ในปัจจุบัน ความก้าวหน้าด้านเทคโนโลยีสารสนเทศ ได้ส่งผลกระทบต่อความมั่นคงสูงมาก
เนื่องจากผู้คนมีสิทธิและเสรีภาพในการรับรู้และส่งข้อมูลข่าวสาร และสามารถเข้าถึงข้อมูลข่าวสารได้อย่าง
เท่าเทียมกัน หน่วยบัญชาการสงครามพิเศษ ที่เป็นกลไกหลักหน่วยหนึ่งของกองทัพบกด้านความมั่นคง จึง
ต้องพัฒนาขีดความสามารถก าลังพลด้านการปฏิบัติการข่าวสาร เพื่อให้สามารถป้องกัน แก้ไขปัญหา และ
สามารถแสวงประโยชน์จากการใช้ และการกระจายข้อมูลข่าวสารได้
การวิจัยในเรื่องนี้มีวัตถุประสงค์ส าคัญ เพื่อศึกษาแนวคิด ทฤษฎีของการปฏิบัติการข่าวสาร
และสภาพปัญหาในการปฏิบัติการข่าวสารของหน่วยบัญชาการสงครามพิเศษ เพื่อก าหนดแนวทางการ
ปฏิบัติการข่าวสารที่มีประสิทธิภาพของหน่วยบัญชาการสงครามพิเศษ เป็นการศึกษาและวิเคราะห์เฉพาะ
การปฏิบัติการข่าวสารตามแผนป้องกันประเทศ เป็นการวิจัยเชิงคุณภาพ โดยใช้ข้อมูล จากการสัมภาษณ์
ผู้เชี่ยวชาญและผู้มีประสบการณ์ที่เกี่ยวข้อง ในระดับผู้บริหาร จ านวน ๒ ท่านและระดับผู้วางแผน/ปฏิบัติ
จ านวน ๒ ท่าน ร่วมกับข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎีและผลงานวิจัยที่เกี่ยวข้อง ซึ่ง
ผู้วิจัยได้รวบรวมข้อมูลโดยค้นคว้าจากแหล่งต่างๆ มาวิเคราะห์และก าหนดแนวทางการปฏิบัติการข่าวสาร
ของหน่วยบัญชาการสงครามพิเศษ
ผลจากการศึกษาวิจัยพบว่า ปัญหาและอุปสรรคที่พบในการปฏิบัติการข่าวสารของหน่วย
บัญชาการสงครามพิเศษ ได้แก่ การที่ผู้บังคับหน่วยยังไม่ให้ความส าคัญเท่าที่ควร ก าลังพลส่วนใหญ่ขาด
ความรู้และความเข้าใจในหลักการปฏิบัติการข่าวสาร นอกจากนั้น ยังขาดความชัดเจนในเรื่องวงรอบการ
ปฏิบัติการข่าวสาร และการก าหนดคณะท างานการปฏิบัติการข่าวสารในทุกระดับ ทั้งนี้ ผู้บัญชาการหน่วย
บัญชาการสงครามพิเศษและคณะผู้ตอบแบบสัมภาษณ์ ได้ให้แนวทางแก้ไขปัญหาดังกล่าวด้วย ซึ่งผู้วิจัยได้
พิจารณาแนวทางที่ได้รับร่วมกับหลักการปฏิบัติการข่าวสารแล้ว ได้ก าหนดแนวทางการปฏิบัติการ
ข่าวสารของหน่วยบัญชาการสงครามพิเศษ ๒ ลักษณะ คือแบบปิดลับและเปิดเผย ๒ ระดับ คือ
ส่วนปฏิบัติโดยตรง และส่วนปฏิบัติสนับสนุน นอกจากนี้ ยังได้ก าหนดการบังคับบัญชาและการควบคุม
คณะท างานปฏิบัติการข่าวสาร การวางแผนการปฏิบัติการข่าวสาร และวงรอบการปฏิบัติการข่าวสารที่
ชัดเจน เพื่อให้ง่ายต่อการท าความเข้าใจและน าไปปฏิบัติได้อย่างมีประสิทธิภาพ
อย่างไรก็ตาม หน่วยบัญชาการสงครามพิเศษ ควรมีการพัฒนาหลักสูตรการปฏิบัติการ
ข่าวสารของโรงเรียนสงครามพิเศษ ศูนย์สงครามพิเศษ เพื่อสร้างความเข้าใจที่ถูกต้องและเป็นแบบฝึก
ต้นแบบอันเดียวกัน รวมทั้ง ควรมีการพัฒนาการปฏิบัติการข่าวสารของหน่วยบัญชาการสงครามพิเศษ
ในการสนับสนุนแผนงานรักษาความมั่นคงภายในเพิ่มเติม เพื่อรองรับภัยคุกคามในรูปแบบใหม่ที่ก าลัง
เป็นปัญหาส าคัญของชาติเช่น การแก้ไขปัญหาความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ หรือการ
แก้ปัญหาความแตกแยกทางความคิดของสังคมไทย เป็นต้น
ABSTRACT
Title : Guideline for Information Operations

Nowadays the advancement of Information Technology is inevitably
possessing high impact towards Thai national security which is resulted from equality in
rights and freedom of the citizens in the perception and sending of information, and the
ability to access it. The Royal Thai Army Special Warfare Command (SWCOM) is
considered one of the main players in this field, thus it must be able to equip its
personnel with the ability to prevent, resolve, exploit and disseminate of Information
Operations (IOs).
The purpose of this research is to study the conceptual ideas, theories and
problems concerning the employment of IOs by the Royal Thai Army SWCOM’s
personnel. The scope of this study and analysis are focusing on IOs as outlined in
Thailand National Defense Strategy. Then, the result will be used as guidelines for an
effective employment within the unit itself. This qualitative research is conducted by
means of interviewing four experts and the experienced operators in the field both at
commanding and planning/operational levels, combined with information gathering
through academic papers, theoretical concepts and related research from various
sources.
The study reveals that the problems and restraints towards the employment
of IOs at the SWCOM, at the operational level, the unit’s commanders do not
acknowledge its significance while the majority of personnel do not understand its
principles well enough, and at the commanding level the information cycles are not
properly employed, while the working committees are not yet set up at all levels. Upon
receiving suggestions from the Commanding General and others interviewees, the
researcher has incorporated them into IO’s principles which derived into 2 methods of
operations, clandestine and aboveboard which will be applied to both direct action (or
the main efforts) and support units. Chain of commands and control of IO’s working
committees, planning and its life cycles should be also properly determined for the ease
of understanding among the operators which will finally lead to the flawlessly execution
of the plan.
However, it is suggested that the SWCOM should develop its own curricula
at the Special Warfare School under the Special Warfare Center to create a good
understanding and a model operation of IOs by itself. It should also develop its own IOs
guidelines in support of the Internal Security Plan in order to accommodate new threats
to the nation such as in combating insurgency in the three southern border provinces or
the divisiveness among Thai society, etc.
