การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยสำคัญที่มีผลต่อการบริหารจัดการงาน
กิจการอวกาศของกระทรวงกลาโหมตามโครงการระบบดาวเทียมสำรวจเพื่อการพัฒนา (THEOS-2)
และเพื่อกำหนดแนวทางการบริหารจัดการงานกิจการอวกาศตามโครงการฯ และยกระดับขีด
ความสามารถดาวเทียมถ่ายภาพด้านความมั่นคงในภาพรวมของกระทรวงกลาโหมบนพื้นฐาน
การดำเนินงานตามนโยบายของผู้บังคับบัญชาระดับสูงและแผนแม่บทระดับประเทศที่เกี่ยวข้อง
วิธีดำเนินการวิจัย ผู้วิจัยใช้กระบวนการวิจัยเชิงคุณภาพ (Qualitative Research) แบบ
วิจัยเอกสาร (Documentary Research) และการสัมภาษณ์เชิงลึก (In-depth Interview) โดยใช้
ข้อมูลปฐมภูมิ (Primary Data) ที่ได้มาจากการสัมภาษณ์กลุ่มเป้าหมาย ได้แก่ ผู้ทรงคุณวุฒิ ผู้เชี่ยวชาญ
และผู้มีหน้าที่เกี่ยวข้องโดยตรง รวมทั้งใช้ข้อมูลทุติยภูมิ (Secondary Data) ที่ได้จากการศึกษา
แนวความคิดการบริหารจัดการสมัยสมัย และการทบทวนวรรณกรรมที่เกี่ยวข้อง พร้อมทั้งได้มีการนำ
แนวคิดการบริหารจัดการสมัยใหม่เป็นเครื่องมือในการวิเคราะห์เพื่อให้สามารถค้นพบข้อมูลตาม
วัตถุประสงค์ของงานวิจัยที่กำหนดผลการวิจัยพบว่า การที่กระทรวงกลาโหมมีส่วนร่วมใช้ประโยชน์ดาวเทียมตามโครงการฯ
ตามข้อกำหนดที่ระบุว่า กระทรวงกลาโหมจะได้รับมอบระบบและอุปกรณ์บางส่วนจากโครงการฯ และ
สามารถสั่งถ่ายภาพความละเอียด ๐.๕ เมตร ซึ่งมีความเหมาะสมนำมาใช้ในงานทางทหารได้เอง โดยไม่
มีค่าใช้จ่าย และจะมีประโยชน์อย่างยิ่งต่องานข่าวของกระทรวงกลาโหม และจะเป็นส่วนสนับสนุน
สำคัญให้เกิดการพัฒ นาขีดความสามารถกำลังพล เทคโนโลยี และการบริหารจัดการของ
กระทรวงกลาโหม จากระดับผู้ใช้งาน (User) ในปัจจุบันสู่ระดับผู้ควบคุมและบริหารสถานีดาวเทียม
(Operator) ด้านดาวเทียมถ่ายภาพ และสามารถพึ่งพาตนเองได้ในอนาคต
ทั้งนี้กระทรวงกลาโหมต้องเตรียมความพร้อมทุกด้านให้เรียบร้อยก่อนดาวเทียมของ
โครงการฯ จะพร้อมปฏิบัติงานได้ในปี พ.ศ.๒๕๖๔ เพื่อให้เกิดประสิทธิภาพและประโยชน์สูงสุดในการ
ดำเนินงาน โดยมีแนวทางปฏิบัติสำคัญกำหนดให้กระทรวงกลาโหมดำเนินงานตามกลยุทธ์ จำนวน ๔
ด้านประกอบด้วย กลยุทธ์เชิงรุก กลยุทธ์เชิงป้องกัน กลยุทธ์เชิงแก้ไข และกลยุทธ์เชิงรับ แต่ละกลยุทธ์
ต้องมีการปฏิบัติที่ประสานสอดคล้องกันทั้งในระดับนโยบายและปฏิบัติและมีการปฏิบัติที่เกี่ยวข้อง
ระหว่างหน่วยงานหลายด้าน เช่น หน่วยงานด้านนโยบาย หน่วยงานด้านการข่าว หน่วยงานด้าน
งบประมาณ หน่วยงานด้านเทคนิค เป็นต้น นอกจากนั้นการดำเนินงานจะต้องได้รับการสนับสนุน
ที่เหมาะสมตามปัจจัยแห่งความสำเร็จตามผลของการวิจัย จึงจะเป็นส่วนสนับสนุนให้การดำเนินงาน
โครงการฯ เป็นไปอย่างมีประสิทธิภาพ เป็นพื้นฐานการพัฒนางานด้านกิจการอวกาศในภาพรวมของ
กระทรวงกลาโหมต่อไปABSTRACT

The purpose of this research is to study the important factors affecting the
management of space affairs of the Ministry of Defense in accordance with the
Thailand Earth Observation System Project (THEOS-2) and to determine the direction of the management of space operations according to the project that enhance the
overall security imaging satellite capability of the Ministry of Defense on the basis of
operations, according to the policy of the high level supervisor and the relevant
national master plan.
In method, the researcher used qualitative research, documentary research,
and in-depth interview by using primary data obtained from interviews. The target
groups are experts, who have direct responsibilities including the use of secondary data
(Secondary Data) obtained from the study of modern management concepts. And
review of related literature Along with the concept modern management is an analysis
tool to be able to find information according to the objectives of the research.
The research found that The Ministry of Defense participates in the use of
satellites according to the project, according to the requirements that The Ministry of
Defense will receive some systems and equipment from the project. That can take
pictures of the resolution of 0.5 meters, which is suitable for use in military work,
without cost and is very useful to the intelligence operation of the Ministry of Defense.
Which will be an important contribution to the development of personnel, technology
and management capabilities of the Ministry of Defense From the current user level to
the operator level, that and can be self-reliant in the future.
The Ministry of Defense must prepare all aspects before the satellite of the
project will be ready to work in the year 2021 in order to achieve maximum efficiency
and benefits in the operation. With important guidelines, requiring the Ministry of
Defense to operate according to the strategy in 4 areas, according to aggressive growth
strategy, diversification strategy, reversal strategy and defensive strategy. Each strategy
must have a coherent practice in both policy and practice levels. And there are
practices related to various departments, such as policy departments, intelligence
department, finance department, technical departments. In addition, operations must
be supported for operations. Appropriate according to the factors of success according to the results of the research. Therefore will support the project operation is effective
