การวิจัยเรื่อง “แนวทางการเพิ่มประสิทธิภาพกระบวนงานด7านงบประมาณของ
กองบัญชาการกองทัพไทย กรณีศึกษา : กรมขDาวทหาร กองบัญชาการกองทัพไทย” เปLนการศึกษาวิจัย
เชิงคุณภาพ มีวัตถุประสงคFเพื่อศึกษาแนวทางเพิ่มประสิทธิภาพกระบวนงานการบริหารงบประมาณ
ของกรมขDาวทหาร กองบัญชาการกองทัพไทยและเพื่อกำหนดตัวแบบการเพิ่มประสิทธิภาพกระบวนงาน
ด7านงบประมาณของกองบัญชาการกองทัพไทย โดยใช7การศึกษาข7อมูลจากแนวคิด ทฤษฎีผลงาน
การวิจัยและเอกสารที่เกี่ยวข7อง รวมถึงการสัมภาษณFเชิงลึกจากผู7ให7ข7อมูลสำคัญ ๓ กลุDม คือ ผู7บริหาร
ระดับสูง ผู7บริหารระดับกลาง และเจ7าหน7าที่ด7านงบประมาณ แล7วนำมาวิเคราะหFข7อมูลประกอบผลการ
สัมภาษณF และการสังเกตแบบไมDมีสDวนรDวม เพื่อสรุปเปLนผลการวิจัยและข7อเสนอแนะ
ผลการศึกษาพบวDา แนวทางการบริหารงานด7านงบประมาณใช7หลักการบริหารจัดการตาม
ปYจจัยพื้นฐาน ๔ ประการที่สำคัญ คือ คน เงิน วัตถุดิบ การจัดการและการบริหารองคFความรู7เพื่อ
ตDอยอดไปสูDการทำงานที่มีประสิทธิภาพมากขึ้น จากหลักการทำงานด7วยปYจจัยพื้นฐานดังกลDาว
พบวDาปYญหาซึ่งสDงผลกระทบตDอการเพิ่มประสิทธิภาพกระบวนงานด7านงบประมาณมากที่สุดคือปYญหา
ด7านกำลังพล ปYญหารองลงมาคือเครื่องมือและอุปกรณFการทำงาน สDวนปYจจัยอื่นๆ ไมDมีผลกระทบ
ในด7านการแก7ไขนั้น ต7องมุDงการบริหารจัดการและพัฒนากำลังพลให7มีประสิทธิภาพและเปLนไปตาม
ระเบียบอยDางเครDงครัด สDวนเรื่องการจัดหาเครื่องมือและอุปกรณFการทำงาน ควรมีการจัดหาให7ตรงกับ
สภาพความต7องการใช7งานและมีความทันสมัยสามารถมาเสริมประสิทธิภาพการทำงานได7

ABSTRACT
Title : Efficiency Enhancement of Budget’s Procedure In Royal Thai Armed
Forces : A case study of Directorate of Joint Intelligence

This researchis a qualitative research study which aims to study the guidelines
for increasing the efficiency of the budget management process of the Directorate
of Joint Intelligence, the Royal Thai Armed Forces Headquarters as well as to determine
the model for improving the ability of the budget procedure of the Royal Thai Armed
Forces Headquarters. The data is drawn from concepts, theories, research results and
related documents Including in-depth interviews from the three key informants; the highlevel executives, the mid – managementofficers,and the operation officers. The data is,
then,analyzed together with the interview results and observation without participation
to come up with the result of research and recommendations.
The results showed that four essential factors of management principle are used
for budget management: people, money, raw materials, and knowledge management to
further increase work efficiency.Personnel problemaffects the efficiency enhancement of
the budget procedure the most, followed by tools and working equipment problems
while other factors have no effect. ค
To solve such problems, one must focus on personnel management and
development in strict accordance with regulations. The procurement of tools and
equipment should also be procured to meet the conditions of use and be up to date to
enhance the work efficiency.
