การศึกษาวิจัยเรื่อง แนวทางพัฒนาการปฏิบัติกรณีการก่อวินาศกรรมด้วยวัตถุระเบิด
ในภารกิจของกรุงเทพมหานคร มีวัตถุประสงค์ได้แก่ ๑. เพื่อศึกษาถึงบทบาท อำนาจหน้าที่ของ
กรุงเทพมหานคร กรณีสถานการณ์การก่อวินาศกรรมด้วยวัตถุระเบิดในพื้นที่ ๒. เพื่อศึกษาแนวคิด
ทฤษฎีที่เกี่ยวข้อง และ ๓. เพื่อศึกษาแนวทางพัฒนาการปฏิบัติของหน่วยงานกรุงเทพมหานครต่อกรณี
ดังกล่าวเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยเก็บรวบรวมข้อมูลทุติยภูมิ (Secondary Data)
จากเอกสาร บทความ งานวิจัยที่เกี่ยวข้อง และข้อมูลปฐมภูมิ (Primary Data) จากการสัมภาษณ์เชิงลึก
(In-depth interview) กลุ่มเป้าหมายประกอบด้วยผู้บริหารหน่วยงานที่เกี่ยวข้องของกรุงเทพมหานคร
และผู้มีประสบการณ์ในการปฏิบัติงานเป็นผู้ให้ข้อมูลสำคัญ (key informant) โดยมีผู้วิจัยและแบบ
สัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูล ใช้วิธีการวิเคราะห์ข้อมูลโดยพิจารณาประเด็นหลัก (major
themes) ที่ได้จากการสัมภาษณ์นำมาเปรียบเทียบกับผลการทบทวนวรรณกรรม และการวิเคราะห์ของ
ผู้วิจัย ซึ่งสรุปผลการวิจัยได้ดังนี้๑.กรุงเทพมหานครเข้าไปมีบทบาท อำนาจหน้าที่กรณีดังกล่าวทั้งใน
ฐานะเจ้าของพื้นที่กล่าวคือ เมื่อมีเหตุการณ์เกิดขึ้น กรุงเทพมหานครจำเป็นต้องรับรู้รับทราบ เพื่อดูแล
อำนวยความสะดวก ให้การสนับสนุนทรัพยากร เครื่องมือ วัสดุ อุปกรณ์ บุคลากร กับหน่วยงานที่มี
หน้าที่โดยตรง และในฐานะเป็นหน่วยงานที่มีอำนาจหน้าที่ตามกฎหมาย โดยใช้ฐานอำนาจตามพระราชบัญญัติระเบียบบริหารราชการกรุงเทพมหานคร พ.ศ.๒๕๒๘ แผนการป้องกันและบรรเทา
สาธารณภัยกรุงเทพมหานคร พ.ศ.๒๕๕๘ ซึ่งเป็นแผนในระดับยุทธการ (Operational level) และแนวทาง
ปฏิบัติตามหนังสือสั่งการในการป้องกันและแก้ไขปัญหาฯ เดิมที่มีอยู่ (ปี ๒๕๕๙) ซึ่งถือว่าเป็นแผนใน
ระดับยุทธวิธี (Tactical level) หรือแผนฏิบัติการ (Action plan) โดยกรุงเทพมหานครมีบทบาท อำนาจ
หน้าที่ทั้งก่อนเกิดเหตุ ขณะเกิดเหตุ และหลังเกิดเหตุ ๒. ผลการศึกษาวิจัยเกี่ยวกับทฤษฎีการบริหาร
(POSDCORB) และทฤษฎีการบริหารงานในภาวะวิกฤต (Crisis Management) พบว่าขั้นตอนการ
ปฏิบัติจะต้องมีการวางแผนอย่างรอบคอบ เพื่อให้การดำเนินการบรรลุเป้าหมายอย่างมีประสิทธิภาพ
และมีการประเมินผลเพื่อพัฒนาแนวทางปฏิบัติให้ดีขึ้น ๓. ผลการวิจัยพบว่าขั้นตอน หรือแนวทาง
แนวทางพัฒนาการปฏิบัติ ควรดำเนินการเป็น ๓ ระยะ ได้แก่ ระยะที่ ๑ ขั้นเตรียมการพัฒนาแนวทาง
ปฏิบัติ โดยการสร้างความเข้าใจความเชื่อมโยงระหว่างแนวทางปฏิบัติเดิมปี ๒๕๕๙ กับ แผนการป้องกัน
และบรรเทาสาธารณภัยกรุงเทพมหานคร พ.ศ.๒๕๕๘ ให้กับหน่วยงานและส่วนราชการของกรุงเทพมหานคร
ระยะที่ ๒ ขั้นยกร่างแนวทางปฏิบัติที่ได้รับการพัฒนาแล้วและเสนอขออนุมัติระยะที่ ๓ ขั้นนำแนวทาง
ปฏิบัติไปใช้
อย่างไรก็ตามแนวทางการปฏิบัติดังกล่าว เป็นเพียงกลไกหนึ่งในการป้องกันปัญหา
ที่อาจจะเกิดขึ้นเท่านั้น การป้องกันจำเป็นต้องมีมาตรการอื่นควบคู่กันไปด้วย โดยเฉพาะการสร้างความ
ตระหนักให้ประชาชนในพื้นที่ได้รับรู้ว่า ภัยจากการก่อวินาศกรรมด้วยวัตถุระเบิดเป็นเรื่องสำคัญที่ทุกคน
ต้องเฝ้าระวัง การสร้างแรงจูงใจให้ประชาชนในพื้นที่เป็นเครือข่ายข่าวให้กับกรุงเทพมหานคร ในส่วน
ของเจ้าหน้าที่ภาครัฐ ควรมีการบูรณาการด้านการข่าวระหว่างหน่วยงานที่เกี่ยวข้อง ตลอดจนการจัด
ให้มีการฝึกซ้อมแผนปฏิบัติการบนโต๊ะ (Table Top Exercise :TTX) หรือการฝึกปัญหาที่บังคับการ
( Command Post Exercise : CPX) เพื่อให้หน่วยงานที่เกี่ยวข้องได้ทบทวนภารกิจ นำไปสู่การสรุป
เป็นตารางประสานสอดคล้องการปฏิบัติ รวมทั้งการจัดฝึกซ้อมแบบเต็มรูปแบบ (Full Scale Exercise :
FSX) ในสถานที่จริง เพื่อให้ระบบการรักษาความปลอดภัยของกรุงเทพมหานครมีมาตรฐาน และ
