การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อทราบถึงปัญหาข้อขัดข้องของเจ้าหน้าที่ผู้ปฏิบัติงานใน
การจัดซื้อจัดจ้าง ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ของหน่วยงานในสังกัด
ต ารวจภูธรภาค 8 รวมทั้งศึกษาแนวทาง หลักการ ทฤษฏีในการพัฒนาเจ้าหน้าที่ผู้ปฏิบัติงานใน
การจัดซื้อจัดจ้าง ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) เพื่อเป็นแนวทางในการ
พัฒนาความรู้เจ้าหน้าที่ผู้ปฏิบัติงานในการจัดซื้อจัดจ้าง ด้วยวิธีประกวดราคาอิเล็กทรอนิกส์(ebidding) กระบวนการวิจัย เป็นแบบการวิจัยเชิงคุณภาพ ซึ่งประกอบด้วยการวิจัยเชิงเอกสารและ
สัมภาษณ์เชิงลึก จากผู้บริหารและเจ้าหน้าที่ผู้ปฏิบัติงานเกี่ยวกับการจัดซื้อจัดจ้างด้วยวิธีการ
ประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ของหน่วยในสังกัดต ารวจภูธรภาค 8 รวม 11 นาย
ผลการวิจัยพบว่า หน่วยงานสามารถพัฒนาความรู้เจ้าหน้าที่ผู้ปฏิบัติงานในการ
จัดซื้อจัดจ้างด้วยวิธีประกวดราคาอิเล็กทรอนิกส์ (e-bidding) ด้วยการฝึกอบรมเจ้าหน้าที่ผู้ด ารง
ต าแหน่งใหม่ ให้มีความรู้ความเข้าใจในงานที่ต้องรับผิดชอบ และฝึกอบรมเจ้าหน้าที่
ผู้ปฏิบัติงานอยู่เดิม ให้มีความรู้ ทักษะและประสบการณ์ในการท างานเพิ่มมากขึ้น ในด้านระเบียบ
กฎหมาย ขั้นตอน แนวทางการปฏิบัติรวมถึงกระบวนการท างานในระบบจัดซื้อจัดจ้างภาครัฐ (e-๒
GP) โดยฝึกอบรมในเชิงปฏิบัติการหรือ เป็นกรณีศึกษาเพื่อให้เกิดทักษะ ความช านาญ
เชี่ยวชาญ เข้าใจในวิธีการปฏิบัติอย่างลึกซึ้ง สร้างความมั่นใจในการท างาน,จัดท าคู่มือส าหรับการ
ปฏิบัติงาน/แบบฟอร์ม/workflow ,จัดกิจกรรมแลกเปลี่ยนเรียนรู้ ชุมชนนักปฏิบัติ (Community of
Practice :CoPs) เพื่อให้เจ้าหน้าที่ในงานสายพัสดุหรือผู้ปฏิบัติงานจัดซื้อจัดจ้าง ได้มีโอกาส
แลกเปลี่ยนแนวความคิด ปัญหาองค์ความรู้ใหม่ๆ รวมทั้งเป็นการสร้างเครือข่าย เพื่อสร้างความ
เชื่อมั่นและความไว้วางใจ และส่งผลให้การปฏิบัติงานมีประสิทธิภาพและประสิทธิผลที่ดีขึ้น

The purpose of this study is to create an understanding about the issues that
are faced by procurement officers in using Electronics Bidding (e-bidding) system within
provincial police region 8. This study also intends to develop guidelines and develop
theory of how procurement officers can develop their skill and knowledge in relation to
the use of e-bidding system.This study is qualitative research using interviews as method
for data collection. This research recruits in total of 12 participants who work in the
department of procurement within the Provincial police region 8.
The result of this study shows that by setting up a training program, creating
an operation manual, drawing workflow, and setting up Community of Practice (CoPs), ๓
this enables procurement officers to develop better skills and knowledge with regard
to the use of e-bidding system. In terms of a training program, it is not only provided for
the new officers but also provided for the existing officers. For the existing officers, it is
believed that the training program help them increase their knowledge and skill to be
more effective, especially in terms of procurement laws and regulations, operation
process and also the procurement process in the Government sector. The training program
has been designed in a practical manner in order to ensure that the procurement officers
are able to build professional knowledge and understand the operation process in an
indepth level. Moreover, by setting up CoPs, this enables procurement officers to share
and exchange their knowledge, and establishing relationships and trust which lead to an
efficient and effective work foundation.
