ยุทธศาสตร์ชาติด้านความมั่นคง ตามข้อกำหนดของคณะกรรมการกิจการกระจาย
เสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ

ตามที่รัฐบาล ได้จัดทำยุทธศาสตร์ชาติเพื่อเพื่อเป็นเป้าหมายการพัฒนาประเทศอย่างยั่งยืน
และเป็นกรอบในการจัดทำแผนต่างๆ ให้สอดคล้องและบูรณาการกัน ตามเป้าหมายของการพัฒนา
ประเทศ ในส่วนของยุทธศาสตร์ชาติด้านความมั่นคง มีเป้าหมายให้กองทัพ และหน่วยงานด้านความ
มั่นคง มีความพร้อมในการป้องกันและแก้ไขปัญหาความมั่นคง สำหรับในด้านเครื่องมือกลไกของรัฐ ใน
ส่วนของกองทัพบกมี สถานีวิทยุกระจายเสียงของกองทัพบกซึ่งกระจายอยู่ตามภูมิภาคของประเทศ เพื่อ
ดำเนินการปรับเปลี่ยนรูปแบบการประกอบกิจการกระจายเสียงไปสู่การเป็นผู้รับใบอนุญาตประกอบ
กิจการกระจายเสียงบริการสาธารณะประเภทที่ ๒ สำหรับหน่วยงานของรัฐ โดยให้เป็นไปตามแนวทาง
ของคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติสำหรับการ
วิจัยในครั้งนี้ ผู้วิจัยได้กำหนดวัตถุประสงค์ไว้ ๒ ข้อ คือ ๑.เพื่อศึกษาระเบียบ ข้อกำหนดของการ
ประกอบกิจการกระจายเสียงตามพระราชบัญญัติการประกอบกิจการกระจายเสียงและกิจการโทรทัศน์
พ.ศ. ๒๕๕๑ และข้อบังคับที่เกี่ยวข้อง ๒.เพื่อเสนอแนวทางในการพัฒนา การบริหารจัดการสถานีวิทยุ
ของกองทัพบก ให้สอดคล้องยุทธศาสตร์ชาติด้านความมั่นคง และปฏิบัติตามแนวทางของคณะกรรมการ
กิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติในอันที่จะเป็นผู้รับใบอนุญาต
ประกอบกิจการกระจายเสียงบริการสาธารณะประเภทที่ ๒ สำหรับหน่วยงานของรัฐในส่วนของ
วิธีดำเนินการวิจัยนั้น ผู้วิจัยใช้กระบวนการวิจัยเชิงคุณภาพ อันประกอบไปด้วย กระบวนการวิจัยเชิง
เอกสาร และการสัมภาษณ์เชิงลึก เพื่อนำข้อมูลมาวิเคราะห์เนื้อหาทั้งจากเอกสาร ตำรา การสัมภาษณ์เชิงลึก และมุมมองของผู้วิจัยเอง จากนั้นนำผลการวิเคราะห์ข้อมูลมาสรุปและอภิปรายผลเป็นผลงาน
ของการวิจัย ซึ่งผลการศึกษาวิจัยสามารถตอบวัตถุประสงค์ของการวิจัยได้ทั้ง ๒ ข้อ โดยวัตถุประสงค์
ของการวิจัยข้อที่ ๑ นั้น สรุปผลได้ว่า สถานีวิทยุของกองทัพบก จะต้องศึกษา ปฏิบัติตาม กฎ ระเบียบที่
เกี่ยวข้อง ตามข้อกำหนดของ กสทช. อย่างเคร่งครัดเพื่อที่จะเป็นผู้รับใบอนุญาตประกอบกิจการกระจาย
เสียงบริการสาธารณะประเภทที่ ๒ สำหรับหน่วยงานของรัฐ สำหรับวัตถุประสงค์ของการวิจัยข้อที่ ๒
สรุปผลได้ว่า การบริหารจัดการสถานีวิทยุของกองทัพบก ดำเนินการในรูปแบบของคณะกรรมการใน
การบริหารสถานีวิทยุและโทรทัศน์ของกองทัพบก ซึ่งจะมีการประชุมเพื่อกำหนดแผนงานเพี่อปฏิบัติตาม
ข้อกำหนด ของ กสทช. โดยต้องสอดคล้องตามยุทธศาสตร์ชาติด้านความมั่นคง ได้กำหนดหน่วย
รับผิดชอบควบคุมนโยบายและการบริหารงาน ได้แก่ สำนักงานบริหารกิจการกระจายเสียงและกิจการ
โทรทัศน์ของกองทัพบกเป็นผู้รับผิดชอบในภาพรวม นอกจากนี้ ยังมีเรื่องประเด็นสำคัญอื่น ๆ และ
ข้อเสนอแนะที่เป็นประโยชน์ทั้งในเชิงนโยบาย การปฏิบัติ และวิชาการ สำหรับผู้ที่สนใจเพื่อการ
ศึกษาวิจัยต่อไปในอนาคต

broadcasting business to become a licensed public broadcasting operator. Category 2 for
government agencies By following the guidelines of the Broadcasting Committee
Television business And national telecommunications. For this research The researcher
has set two objectives. 1. To study regulations The requirements of broadcasting
operations according to the Broadcasting and Television Business Act BE 2551 and related
regulations 2. To propose guidelines for development Army radio station management
To comply with the national strategy of security And follow the guidelines of the
Broadcasting Committee Television business And national telecommunications In order to be a licensee for public service broadcasting, Category 2 For government agencies in
the way of conducting research. The researcher used a qualitative research process.
Which includes Document research process And in-depth interviews To use the data to
analyze content, both from textbooks, in-depth interviews And the views of the
researchers themselves Then the results of the data analysis were summarized and
discussed as a result of the research. The results of the research can answer both the
objectives of the research. The objective of the first research is to conclude that the
Army radio stations must study and follow the relevant rules. In accordance with the
regulations of the NBTC, strictly in order to be a licensee for public broadcasting business,
Category 2 for government agencies . For the purpose of research, Article 2 summarizes
the results of the management of the Army radio station. Conducted in the form of a