ประชาชนมีความรู้สึกปลอดภัย อุ่นใจและเชื่อมั่นกับระบบที่มีอยู่ABSTRACT

Researching Development of operations In case of explosion In the mission
of Bangkok Metropolitan Administrations (BMA) The objectives are: 1. To study the role
Authoritof BMA In the case of sabotage situations with explosives in the area 2. To study the
concept related to theories and 3. To study guidelines for the development of the
practice of BMA agencies in such cases is qualitative research and collecting secondary
data from secondary research articles related to documents and primary data from the
in-depth interview. The target group consists of executives, relevant departments of
BMA and experts with researcher and interview form as a tool for data collection Using
data analysis methods by considering the major themes from the interview. Compared
with the literature review results And analysis of the researcher Which can be
summarized as follows 1. BMA has a Authority’s role in such cases as the owner of the
area is When an event occurs, Bangkok needs to be acknowledged to take care of
facilitating, Providing support to resources, tools, materials, equipment, personnel and
departments that are directly responsible. By using the power base according to the
Bangkok Public Administration Act, BE 2528 (1985), the Bangkok Disaster Prevention and
Mitigation Plan 2015, which is an Operations level plan and a guideline for the
preventing and correcting the problem (2016) which is considered to be a tactical level or action plan. BMA has role of Authority, both before and after the incident. 2. The
results of the research on management theory (POSDCORB) and the theory of Crisis
Management found that the procedures must be planned. Carefully in order to
achieve the goal effectively And evaluated to develop better practices. 3. Research
results showed that the steps or guidelines for development practices should be
implemented in 3 phases: Phase 1, preparation steps, development guidelines by
creating an understanding of the linkage between the old guidelines of 2016 with the
BMA disaster prevention and mitigation Plan 2015 for BMA agencies and government
agencies, Phase 2, drafting guidelines that have been developed and Propose for
approval of Phase 3, implementation guidelines However, such practices Is only
mechanism to prevent problems that may occur, Prevention requires other measures
in parallel. To especially to raise awareness for people in the area to know that
the threat of sabotage with explosives is an important issue that everyone must watch
to create incentives for people in the area to be a news network for BMA. In the part
of government officials, there should be an integration of news between relevant
agencies. as well as providing Table Top Exercise (TTX) or Command Post Exercise
(CPX) to allow relevant agencies to review the mission leading to the conclusion as a
synchronization matrix schedule of practices Including full scale exercise (FSX) in real
locations to ensure the security system of BMA has standard and to make people have
a safe feeling, peace of mind and confidence with existing systems
