to strengthen and develop
capabilities by preparing the troops readiness. Focusing on joint operations will be an
essential key factor for RTARF to move forward to perform in various mission. The joint
operations according to the Network Centric Operations concept which will create data
links between all integral components to consist of Sensor, Decision Maker, and
shooter.The tactical data link system is a primary network of operation to driving
network-centric operations to be successful.The tactical data link system will create an
integrated data exchange in the combat area for total situation awareness. It will affect
to the operation command-control and performance monitoring is faster, accurate and
reduce the opportunity to destroy the same troops. The commander will aware and
acknowledge the same situation as the troops in the combat area. This working system
enhances the coordination level and increases the chance of mission success. Now,
RTAF is under developing the whole tactical data link by self capability
