การศึกษาวิจัยเรื่อง แนวทางการพัฒนาการตรวจการปฏิบัติราชการของสำนักงานจเรทหาร
เพื่อรองรับยุทธศาสตร์ชาติ ๒๐ ปีมีวัตถุประสงค์ได้แก่ ๑. เพื่อศึกษาแนวคิด กระบวนการ และนโยบาย
ที่เกี่ยวกับการบริหารจัดการงานด้านการตรวจการปฏิบัติราชการของสำนักงานจเรทหาร ๒. เพื่อศึกษา
ปัญหาอุปสรรคของกระบวนการการทำงานด้านการตรวจการปฏิบัติราชการของสำนักงานจเรทหาร
๓. เพื่อเสนอแนวทางการพัฒนาการตรวจการปฏิบัติราชการของสำนักงานจเรทหาร เพื่อรองรับ
ยุทธศาสตร์ชาติ ๒๐ ปีการวิจัยดังกล่าวเป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยเก็บ
รวบรวมข้อมูลทุติยภูมิ (Secondary Data) จากเอกสาร บทความ งานวิจัยที่เกี่ยวข้อง และข้อมูลปฐมภูมิ
(Primary Data) จากการสัมภาษณ์เชิงลึก (In-depth interview) กลุ่มเป้าหมายประกอบด้วยผู้บริหาร
หน่วยงานที่เกี่ยวข้องของสำนักงานจเรทหาร และผู้มีประสบการณ์ในการปฏิบัติงานเป็นผู้ให้ข้อมูล
สำคัญ (key informant) โดยมีผู้วิจัยและแบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูล ใช้วิธีการ
วิเคราะห์ข้อมูลโดยพิจารณาประเด็นหลัก (major themes) ที่ได้จากการสัมภาษณ์นำมาเปรียบเทียบ
กับผลการทบทวนวรรณกรรม และการวิเคราะห์ของผู้วิจัย ซึ่งสรุปผลการวิจัยได้ดังนี้ ๑. กระบวนการแนวทางการกำหนดนโยบาย การพัฒนาการตรวจการปฏิบัติราชการของ สำนักงานจเรทหาร
มีความสำคัญอย่างยิ่งในการกำหนดเป็นกรอบนโยบายการปฏิบัติงานของหน่วยในฐานะหน่วยตรวจสอบ
๒. โครงสร้าง (Structure) อัตรากำลังพลของ สำนักงานจเรทหาร มีจำนวนผู้ตรวจการปฏิบัติราชการ
ในหน้าที่ของ สำนักงานจเรทหาร ในแต่ละสายงาน มีไม่เพียงพอกับภารกิจที่ได้รับในปัจจุบัน รวมทั้งการ
ปรับโครงสร้างหน่วย ผู้บังคับบัญชามีนโยบายไม่มีการเพิ่มอัตรากำลังพล บุคลากร ๓. ควรนำและ
พัฒนา การใช้นวัตกรรม เทคโนโลยีดิจิทัลสมัยใหม่ รวมถึง เทคโนโลยีสารสนเทศ มาสนับสนุนงานด้าน
การตรวจ การประเมินผลการตรวจ และการจัดเก็บข้อมูลหรือฐานข้อมูลเป็นดิจิทัล เพื่อสะดวกในการ
เรียกใช้ข้อมูล อีกทั้งจัดให้มี Unit School เพื่อสร้างองค์ความรู้ภายในหน่วยงาน
อย่างไรก็ตาม การที่จะได้แนวทางการพัฒนาการตรวจการปฏิบัติราชการของสำนักงาน
จเรทหาร ที่มีความสมบูรณ์ สอดคล้องกับการเตรียมความพร้อมรองรับยุทธศาสตร์ชาติ๒๐ ปี
ที่จะเกิดขึ้นในอนาคต จึงจำเป็นอย่างยิ่งที่จะต้องมีการจัดประชุม ระดมความคิดเห็น การจัดทำเอกสาร
ในรายละเอียดขั้นตอนต่างๆ การจัดทำคำแนะนำ หรือคู่มือการใช้งาน รวมไปถึงการจัดทำเป็นระเบียบ
ปฏิบัติประจำ เพื่อให้ได้เป็นรูปแบบหรือต้นแบบการพัฒนาการตรวจการปฏิบัติราชการ นำไปสู่ขั้นตอน
การใช้งานและนำไปใช้เป็นมาตรฐานร่วมกันต่อไป

Research study guidelines for the development of civil service inspections
of The Office of the Inspector General for supporting the national strategy for 20 years.
the objectives are as follows: 1. To study the concepts, processes and policies related
to the administration of the civil service examination of the office of the Inspector
General. 2. To study the problems and obstacles of the work process in the examination of
the official operation of the office of the military inspector 3.To propose guidelines for the
development of the office of The Inspector General to support the national strategy
for 20 years .
Research is qualitative research by collecting secondary data from relevant
research articles and primary data from in-depth interviews the target group consists of
executives, relevant departments of The Inspector General and those with experience in working as important contributors with researcher and interview form as a tool for
data collection use data analysis methods by considering the main points.
Obtained from the interview compared with the literature review results
and analysis of the researcher which can be summarized as follows. 1. The process of
policy formulation development of the civil service examination of office of the
inspector general it is extremely important to define the operational policy framework
of the unit as an inspection unit.2.Structure office of the inspector general there are a
number of official inspectors in the duties of office of the inspector general in each line
there is not enough for the current mission. including restructuring the unit the
supervisor has a policy of not increasing personnel strength.3. Should develop the use
of innovation modern digital technology including information technology to support
the examination evaluation, inspection and storage of data or databases are digitized.
for easy access to data and and provide a unit school to create knowledge within the
agency.
However, to obtain guidelines for the development of the office of The
Inspector General that is complete consistent with the preparation for the national
strategy for 20 years that will happen in the future therefore it is necessary to have a
meeting. brainstorm documentation in detail the various steps preparation of
recommendations or instruction manual including the preparation of regular practice
regulations in order to be a model or prototype for the development of civil service
examination leading to the process of use and being used as a common standard.
