การวิจัยครั้งนี้มีวัตถุประสงค์ ๑) เพื่อศึกษาสภาพปัญหาและการแก้ปัญหายาเสพติด
ของกองทัพอากาศ และกองบิน ๒๑ ปัจจุบัน และ ๒) เสนอแนวทางการแก้ไขปัญหายาเสพติดของ
กองบิน ๒๑ โดยใช้ข้อมูลปฐมภูมิ (Primary Data) จากการสัมภาษณ์เชิงลึก (In-depth Interview)
จากกลุ่มเป้าหมาย ๓ ระดับ ได้แก่ ผู้บริหารระดับสูง ผู้บังคับหน่วย และผู้ปฏิบัติ รวมทั้งใช้ข้อมูลทุติยภูมิ
(Secondary Data) ที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎีงานวิจัย และการทบทวนวรรณกรรม ต่าง ๆ
ที่เกี่ยวข้อง นำมาวิเคราะห์เป็นแนวทางการแก้ไขปัญหายาเสพติดของกองบิน ๒๑
ผลจากการวิจัยพบว่า สภาพปัญหายาเสพติดกองทัพอากาศ และกองบิน ๒๑ ปัจจุบัน
เกิดจากการแพร่ระบาดจากภายนอก การกำกับดูแลของหัวหน้าหน่วย การสับเปลี่ยนหมุนเวียนกำลังพล
กระบวนการคัดเลือกบุคคลก่อนเข้ารับข้าราชการ ค่านิยมที่ผิด และการพัฒนาวิธีการใหม่ ๆ อยู่เสมอ
แนวทางการแก้ไขปัญหายาเสพติด กองบิน ๒๑ ควรจัดทำแนวทางหรือแผนปฏิบัติ
ให้สอดคล้องกับสภาพปัญหาและยุทธศาสตร์การป้องกันและแก้ไขปัญหายาเสพติด กองทัพอากาศ
ทั้ง ๔ ด้าน คือ ๑) ด้านการป้องกัน มุ่งเน้นบุคคล และการคัดแยกประเภทของกำลังพล ๒) ด้านการ
ปราบปราม มุ่งเน้นการข่าว การแบ่งประเภทและจัดลำดับความสำคัญพื้นที่ที่กองบิน ๒๑ รับผิดชอบ
๓) ด้านการบำบัดรักษา มุ่งเน้นการมีสถานพยาบาลและศูนย์ฟื้นฟูสมรรถภาพผู้ติดยาเสพติดที่ผ่านการ
รับรองมาตรฐาน เจ้าหน้าที่มีความเป็นจิตอาสา และ ๔) ด้านการบริหารจัดการ มีการประเมินผล
เชิงคุณภาพ รวมทั้งสนับสนุนการสร้างสรรค์นวัตกรรม เพื่อการพัฒนาอย่างต่อเนื่องในทุกปี๒
กองบิน ๒๑ สามารถนำผลจากการวิจัยนี้ กำหนดเป็นแนวทางการแก้ไขปัญหาที่เป็น
รูปธรรม ตั้งแต่การกำหนดนโยบาย จนถึงการปฏิบัติในด้านต่าง ๆ จัดเก็บเป็นฐานข้อมูล เพื่อให้
กองทัพอากาศสามารถนำไปเชื่อมโยงการจัดทำฐานข้อมูลกลางด้านยาเสพติดของกองทัพอากาศ (Big
Data) ต่อไป

ABSTRACT
Title : Guideline for Solving the Problem of Drug Addict:
case study of Wing 21

The objectives of this research were to investigate the current problems and
solutions of drug addiction in Royal Thai Air Force and Wing 21, and to propose a guideline for
solving the drug addiction problem in Wing 21 by using primary data from in-depth interviews
with three target groups: the executives, commanders and officers as well as secondary data
from a review of literature including related academic documents, theoretical concepts,
research studies, all of which were analyzed to develop a guideline for solving the problems.
The findings revealed that the current problems of drug addiction in the Royal
Thai Air Force and Wing 21 resulted from the spread from outside, the supervision of the division
chief and the troop rotation, the recruitment process, the wrong values and the continuing
development of new methods.
As for the guideline to solve the drug problems, Wing 21 should create a guideline
or an action plan corresponding to the problem contexts and the four strategies of Royal Thai
Force for preventing and overcoming drug addiction: 1) the prevention focusing on each
individual person and the personnel classification, 2) the suppression focusing on news, area categorization and prioritization under the supervision of Wing 21, 3) treatment and
rehabilitation focusing on having a certified medical treatment and rehabilitation center
including volunteer staff, and 4) the administration employing qualitative evaluation, providing
support for creating innovation in annual continuing development.
The findings of the study can be incorporated into a concrete guideline for solving
the problems starting from formulating a policy to practicing in several areas, compiling data
to create a database for the Royal Thai Air Force in order to connect with the Big Data
establishment concerning the drug addiction of the Royal Thai Air Force.
