การพัฒนาและการจัดการพื้นที่มีความส าคัญ โดยเฉพาะอย่างยิ่งต่อเมืองท่องเที่ยว
อย่างเมืองพัทยา ที่มีการขยายตัวจนเกิดความหนาแน่น ดังนั้นเพื่อเป็นการบริหารจัดการและ
แก้ไขปัญหาดังกล่าว ผู้วิจัยจึงสนใจที่จะศึกษาแนวทางในการพัฒนาพื้นที่เขาพัทยาเป็นอุทยาน
หลวงทัพพระยา เป็นแหล่งท่องเที่ยวเชิงอนุรักษ์ งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพพื้นที่
ของเมืองพัทยาในมิติต่างๆ เพื่อศึกษาแนวคิด ทฤษฎี กฎหมาย รูปแบบ การจัดการพื้นที่ งานวิจัย
ที่เกี่ยวข้อง และเพื่อศึกษาหาแนวทางในการพัฒนาพื้นที่ให้สอดคล้องกับแผนพัฒนาเมืองพัทยาอย่าง
เป็นระบบ โดยเป็นการวิจัยเชิงคุณภาพจากการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลส าคัญจ านวน ๕ ท่าน
ประกอบด้วยผู้บริหารเมืองพัทยา ผู้ประกอบการ ตลอดจนความคิดเห็นของประชาชน อีกทั้งศึกษา
แนวคิด ทฤษฎี กฎหมาย ที่เกี่ยวข้อง ได้ผลการวิจัยดังนี้ แนวทางการพัฒนาพื้นที่เขาพัทยาเป็น
อุทยานหลวงทัพพระยา คือการพัฒนาโดยไม่ท าลายธรรมชาติมากเกินไป สอดคล้องกับสภาพปัจจุบัน
และการพัฒนาในอนาคต ตามยุทธศาสตร์การพัฒนาและผังเมือง โดยต้องไม่ท าลายธรรมชาติและ
สิ่งแวดล้อม และอนุรักษ์ชุมชนดั้งเดิม ข้อเสนอแนะ ควรมีการปรับยุทธศาสตร์ แผนการพัฒนาพื้นที่
ให้สอดคล้องกับยุทธศาสตร์ชาติ และผังเมืองรวม ผู้บริหารเมืองพัทยาต้องบังคับใช้กฎหมายให้เกิดผลอย่างจริงจังและเป็นรูปธรรม และปรับแก้ไขให้สอดคล้องกับความเป็นจริง ควรมีการศึกษา
ความเป็นไปได้ ผลกระทบในทุกๆ มิติที่เกิดจากการพัฒนาพื้นที่และการเพิ่มขึ้นของประชากร

The research for the development of Khao Pattaya to be Royal Thap
Phraya Park achieving result as The World Class tourist attraction of Pattaya City.
Development and management of areas are important. Especially, to the
tourist city as Pattaya City. With rapid expansion number of visitors becoming crowded.
Therefore, in order to manage and solve such problems. The researcher has to study
and research for the development of Khao Pattaya to be Royal Thap Phraya Park as a
friendly environmental tourism attraction. This research aims to study the area of Khao
Pattaya in various dimensions. To study the concept of laws and space management
related research in finding ways to develop the areas in accordance with the Pattaya City Development Plan systematically. For the qualitative research based on in-depth
interviews from 5 respective persons in the city, in which consisting of Pattaya City
executives, entrepreneurs and public opinion. In order to gain the best result of
studying the concepts, theories and related laws. In developing without damaging of
the nature, environments and also conserving traditional of the communities.
Therefore as the increasing of populations and tourits, all of the suggestions should be
adjusted strategically to guide Pattaya city administrators to achieve the goal carefully
step by step meanwhile enforcing the laws to all impartially.
