การศึกษาวิจัยเรื่อง “แนวทางในการจัดกิจกรรมอาสาสมัครเพื่อการพัฒนาชุมชนเจดีย์หักตาม
แนวคิดเศรษฐกิจพอเพียง โดย กรมทหารช่างที่ ๑ รักษาพระองค์” นั้น มีวัตถุประสงค์เพื่อวิเคราะห์
สังเคราะห์แนวทางที่ กรมทหารช่างที่ ๑ รักษาพระองค์ สามารถเข้าช่วยพัฒนาชุมชนเจดีย์หัก ต.เจดีย์
หัก อ.เมือง จ.ราชบุรี ซึ่งเป็นชุมชนใกล้เคียงพื้นที่ตั้งของหน่วยงาน ผ่านกิจกรรมอาสาสมัคร และ
สอดคล้องกับแนวคิดหลักปรัชญาเศรษฐกิจพอเพียง ตามแนวพระราชด าริของ พระบาทสมเด็จ
พระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร (รัชกาลที่ ๙) โดยใช้ระเบียบวิธี
วิจัยเชิงคุณภาพ ผ่านวิธีการ (๑) วิจัยเอกสาร ต ารา เอกสารวิชาการ แนวคิดทฤษฎี และงานวิจัยที่
เกี่ยวข้อง (๒) การสัมภาษณ์เชิงลึก ตัวแทน กรมทหารช่างที่ ๑ รักษาพระองค์ จ านวน ๓ คน และ
ตัวแทนชาวบ้านชุมชนเจดีย์หักจ านวน ๕ คน และ (๓) การสังเกตส ารวจพื้นที่ชุมชนเจดีย์หัก
ผลการศึกษา ชุมชนเจดีย์หัก ประสบปัญหาส าคัญคือ ปัญหาแหล่งน ้าส าหรับการเกษตรในฤดู
แล้ง ภาวะหนี้สินของครัวเรือน ขยะและสิ่งปฏิกูลที่เพิ่มขึ้น ค่านิยมของคนในชุมชนที่เปลี่ยนไป และ
การแพร่ระบาดของยาเสพติด ซึ่งผู้วิจัยได้น าผลการศึกษาที่ได้มาสังเคราะห์เป็นยุทธศาสตร์การพัฒนา
ชุมชนเจดีย์หัก ของ กรมทหารช่างที่ ๑ รักษาพระองค์ ที่มีแนวมุ่งเน้นการสร้างความเข้มแข็งจาก๒
ภายในชุมชนเอง หรือ “ระเบิดจากข้างใน” โดยหน่วยงานจะมีบทบาทในการสนับสนุนช่วยเหลือ แต่
ไม่ใช่เป็นผู้เข้าไปด าเนินการเองทั้งหมด ทั้งนี้ยุทธศาสตร์ดังกล่าวประกอบด้วย ๕ ด้าน ได้แก่
๑. รับฟัง - ปัญหาความต้องการจากชุมชน เพื่อให้ได้ข้อมูลความต้องการที่แท้จริง อัน
น าไปสู่การแก้ไขและพัฒนาได้ตรงจุดมากที่สุด
๒. ช่วยเหลือ – สนับสนุนทรัพ ยากรและสมรรถนะของ กรมทหารช่างที่ ๑
รักษาพระองค์ ในการเข้าไปพัฒนาช่วยเหลือตามความต้องการของชุมชน
๓. ถ่ายทอด – ถ่ายทอดองค์ความรู้ของ กรมทหารช่างที่ ๑ รักษาพระองค์ ให้กับ
ชุมชน เพื่อให้ชุมชนสามารถน าไปประยุกต์ใช้ในการด าเนินการต่าง ๆ ด้วยตนเอง สร้างการเติบโต
อย่างยั่งยืนให้กับชุมชน
๔. เครือข่าย – จัดตั้งเครือข่ายความร่วมมือระหว่าง กรมทหารช่างที่ ๑ รักษาพระองค์
กับชุมชนเจดีย์หัก เพื่อร่วมด าเนินการการพัฒนาชุมชน ตลอดจนส่งเสริม ขยายความร่วมมือไปยัง
ชุมชนหรือหน่วยงานอื่น ๆ ที่เกี่ยวข้อง เพื่อเสริมสร้างความเข้มแข็งและยั่งยืนของเครือข่าย
๕. สานสัมพันธ์ – จัดกิจกรรมหรือเข้าร่วมกิจกรรมต่าง ๆ ของชุมชน เพื่อเสริมสร้าง
ความสัมพันธ์ที่ดีระหว่าง กรมทหารช่างที่ ๑ รักษาพระองค์ สร้างทัศนคติว่า หน่วยงานเป็นที่ใกล้ชิด
และเป็นที่พึ่งให้กับชุมชนได้

ABSTRACT

This research aimed to studied activity model that 1st Engineer Regiment,
King’s Guard could use for developed Chedihak Community in Ratchaburi Province, a
neighboring community to the camp, through volunteer activity and allied with the
sufficiency economy philosophy that based on the speech of H.M. King Bhumibol
Adulyadej The Great. This research was qualitative research and used document research,
in-depth interview 5 villagers and 5 soldiers and observed Chedihak community method
for collected data.
The finding of this research found that Chedihak community have had major
problem are (1) lacking water resource for agriculture (2) household debt (3) increasing of
garbage in community (4) community value change and (5) drug epidemic. From the
overall findings, the research can synthesize development strategic of 1
st Engineer
Regiment, King’s Guard that emphasizes decentralization or explosion from within concept.
The agency will play role as supporter for empower people and community. This strategy
had 5 dimensions are ๒
1. Listening – Listen problem and solution requirement from community, in order
to obtain real demand information which leads to the most corrections and
improvements.
2. Helping – Support resources and performance of the agency in developing and
assisting community.
3. Transfer Knowledge – Transfer knowledge of the agency to the community for
applied in various operation to creating sustainable growth.
4. Networking – Establish a network of cooperation between the agency and the
community for participate in development as well as promoting expand
cooperation to other relevant agencies or communities to strengthen and
sustain the network.
5. Building Relationship – organize activities or participate in community activities
to strengthen good relationships between the agency and the community and
create attitude that the agency is close and reliant on the community.
